However, two funds &#8212; <strong>Silver Point Capital<\/strong> and <strong>Oaktree Capital Management<\/strong> &#8212; could be about to hit the jackpot in <strong>Macao<\/strong>. <a href=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/06\/macau-studio-city.jpg\"><img loading=\"lazy\" class=\"alignleft size-full wp-image-3773\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/06\/macau-studio-city.jpg\" alt=\"macau-studio-city\" width=\"250\" height=\"125\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/06\/macau-studio-city.jpg 250w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/06\/macau-studio-city-150x75.jpg 150w\" sizes=\"(max-width: 250px) 100vw, 250px\" \/><\/a>It seems that <strong>Melco Crown Entertainment<\/strong> <a href=\"http:\/\/www.ggrasia.com\/melco-crowns-macau-unit-gets-senior-loan-extension\/\">just secured a package of loans and credit lines<\/a>. What do <strong>Lawrence Ho<\/strong> and <strong>James Packer<\/strong>\u00a0plan to do with all that money, especially since they intend to draw down the loan portion immediately?<\/p>\n<p>The answer is, <a href=\"http:\/\/www.ggrasia.com\/studio-city-minority-buyout-possible-at-us1-bln-analysts\/\" target=\"_blank\">buy out Silver Point and Oaktree<\/a>, making Melco Crown the sole owner of <strong>Studio City<\/strong>, its rescue project on <!--more-->the <strong>Cotai Strip<\/strong>. The two U.S. funds own 40% of the project, holdovers from its pre-Melco days. Gaming analysts at <strong>Sanford Bernstein<\/strong> <a href=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/08\/City-of-Dreams_small.jpg\"><img loading=\"lazy\" class=\"alignright size-medium wp-image-4362\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/08\/City-of-Dreams_small-300x165.jpg\" alt=\"City of Dreams_small\" width=\"300\" height=\"165\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/08\/City-of-Dreams_small-300x165.jpg 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/08\/City-of-Dreams_small-150x82.jpg 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/08\/City-of-Dreams_small.jpg 345w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/><\/a>looked at Melco Crown&#8217;s recent moves and concluded,\u00a0\u201cWe estimate that the 40 percent interest in Studio City held by <strong>New Cotai<\/strong> can be acquired by MPEL &#8230;\u00a0at a price tag of approximately US$1 billion.\u201d That would really make it rain for Oaktree and Silver Point, which have been minority partners since Ho and Packer rescued the project in 2011. The latter, however, will likely face the same stingy allotment of new table games faced by <strong>Galaxy Entertainment<\/strong>. The Sanford Bernstein braintrust expects a sort of cap-and-trade scenario whereby underused tables at <strong>Altira<\/strong> and <strong>City of Dreams<\/strong>\u00a0(<em>above<\/em>) find their way to Studio City.<\/p>\n<p>Galaxy, for its part, is expressing disappointment with early returns from <strong>Galaxy Phase 2<\/strong>, calling them\u00a0\u201csatisfactory, but not as good as what we expected.\u201d The underperformance of the Macanese economy is <a href=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2009\/11\/CotaiStripMacau.jpg\"><img loading=\"lazy\" class=\"alignleft size-medium wp-image-1355\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2009\/11\/CotaiStripMacau-300x199.jpg\" alt=\"CotaiStripMacau\" width=\"300\" height=\"199\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2009\/11\/CotaiStripMacau-300x199.jpg 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2009\/11\/CotaiStripMacau-150x99.jpg 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2009\/11\/CotaiStripMacau.jpg 800w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/><\/a>also being felt at City Hall, where the government is preparing for a deficit and talking about &#8220;retrenchment measures,&#8221; even though the government is sitting on a $44 billion surplus. However, this could mean delays in the construction of promised infrastructure and a diminution of the public payroll. The bad news is that <a href=\"http:\/\/www.ggrasia.com\/macau-visitors-up-in-may-fewer-from-mainland-china\/\" target=\"_blank\">visitation from the mainland is down<\/a> and the good news is that those who are coming skew toward the more-affluent end of the scale. Despite a weak springtime, <strong>Macau Government Tourist Office<\/strong> Director\u00a0<strong>Maria Helena de Senna Fernandes<\/strong> <a href=\"http:\/\/www.ggrasia.com\/macau-hotel-occupancy-seen-improving-tourism-official\/\" target=\"_blank\">predicts a near-term turnaround<\/a>, which will be music to the ears of all resort operators in the market.<\/p>\n<p>One factor being overlooked in the focus on Macao&#8217;s shifting fortunes, <strong>Daiwa Securities Group<\/strong> analysts contend, is <a href=\"http:\/\/www.ggrasia.com\/early-end-of-a-macau-concession-to-be-factored-daiwa\/\" target=\"_blank\">the possibility of one or more casino concessions being nationalized<\/a>. They write, &#8220;many have <a href=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/02\/Grand-Lisboa.jpg\"><img loading=\"lazy\" class=\"alignright size-medium wp-image-12705\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/02\/Grand-Lisboa-300x300.jpg\" alt=\"Grand-Lisboa\" width=\"300\" height=\"300\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/02\/Grand-Lisboa-300x300.jpg 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/02\/Grand-Lisboa-150x150.jpg 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/02\/Grand-Lisboa.jpg 777w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/><\/a>overlooked critical terms on the licensing contracts that state that the Macau government can redeem concessions prematurely.\u201d Thanks to a no-fault clause, Macao doesn&#8217;t even need a reason, although it can fault concessionaires for failing to meet construction deadlines, among other justifications. (Slowpoke <strong>Sociedade de Jogos de Macau<\/strong> might want to think about that.) It&#8217;s not a one-sided proposition: Concessionaires get a golden parachute in the form of last year&#8217;s EBITDA multiplied by the number of years remaining on the concession.<\/p>\n<p>If SJM and <strong>MGM Resorts International<\/strong> make it to 2020 unscathed, and everybody else gets through to 2022, the government can then renew the concessions in two-year increments &#8230; although it has wide latitude even in that. Generally speaking, it&#8217;s a good idea to take nothing for granted when operating in Macao.<\/p>\n<p>* <strong>China<\/strong> has been losing gamblers to overseas markets and it may soon have a new rival: <strong>Thailand<\/strong>. That country&#8217;s finance minister, <strong>Sommai <a href=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/06\/Phasee.jpg\"><img loading=\"lazy\" class=\"alignright size-full wp-image-16266\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/06\/Phasee.jpg\" alt=\"Phasee\" width=\"200\" height=\"253\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/06\/Phasee.jpg 200w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/06\/Phasee-119x150.jpg 119w\" sizes=\"(max-width: 200px) 100vw, 200px\" \/><\/a>Phasee<\/strong>, is looking with favor on the idea of casinos &#8230; <a href=\"http:\/\/www.ggrasia.com\/thailand-finance-ministers-qualified-nod-on-casinos\/\" target=\"_blank\">provided that they&#8217;re integrated resorts<\/a>. <strong>Singapore<\/strong> is the role model, right down to the idea of a daily admission fee imposed on Thai citizens who want to gamble. Phasee favors only a limited amount of casino product, which dovetails with the advisory\u00a0<strong>National Reform Council<\/strong>&#8216;s <a href=\"http:\/\/www.ggrasia.com\/pattaya-tipped-for-casinos-under-thai-reform-proposal\/\" target=\"_blank\">endorsement of resort casinos<\/a>, possibly in oceanside <strong>Pattaya<\/strong>.<\/p>\n<p>The NRC&#8217;s motivation, unlike Phasee&#8217;s, is to keep gambling dollars in Thailand, away from <strong>Cambodia<\/strong> and <strong>Vietnam<\/strong>, although both cite tourism as their primary goal.\u00a0While\u00a0only a rump faction of the NRC supports casinos at this point, it just needs to persuade the country&#8217;s ruling military junta and the scales will be tipped in gambling&#8217;s favor.<\/p>\n<p>* &#8220;<strong>Broken-tooth Koi<\/strong>&#8221; is back. The aging once (and future?)\u00a0head of the <strong>14K Triad Society<\/strong> has finished a 14-year stretch in the big house for money laundering and loan sharking. So how does a 60-year-old felon celebrate his freedom? <a href=\"http:\/\/macaudailytimes.com.mo\/broken-tooth-koi-said-to-open-vip-room-in-casino.html\" target=\"_blank\">By opening a VIP gambling room<\/a>, what else? Press reports are derelict in reporting where\u00a0<strong>Wan Kuok-koi<\/strong> will set up shop, although my money&#8217;s on SJM. Ominously, the mobster is reported as &#8220;gearing up to retain control over the gaming industry.&#8221; He&#8217;s also gained respectability, in the form of a seat on\u00a0<strong>Chinese People\u2019s Political Consultative Conference<\/strong>. Web channel <strong>Next Media<\/strong> glowingly describes Kuok-koi as\u00a0\u201cBold enough to open a VIP room in gaming industry\u2019s \u2018ice age&#8217; &#8230;\u00a0showing his ability to succeed where others fail.&#8221; Not even favorite son\u00a0<strong>Stanley Ho<\/strong> gets such rave\u00a0reviews in China.<\/p>\n<p>(The <strong>American Gaming Association<\/strong> reported this news with the anodyne headline, &#8220;New VIP gambling room opens in Macau.&#8221;)<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Casino investment in the U.S. has largely been a bust for private equity firms.
