The only bidder was <strong>Tioga Downs<\/strong> owner <strong>Jeff Gural <\/strong>(<em>left<\/em>)\u00a0who essentially <a href=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/02\/Gural.jpg\"><img loading=\"lazy\" class=\"alignleft size-full wp-image-15589\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/02\/Gural.jpg\" alt=\"Gural\" width=\"183\" height=\"275\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/02\/Gural.jpg 183w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/02\/Gural-99x150.jpg 99w\" sizes=\"(max-width: 183px) 100vw, 183px\" \/><\/a>proposed a supersized, $145 million version of his previous (rejected) plan &#8230; 1,000 slots, 50 table games and 161 hotel rooms. A rival, top-secret bid had been shaping up under developer <strong>Jeffrey C. Hyman<\/strong>, intended for <strong>Binghamton<\/strong> and promising &#8220;seismic impact.&#8221; However, <a href=\"http:\/\/www.nytimes.com\/2015\/07\/07\/nyregion\/gambling-board-gets-a-single-casino-proposal-after-reopening-bidding.html?_r=0\" target=\"_blank\" class=\"broken_link\">at the eleventh hour Hyman dropped out<\/a>, blaming the state&#8217;s <strong>Department of Environmental Conservation<\/strong>. Intended for a remediated industrial site, Hyman&#8217;s project didn&#8217;t qualify for redevelopment tax credits. Game over.<\/p>\n<p>Now the question becomes on of whether the state accepts a <!--more-->second helping\u00a0from Gural or deems it\u00a0sufficiently garnished to qualify as a palatable new dish &#8212; or decides to stand pat with three new casinos, not four, despite political pressure from Gov. <strong>Andrew Cuomo<\/strong> (D). Gural&#8217;s promises of a rush job (\u201cAssuming we get a license by the end of the year, we could be celebrating the Fourth of July next year in the new casino. We already have the core of a casino right now.\u201d) might not be what the state wants to hear, depending on how quickly it wants to book the new tax revenue.<\/p>\n<p><strong>Innovation Group<\/strong> Managing Director <strong>Paul Girvan<\/strong> blames a saturated marketplace.\u00a0\u201cYou can\u2019t open a casino now without impacting revenue at another facility. Financing is the difficult part. We\u2019re in a different world now,\u201d he told the <strong>The Associated Press<\/strong>. We&#8217;re not saying Gural shouldn&#8217;t get a license but the Empire State may have as much gambling as it can handle, especially with three more resorts in the incubation stage.<\/p>\n<p>* There&#8217;s life after <strong>Colony Capital<\/strong> for the <strong>Atlantic Club<\/strong> and it can be summarized in two words: &#8220;water parks.&#8221; Owner <strong>TJM Properties<\/strong> is <a href=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/07\/Atlantic-Club.jpg\"><img loading=\"lazy\" class=\"alignright size-medium wp-image-16348\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/07\/Atlantic-Club-300x172.jpg\" alt=\"Atlantic Club\" width=\"300\" height=\"172\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/07\/Atlantic-Club.jpg 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/07\/Atlantic-Club-150x86.jpg 150w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/><\/a>planning to flip the defunct hotel to <strong>Endeavor Property Group<\/strong>, <a href=\"http:\/\/www.pressofatlanticcity.com\/news\/breaking\/water-parks-and-more-planned-at-old-atlantic-club-casino\/article_98dbc35e-2102-11e5-8628-fb43560b1fc4.html\" target=\"_blank\">which would spend up to $165 million<\/a> to create two water parks: a giant one for families and a smaller one with an adult vibe. The former casino floor would also be converted into family entertainment space and there&#8217;s talk of making some of the hotel rooms timeshare units. The two water parks would be indoors, giving tourists a year-round incentive to visit the Boardwalk.<\/p>\n<p>* In the strangest story to emerge from <strong>Internet<\/strong> gaming, an unknown hacker sandbagged four <strong>Atlantic City<\/strong> casino Web sites last Thursday, threatening further attacks unless he was paid off in Bitcoin. To prove he was serious, the cyber bandit hit the four sites in question with &#8220;denial of service&#8221; assaults, flooding each with data for half an hour. It&#8217;s unclear whether the ransom was paid or the hacker was merely bluffing, for his threatened second strike, set to go off in 24 hours <a href=\"http:\/\/www.nj.com\/news\/index.ssf\/2015\/07\/cyberattack_hits_nj_gambling_sites.html\" target=\"_blank\" class=\"broken_link\">evidently didn&#8217;t occur<\/a>.\u00a0<strong>New Jersey Division of Gaming Enforcement<\/strong> Director <strong>David Rebuck<\/strong> said the DGE has a prime suspect in mind. Incidents like this reveal the true vulnerability of Internet gaming &#8212; not from underage players but from sophisticated Web malefactors.<\/p>\n<p>* <strong>Horseshoe Casino Baltimore<\/strong> is bouncing back\u00a0nicely from the riots that impeded business earlier this spring. However, its $23 million take is but a mediocre challenge to <strong>Maryland Live<\/strong>&#8216;s $53 million. At least <strong>Caesars Entertainment<\/strong> <a href=\"http:\/\/www.baltimoresun.com\/business\/bs-bz-june-casino-revenue-20150706-story.html\" target=\"_blank\">can look on the bright side<\/a> and see migration of business away from Maryland Live and back to Horseshoe now that the unrest had died down.<\/p>\n<p>* Yesterday, we had a look at the tortured relationship between the town of <strong>Aquinnah<\/strong> and its namesake band of <strong>Wampanoag Indians<\/strong>. Given that the latter are dead-set on creating a Class II casino in the former, the town&#8217;s selectmen <a href=\"http:\/\/vineyardgazette.com\/news\/2015\/07\/06\/aquinnah-issues-cease-and-desist-order-tribe-halt-work-casino?k=vg559b9bde54197&amp;r=1\" target=\"_blank\">sent a cease-and-desist order<\/a>. The tribe, in effect, replied &#8216;Drop dead&#8217; and &#8216;All systems go.&#8217; The Wampanoag are holding fast to their position that the <strong>Indian Gaming Regulation Act<\/strong> trumps all other precedents.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>New York gaming regulators gave the state&#8217;s southern tier a second chance to submit plans for a casino &#8212; and they got leftovers.
