At present, the Tropicana is pulling in just $40 million a year in casino <a href=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/12\/TROPICANA-VIEW-1B_LO-042010.jpg\"><img loading=\"lazy\" class=\"alignright size-medium wp-image-12178\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/12\/TROPICANA-VIEW-1B_LO-042010-300x206.jpg\" alt=\"TROPICANA VIEW 1B_LO 042010\" width=\"300\" height=\"206\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/12\/TROPICANA-VIEW-1B_LO-042010-300x206.jpg 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/12\/TROPICANA-VIEW-1B_LO-042010-150x103.jpg 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/12\/TROPICANA-VIEW-1B_LO-042010.jpg 500w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/><\/a>revenues, less than Penn makes at its <strong>Bangor<\/strong> casino (in a less competitive market, one should note). Penn plans to increase cash flow first by eliminating redundancies, so if you work in the legal, accounting or compliance departments, you&#8217;d better start looking for a new job. Penn&#8217;s goal is an 11% return on investment, which <strong>J.P. Morgan<\/strong> analyst <strong>Joseph Greff<\/strong> calls &#8220;conservative.&#8221; The 9.5X cash flow purchase price might seem steep &#8230; until you consider where the Trop sits. At over $10 million in acre, the deal also signals a significant upturn in the value of Strip real estate.<\/p>\n<p>Although Penn execs describe the Trop&#8217;s room product as <!--more-->&#8220;in very good shape,&#8221; they haven&#8217;t ruled out a third tower &#8212; although Greff doesn&#8217;t think this will happen unless the property hits or exceeds that 11% ROI target.<\/p>\n<p>In other realms, <strong>Plainridge Park<\/strong>&#8216;s business was characterized as &#8220;better than previously expected,&#8221; which is saying a lot &#8212; as is <a href=\"http:\/\/www.reviewjournal.com\/columns-blogs\/inside-gaming\/winners-and-losers-massachusetts-casino-plans\">a projection of a 33% ROI<\/a>. Penn is also being a severe lender to <strong>Jamul Indian Village<\/strong>, near <strong>San Diego<\/strong>, where it&#8217;s building a <strong>Hollywood<\/strong>-flagged casino. It&#8217;s charging the tribe 11% interest on the $360 million facility. Penn&#8217;s seven-year deal with the tribe gives it a management fee\u00a0&#8220;equal to 1.5% of net revenue and 30% of property level pre-tax earnings.&#8221; Sweet. Since this will be the closest tribal casino to San Diego, Penn&#8217;s prospects to make a big score look very good indeed.<\/p>\n<p>* <strong>Steve Wynn<\/strong> hasn&#8217;t been able to turn so much as one shovelful of dirt on his <strong>Everett<\/strong> resort project and now <strong>Massachusetts<\/strong> Attorney <a href=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/04\/healey_maura.jpg\"><img loading=\"lazy\" class=\"alignleft size-full wp-image-13300\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/04\/healey_maura.jpg\" alt=\"healey_maura\" width=\"200\" height=\"250\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/04\/healey_maura.jpg 200w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/04\/healey_maura-120x150.jpg 120w\" sizes=\"(max-width: 200px) 100vw, 200px\" \/><\/a>General <strong>Maura Healey<\/strong> has thrown another obstacle in his path. She wants a <strong>Wynn Resorts<\/strong>-commissioned traffic study to receive further scrutiny from the\u00a0<strong>Massachusetts Department of Transportation<\/strong> before environmental permits are issued. Healey thinks that a traffic-impact study commissioned and conducted by Wynn may be less than impartial.<\/p>\n<p>At issue is <strong>Sullivan Square<\/strong>, which the <em>Boston Globe<\/em> describes as &#8221; a long-overmatched crossroads of several major roadways in the shadow of a hulking, elevated section of <strong>Interstate 93<\/strong>, from which still more <a href=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/07\/wynn-rendering-night.jpg\" class=\"broken_link\"><img loading=\"lazy\" class=\"alignright size-medium wp-image-16336\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/07\/wynn-rendering-night-300x165.jpg\" alt=\"wynn-rendering-night\" width=\"300\" height=\"165\" \/><\/a>traffic pours into the oft-congested square.&#8221; That&#8217;s what you&#8217;re going to have to navigate to get to Wynn&#8217;s casino. Healey calls Wynn&#8217;s study insufficient and wants the company to pay for an independent assessment. A casino opponent, Healey is taking a hard line here but, fortunately for Wynn, her opinion is not binding.\u00a0Transportation Secretary <strong>Stephanie Pollack<\/strong> has the final say in this matter. Healey&#8217;s stance does, however, endear her to <strong>Boston<\/strong> Mayor <strong>Martin &#8220;McCheese&#8221; Walsh<\/strong>, who was quick to issue a supportive statement.<\/p>\n<p>As for <strong>Steve Wynn<\/strong>, he must have steam coming out of his ears by this <a href=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2012\/02\/Wynns.jpg\"><img loading=\"lazy\" class=\"alignleft size-medium wp-image-8510\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2012\/02\/Wynns-300x177.jpg\" alt=\"Wynns\" width=\"300\" height=\"177\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2012\/02\/Wynns-300x177.jpg 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2012\/02\/Wynns-150x88.jpg 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2012\/02\/Wynns.jpg 442w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/><\/a>point.\u00a0\u201cFor 19 months we have diligently followed the detailed and robust\u00a0[procedure].\u00a0After extensive studies and analysis reviewed by numerous state agencies \u2014 as well as draft, final, supplementary and secondary supplementary reports \u2014 we believe we are prepared to move forward,\u201d he fumed via a prepared statement.<\/p>\n<p>* Wynn, however, must be grateful for anything that changes the subject from <a href=\"http:\/\/lasvegassun.com\/news\/2015\/jul\/13\/boston-says-wynn-reps-knew-mob-ties-land\/\" target=\"_blank\">whether he knowingly paid<\/a> mobbed-up <strong>Charles Lightbody<\/strong> a premium for the land on which <strong>Wynn Resorts<\/strong> intends to build. Wynn&#8217;s political consultant <strong>Stephen Tocco<\/strong> says that Everett <a href=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/07\/DeMaria.jpg\"><img loading=\"lazy\" class=\"alignright size-full wp-image-16382\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/07\/DeMaria.jpg\" alt=\"DeMaria\" width=\"219\" height=\"230\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/07\/DeMaria.jpg 219w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/07\/DeMaria-143x150.jpg 143w\" sizes=\"(max-width: 219px) 100vw, 219px\" \/><\/a>Mayor <strong>Carlo DeMaria<\/strong> (<em>right<\/em>),\u00a0when told that Wynn wouldn&#8217;t deal with anybody with criminal ties, asked if the subject of the conversation was Lightbody. The crux of the issue is whether Tocco kept this exchange to himself, as he says, or whether he clued Wynn in on it.\u00a0&#8220;I never heard of Lightbody and I certainly never had any discussions with Wynn or anybody else about Lightbody.\u00a0I didn&#8217;t pursue it because I didn&#8217;t know who the names were, anyway. I wasn&#8217;t involved in the land stuff,&#8221; Tocco told <em>The Associated Press<\/em>.<\/p>\n<p>Wynn&#8217;s culpability in <em>l&#8217;affaire Lightbody<\/em> is a stretch at this point. However, the <strong>Massachusetts Gaming Commission<\/strong> could be in a <a href=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/02\/Wynn-Everett-2.jpg\"><img loading=\"lazy\" class=\"alignleft size-medium wp-image-15446\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/02\/Wynn-Everett-2-300x225.jpg\" alt=\"Wynn Everett 2\" width=\"300\" height=\"225\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/02\/Wynn-Everett-2-300x225.jpg 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/02\/Wynn-Everett-2-150x112.jpg 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/02\/Wynn-Everett-2-1024x768.jpg 1024w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/><\/a>world of hurt if, as the City of Boston <a href=\"http:\/\/lasvegassun.com\/news\/2015\/jul\/13\/boston-says-wynn-reps-knew-mob-ties-land\/\" target=\"_blank\">alleges in a lawsuit<\/a>, it neglected to do background checks on Tocco on DeMaria. (Walsh contends that the oversight was deliberate.) Currently, Lightbody and two associates are on trial for\u00a0wire-fraud charges relating to their alleged concealment of Lightbody&#8217;s co-ownership of the former <strong>Monsanto Chemical<\/strong> site. That&#8217;s not the kind of publicity Wynn needs right now. Given the alliance of forces arrayed against Wynn Resorts, I sometimes despair that this casino will <em>ever<\/em> get built.<\/p>\n<p>* Against (low) expectations, the <strong>Nevada Gaming Control Board<\/strong> says it is &#8216;<a href=\"http:\/\/vegasinc.com\/business\/gaming\/2015\/jul\/13\/culinary-union-targets-banks-ownership-stake-stati\/?utm_source=mostpopular&amp;utm_medium=banner&amp;utm_campaign=mostRead&amp;_ga=1.105681155.181002990.1421958548\" target=\"_blank\">investigating the [Culinary] union\u2019s allegations<\/a>&#8216; against <strong>Deutsche Bank<\/strong>, which holds a plurality of <strong>Station Casinos<\/strong> stock through sundry stalking-horse entities. With all due respect to the NGCB, to call this latest salvo from the Culinary &#8220;allegations&#8221; is bunk. Deutsche Bank&#8217;s actions are a matter of public record (and a <strong>Justice Department<\/strong> fine) and severe disciplinary action is only meet and fit.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Penn National Gaming has been talking up its growth strategy to Wall Street and the Tropicana Las Vegas is central to the plan.
