All that <em>schadenfreude<\/em> may<br \/>\nnot have been gratuitous after all, in view of the gloom presently emanating from the Bay State. With both <strong>MGM Springfield<\/strong> and <strong>Wynn Resorts<\/strong> looking at 2018 openings (possibly later in Wynn&#8217;s case), <strong>New England<\/strong> casino expert <strong>Clyde Barrow<\/strong> tells the <em>Boston Globe<\/em>,\u00a0\u201cYou could say the state is losing $1 billion in revenue because of the delay from 2016 to 2018.\u201d<\/p>\n<p>With perhaps a bit of exaggeration, Barrow says the implementation of casino gambling in Massachusetts could last as long as <!--more-->the decade-plus it took to get it legalized. With the <strong>Massachusetts <a href=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/07\/walsh.jpg\"><img loading=\"lazy\" class=\"alignright size-full wp-image-16435\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/07\/walsh.jpg\" alt=\"walsh\" width=\"240\" height=\"235\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/07\/walsh.jpg 240w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/07\/walsh-150x147.jpg 150w\" sizes=\"(max-width: 240px) 100vw, 240px\" \/><\/a>Gaming Commission<\/strong> powerless to speed things along, Gov. <strong>Charlie Baker<\/strong> (R) is doing the responsible thing and not baking any casino-revenue assumptions into his state budgets. For instance, MGC Chairman <strong>Stephen Crosby<\/strong> estimates that the state is forfeiting $18 million for every month that <strong>Boston<\/strong> Mayor <strong>Martin &#8220;McCheese&#8221; Walsh<\/strong>\u00a0(<em>above<\/em>) keeps <strong>Wynn Everett<\/strong> tied up in litigation.<\/p>\n<p>Crosby is also <a href=\"http:\/\/www.bostonglobe.com\/metro\/2015\/07\/19\/plans-for-state-largest-casinos-hit-delays\/lja1CwT4lgefOZs0z1RDUL\/story.html#\" target=\"_blank\" rel=\"noopener noreferrer\">starting to cast doubt<\/a> on whether the final license, coveted by <strong>New Bedford<\/strong> and <strong>Brockton<\/strong>, will be issued at all (especially <a href=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/12\/Crosby.jpg\"><img loading=\"lazy\" class=\"alignleft size-full wp-image-12185\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/12\/Crosby.jpg\" alt=\"Crosby\" width=\"155\" height=\"155\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/12\/Crosby.jpg 155w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/12\/Crosby-150x150.jpg 150w\" sizes=\"(max-width: 155px) 100vw, 155px\" \/><\/a>now that <strong>Twin River Casino<\/strong>, in <strong>Rhode Island<\/strong>, is planning to open a slot parlor on Massachusetts&#8217; southern border and two tribes in <strong>Connecticut<\/strong> have similar aspirations). The <strong>Mashpee Wampanoag<\/strong> are no closer to obtaining land-in-trust status &#8230; and may be getting farther away as the political makeup in <strong>Washington, D.C.<\/strong>, keeps shifting to the right. And on <strong>Martha&#8217;s Vineyard<\/strong>, the <strong>Aquinnah Wampanoag<\/strong> face both internal and external conflict. Island-dwelling tribesmen don&#8217;t want a casino, mainlanders do. Also, the tribe has to make the case that a 1983 renunciation of gambling in return for land was rendered null and void by 1988&#8217;s <strong>Indian Gaming Regulatory Act<\/strong>.<\/p>\n<p>Barrow posits various horror scenarios: What if there is no third license issued? What if MGM compromises its commitment to Springfield? What if <strong>Steve Wynn<\/strong> up and leaves the state? (He&#8217;s done it elsewhere.) Barrow predicts\u00a0\u201cthe state will muddle along&#8221; but I&#8217;m no so sanguine.<\/p>\n<p>* Last October, an armed confrontation among tribal members brought about the federal closure of <strong>Chukchansi Gold Resort Casino<\/strong>. Now, after a lengthy cooling-off period, there&#8217;s movement afoot to reopen the <strong>California<\/strong> tribal facility. Casino COO <strong>Christian Goode<\/strong> thinks it could happen by Labor Day but tribal leader <strong>Reggie Lewis<\/strong> is more cautious. Neither the California or federal governments has signed off on it yet. Among the problems to be resolved is that the Lewis-led faction of the tribe has been recognized by the <strong>Bureau of Indian Affairs<\/strong> and federal <strong>Board of Indian Appeals<\/strong> but not by <strong>Madera County<\/strong>. Also, tribal members who were disenrolled between 2010 and 2012 have to be reintegrated into the electorate.<\/p>\n<p>The\u00a0<strong>Chukchansi Economic Development Authority<\/strong> has negotiated a $35 million loan for the purpose of getting the casino open again. However, <a href=\"http:\/\/www.fresnobee.com\/news\/local\/article27938548.html\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">it also missed a $12 million payment<\/a> last March on a $250 million bond. If the various factions can be reconciled and the casino reopened, patrons can look forward to as 400 new slot machines. Best of all, 1,000-plus casino workers will have jobs again.<\/p>\n<p>* Congratulations to <strong>MGM Resorts International<\/strong> on having saved two billion gallons of water over the last seven years. Much, however, <a href=\"http:\/\/hosted.ap.org\/dynamic\/stories\/U\/US_NEVADA_DROUGHT_VEGAS_STRIP?SITE=AP&amp;SECTION=HOME&amp;TEMPLATE=DEFAULT&amp;CTIME=2015-07-17-20-23-53\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">remains to be done<\/a>.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>A recent article in the Las Vegas Review-Journal poked fun at Massachusetts&#8216; nascent casino industry and at Penn National Gaming&#8216;s Plainridge Park in particular.
