As far back as its 2014 <a href=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/01\/Lawrence-Ho.jpg\"><img loading=\"lazy\" class=\"alignright size-medium wp-image-5670\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/01\/Lawrence-Ho-206x300.jpg\" alt=\"Lawrence Ho\" width=\"206\" height=\"300\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/01\/Lawrence-Ho-206x300.jpg 206w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/01\/Lawrence-Ho-103x150.jpg 103w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/01\/Lawrence-Ho.jpg 350w\" sizes=\"(max-width: 206px) 100vw, 206px\" \/><\/a>annual report, the company was making noises about bankruptcy at the $3.2 billion megaresort, a rescue project that Melco Crown (unwisely?) took over from its original developer. It has threatened to default on a $1.4 billion loan, stating,\u00a0\u201cIn the event that we are unable to meet these conditions, it may constitute an event of default under the Studio City Project Facility.\u201d Melco Crown is also reeling from an 83% decline in second-quarter profits.<\/p>\n<p>While <strong>Lawrence Ho<\/strong> has admitted that he could get Studio City up to 400 tables by moving some inventory over from other Melco Crown properties, he thinks special treatment is in order, saying,\u00a0<!--more-->\u201cWe hope that the Macao government will reward us for the hard work we have put in over the years [and]\u00a0the amazing elements we have introduced to Studio City.\u201d That&#8217;s quite a lot of sycophancy, political naivete and self-promotion rolled into one sentence. Also, the government&#8217;s cap on the number of table games is years-old news, and Ho and <strong>James Packer<\/strong> should have planned for this state of affairs. Ho&#8217;s feigned surprise makes him look uncharacteristically clueless.<\/p>\n<p>If the government grants Studio City 400 tables, <strong>Galaxy <a href=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/08\/Leong.jpg\"><img loading=\"lazy\" class=\"alignright size-full wp-image-16575\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/08\/Leong.jpg\" alt=\"Leong\" width=\"216\" height=\"216\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/08\/Leong.jpg 216w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/08\/Leong-150x150.jpg 150w\" sizes=\"(max-width: 216px) 100vw, 216px\" \/><\/a>Entertainment<\/strong> is wont to raise holy hell about only getting 150 &#8212; and well they might. Nor are <strong>Sheldon Adelson<\/strong>, <strong>Steve Wynn<\/strong>, <strong>Jim Murren<\/strong> or <strong>Angela Leong<\/strong>\u00a0(<em>right<\/em>) likely to all hold their tongues, with good reason. While you don&#8217;t want to make waves in Macao, it would set a bad precedent to let City Hall coddle one operator and tell everyone else to go fishing. If Ho gets what he wants, it will say a lot about his political clout &#8230; and about whether the Macanese casino market really is a level playing field.<\/p>\n<p>* <strong>Kevin Preston<\/strong> survived the crash-and-burn of <strong>Columbia Sussex<\/strong> and emerged to found <strong>Premier Gaming Group<\/strong>. It&#8217;s the small-but-plucky outfit <a href=\"http:\/\/www.bizjournals.com\/cincinnati\/news\/2015\/08\/12\/greater-cincinnati-casino-company-grows-with-hotel.html\" target=\"_blank\" class=\"broken_link\">that just bought<\/a> the <strong>Isle of Capri Hotel<\/strong> in <strong>Natchez<\/strong>, which is slated for a $15 million makeover. Preston isn&#8217;t a man in a hurry: He plans to augment his new hotel and <strong>Magnolia Bluffs Casino<\/strong> with another casino purchase &#8230; by the end of 2016.<\/p>\n<p>*<strong> SugarHouse Casino<\/strong> in <strong>Philadelphia<\/strong> <a href=\"http:\/\/www.bizjournals.com\/philadelphia\/news\/2015\/08\/12\/sugarhouse-casino-expansion-topping-off-fishtown.html#i1\" target=\"_blank\" class=\"broken_link\">is getting a new look<\/a> with a <a href=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/09\/sugarhouse-house-current-design1.jpg\"><img loading=\"lazy\" class=\"alignleft size-medium wp-image-7426\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/09\/sugarhouse-house-current-design1-300x149.jpg\" alt=\"sugarhouse-house-current-design1\" width=\"300\" height=\"149\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/09\/sugarhouse-house-current-design1-300x149.jpg 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/09\/sugarhouse-house-current-design1-150x74.jpg 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/09\/sugarhouse-house-current-design1.jpg 560w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/><\/a>$164 million expansion. When complete, the SugarHouse will have added a parking garage and more than doubled its casino-floor space. That&#8217;ll mean Philly&#8217;s first poker room (28 tables), 44 more table games and 289 more slots. <strong>Rush Street Gaming<\/strong> is promising that the augmentation of SugarHouse will bring 500 new jobs to the market.<\/p>\n<p>*\u00a0 \u201cSome candidates require more education [in gaming] than others,&#8221; slyly writes the <strong>American Gaming Association<\/strong>, &#8220;and you can play a tremendous role in this &#8230;\u00a0process.&#8221; The AGA <a href=\"http:\/\/gamingtoday.com\/articles\/article\/55350-Gaming_makes_a_difference_in_Nevada#.VczfKfn4_cs\" target=\"_blank\" class=\"broken_link\">is compiling a kind of tip sheet<\/a> for voters, to show them what various presidential candidates have done and said <em>vis-a-vis<\/em> gambling. For instance, one of them has said that casinos only belong in <strong>Las Vegas<\/strong> and <strong>Atlantic City<\/strong>. (Hey, <strong>Geoff Freeman<\/strong>, could you shoot me a copy when you&#8217;re done?) The impetus for the primer is President <strong>Barack Obama<\/strong>&#8216;s remarks <a href=\"http:\/\/www.huffingtonpost.com\/2009\/02\/11\/las-vegas-mayor-obama-sho_n_165990.html\" target=\"_blank\" class=\"broken_link\">discouraging the spending<\/a> of <strong>TARP<\/strong> money in Las Vegas.\u00a0\u201cHis comments cost the industry hundreds of millions of dollars,\u201d says the AGA.<\/p>\n<p>* While a tribal vote has yet to be held on the matter, the <strong>Aquinnah Wampanoag<\/strong> are making their case for a Class II casino in federal <a href=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/07\/massachusetts_flag.gif\"><img loading=\"lazy\" class=\"alignleft size-full wp-image-4104\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/07\/massachusetts_flag.gif\" alt=\"massachusetts_flag\" width=\"207\" height=\"244\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/07\/massachusetts_flag.gif 207w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/07\/massachusetts_flag-127x150.gif 127w\" sizes=\"(max-width: 207px) 100vw, 207px\" \/><\/a>court. At issue is whether 1988&#8217;s <strong>Indian Gaming Regulatory Act<\/strong> supersedes a 1983 pact between <strong>Martha&#8217;s Vineyard<\/strong> and the tribe in which the latter <a href=\"http:\/\/www.wbur.org\/2015\/08\/12\/court-marthas-vineyard-gambling-hall\" target=\"_blank\">signed away the right to gambling in return for 500 acres<\/a>. The verbiage in court grew heated.\u00a0\u201cThe tribe doesn\u2019t have a school system, there\u2019s no taxing system, no health board, no criminal code, no prosecutor, no jail,\u201d said the lawyer for the\u00a0<strong>Aquinnah\/Gay Head Community Association<\/strong>. Tribal attorney <strong>John Duffy<\/strong> responded,\u00a0\u201cWhat you have here is a thriving tribal government that is looking to do more but is already doing far more than what\u2019s required &#8230; You can\u2019t subject this tribe to two separate regulatory schemes.\u201d The fate of the bingo hall now rests with Judge <strong>Dennis Saylor<\/strong>.<\/p>\n<p>* When is an agreement actually binding?
