She approved a ballot question that seemed tailor-made to give\u00a0<strong>Suffolk Downs<\/strong> racino status, although Downs COO <strong>Chip Tuttle<\/strong> protested, &#8220;It&#8217;s not us.&#8221; <strong>East Boston<\/strong> casino opponents, however, weren&#8217;t buying it and proceeded to rend their garments in dismay.\u00a0\u201cThere is something so maddening about the idea that we have to do this again,\u201d said one, while another groused,\u00a0\u201cI would feel that this is a complete circumvention of the community process.\u201d<\/p>\n<p>Although the ballot language, <a href=\"http:\/\/www.bostonglobe.com\/metro\/2015\/09\/03\/ballot-question-could-spur-vote-suffolk-downs-casino-again\/quNoemriOJQNfp3s5ega5N\/story.html\" target=\"_blank\" rel=\"noopener noreferrer\">without naming\u00a0a specific track<\/a>, is explicit enough in <!--more-->the size of the racino (four acres) and its proximity (1,500 feet) to a racing oval. Healey deemed the terms sufficiently liberal for multiple Massachusetts sites to qualify. For instance, <strong>Brockton<\/strong> could use the terminology to get around the <strong>Massachusetts Gaming Commission<\/strong>&#8216;s dilatory treatment of its casino application &#8212; let alone an outright refusal to issue a Region C license. The billion-dollar question is whether, should the referendum qualify and pass, Suffolk Downs and its host communities would call off the legal beagles they&#8217;ve sicced on Wynn and instead try to beat him at his own game.<\/p>\n<p>* Skill-based slots have been approved by the <strong>Nevada Gaming Control Board<\/strong>, <a href=\"http:\/\/lasvegassun.com\/news\/2015\/sep\/03\/skill-based-slot-machines-inch-closer-nevada-casin\/\" target=\"_blank\" rel=\"noopener noreferrer\">clearing one important hurdle<\/a>. Not content to pin all its hopes on slots, though, <strong>Las Vegas Sands<\/strong> is importing a concept that&#8217;s proven successful in <strong>Macao<\/strong> and test-flying it at <strong>Sands Bethlehem<\/strong>. It&#8217;s scrapping a juice bar in favor of a 150-seat <a href=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/01\/Sands-Bethlehem.jpg\"><img loading=\"lazy\" class=\"alignleft size-medium wp-image-1832\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/01\/Sands-Bethlehem-300x205.jpg\" alt=\"Sands Bethlehem\" width=\"300\" height=\"205\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/01\/Sands-Bethlehem-300x205.jpg 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/01\/Sands-Bethlehem-150x102.jpg 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/01\/Sands-Bethlehem.jpg 450w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/><\/a>stadium in which punters will play\u00a0blackjack, baccarat, roulette and sic bo <a href=\"http:\/\/www.casino.org\/news\/sands-bethlehem-to-add-stadium-seating-for-gambling\" target=\"_blank\" rel=\"noopener noreferrer\">on electronic terminals, but against a live dealer<\/a>. Sands officials hope this hybrid, with its low table limits ($5 a hand), stimulates play amongst millennials. As <strong>Gamblit<\/strong> executive <strong>David Chang<\/strong> told the <em>Washington Post<\/em> earlier this year,\u00a0\u201cYou have as much chance getting a millennial into slot machines as you do getting your grandmother into playing \u2018Halo.\u2019\u201d Sands already leads Pennsylvania in table-game play and if this concept succeeds in Bethlehem there&#8217;s no reason we shouldn&#8217;t see it in <strong>Las Vegas<\/strong>.<\/p>\n<p>* <strong>Alabama<\/strong> has conceded defeat in its attempts to shut down the gaming operations of the\u00a0<strong>Poarch Band of Creek Indians<\/strong>. A ruling by the <strong>11th Circuit Court of Appeals<\/strong> held that tribal <a href=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/09\/Strange.jpg\"><img loading=\"lazy\" class=\"alignright size-full wp-image-16682\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/09\/Strange.jpg\" alt=\"Strange\" width=\"201\" height=\"251\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/09\/Strange.jpg 201w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/09\/Strange-120x150.jpg 120w\" sizes=\"(max-width: 201px) 100vw, 201px\" \/><\/a>regulation is the sole province of the federal government. Attorney General <strong>Luther Strange<\/strong> <a href=\"http:\/\/www.tuscaloosanews.com\/article\/20150903\/NEWS\/150909889?p=2&amp;tc=pg\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">took the outcome with grace<\/a>, saying,\u00a0\u201cThe Appeals Court\u2019s decision makes it clear that the only way for the State of Alabama to regulate the gambling conducted on the PCI\u2019s lands is to enter into a compact with the PCI. That is a decision for the Governor and Legislature, not me.\u201d Considering the revenue that could be captured through a compact, it would behoove Alabama to take that route, which it has inexplicably failed to do so far. The tribe is ready to talk. Is the state?<\/p>\n<p>* Finding a $1.7 billion purchase price too rich for its blood, <strong>888<\/strong> conceded <strong>Bwin.party<\/strong> to <strong>GVC Holdings<\/strong>, which was practically throwing money around in its ardor for GVC.
