It <a href=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/04\/Glendale-casino.jpg\"><img loading=\"lazy\" class=\"alignright size-medium wp-image-13390\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/04\/Glendale-casino-300x225.jpg\" alt=\"Glendale casino\" width=\"300\" height=\"225\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/04\/Glendale-casino-300x225.jpg 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/04\/Glendale-casino-150x112.jpg 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/04\/Glendale-casino.jpg 534w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/><\/a>will open with 1,089 Class II electronic bingo machines. Since the state can&#8217;t regulate tribal Class II gaming, there&#8217;s not much Bergin and Gov. <strong>Doug Ducey<\/strong>\u00a0(<em>below<\/em>) can do about it except sputter and <a href=\"http:\/\/www.kansascity.com\/news\/business\/national-international\/article34641099.html\" target=\"_blank\" rel=\"noopener\" class=\"broken_link\">threaten to cancel the Tohono O&#8217;odham&#8217;s entire gaming compact<\/a> with the state. (If he does, <em>S&amp;G<\/em> will change his name to Indian Giver Ducey.) The tribe is suing Bergin and Ducey <a href=\"https:\/\/news.azpm.org\/p\/political-news\/2015\/9\/10\/71786-tohono-oodham-casino-in-court-again\/\" target=\"_blank\" rel=\"noopener\" class=\"broken_link\">to compel them to certify the casino<\/a>. As tribal attorney <strong>Danielle Spinelli<\/strong> said,\u00a0&#8220;Enough is enough. The nation is entitled to some relief now.&#8221; She added that the tribe would suffer adversity by having to offer only Class II gambling.<\/p>\n<p>There&#8217;s the big question: how the market will respond to Class II, which is practically a new &#8212; and retrograde &#8212; phenomenon in Arizona, where there are only <!--more-->40 Class II machines in the entire state. <strong>Desert Diamond Casinos &amp; Entertainment<\/strong> CEO <strong>Andy Asselin<\/strong> said consumers won&#8217;t know the difference, but I wonder. (The state, ironically, <a href=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/09\/Ducey.jpg\"><img loading=\"lazy\" class=\"alignleft size-full wp-image-16720\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/09\/Ducey.jpg\" alt=\"Ducey\" width=\"128\" height=\"128\" \/><\/a>agreed with Asselin.) As the <em>Arizona Republic<\/em> explains, &#8220;Class 2 gaming machines are like\u00a0electronic bingo games with a central computer server on which there are at least two players competing for a jackpot.&#8221;<\/p>\n<p>Meanwhile, the Tohono O&#8217;odham are hard at work on preparing a temporary casino in what will eventually be the back-of-the-house area, roughly the size and shape of a Wal-Mart. Opening with &#8220;slots in a box&#8221; seems like leading with your chin but the tribe clearly wants to present the state with a <em>fait accompli<\/em>, perhaps creating economic pressure to bow to events and keep the casino open.<\/p>\n<p>* Well, somebody had to say it and that somebody was <strong>Deutsche Bank<\/strong> analyst <strong>Carlo Santarelli<\/strong> (along with colleague <strong>Danny Valoy<\/strong>), who deemed the <strong>Cotai Strip<\/strong> in <strong>Macao<\/strong> overbuilt, producing\u00a0\u201cmore losers than winners in the medium term.\u201d The duo <a href=\"http:\/\/www.ggrasia.com\/mgm-china-wynn-macau-well-placed-for-cotai-race-db\/\" target=\"_blank\" rel=\"noopener\">isn&#8217;t buying<\/a> the &#8220;build it and they will come&#8221; mindset, which has already disproven itself in <strong>Las Vegas<\/strong>.\u00a0\u201cWith five major properties in our analysis (Galaxy\/Studio City\/Parisian\/Wynn Cotai\/MGM Cotai), the annual increases imply roughly US$375 million of annual fixed costs come online with each major opening,\u201d they added.<\/p>\n<p>Noting that $18 billion worth of new product is heading to market, they said <strong>Galaxy Phase Two<\/strong> and <strong>Macau Studio City<\/strong> (<em>pictured<\/em>) <a href=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/09\/Studio-City.jpg\"><img loading=\"lazy\" class=\"alignright size-medium wp-image-16726\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/09\/Studio-City-300x200.jpg\" alt=\"Studio City\" width=\"300\" height=\"200\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/09\/Studio-City.jpg 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/09\/Studio-City-150x100.jpg 150w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/><\/a>faced a challenging environment. Even so, Galaxy remains bullish, <a href=\"http:\/\/www.ggrasia.com\/galaxy-macau-adding-retailers-at-the-promenade-mall\/\" target=\"_blank\" rel=\"noopener\">adding new retailers<\/a> like <strong>Burberry<\/strong> and <strong>Prada<\/strong> to its shopping mall. Santarelli and Valoy liked <strong>Wynn Macau<\/strong>&#8216;s and <strong>MGM Resorts International<\/strong>&#8216;s prospects best (even though they have the smallest market share), implying that <strong>Melco Crown Entertainment<\/strong>, <strong>Sands China<\/strong>, <em>et. al<\/em>. are overexposed. (<strong>Sheldon Adelson<\/strong> hasn&#8217;t done anything in Macao by half measures.)<\/p>\n<p>However,\u00a0<strong>Sanford C. Bernstein Ltd<\/strong>. analysts liked Melco&#8217;s prospects better, particularly with regard to premium mass-market <a href=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/09\/Sands-Cotai.jpg\"><img loading=\"lazy\" class=\"alignleft size-medium wp-image-16727\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/09\/Sands-Cotai-300x189.jpg\" alt=\"Sands Cotai\" width=\"300\" height=\"189\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/09\/Sands-Cotai-300x189.jpg 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/09\/Sands-Cotai-150x95.jpg 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/09\/Sands-Cotai.jpg 625w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/><\/a>players. Citing &#8220;superior service,&#8221; game inventory and player hosts, a trio of Bernstein analysts wrote that &#8220;Melco Crown has the highest mass table efficiency (i.e., win per unit per day) amongst all six Macau casino operators.\u201d At present, there is a clutch of megaresort openings next year, starting with <strong>Wynn Palace<\/strong> on March 25, followed in July by Adelson&#8217;s <strong>Parisian Macao<\/strong> and, somewhere between October and December, <strong>MGM Cotai<\/strong>. Bringing up the rear is <strong>Stanley Ho<\/strong>, whose <strong>Lisboa Palace<\/strong> debuts in late 2017, by which time economic trends in Macao will hopefully have reversed and the market has absorbed all the new capacity.<\/p>\n<p>As if things weren&#8217;t bad enough, a Wynn Macau VIP-room operator is saying it got fleeced by one of its employees. However, the extent of the missing cash appears to have exaggerated.<\/p>\n<p>* The <strong>Culinary Union<\/strong> is pretty frosted after 220-odd <strong>Palms<\/strong> employees <a href=\"http:\/\/www.reviewjournal.com\/business\/casinos-gaming\/palms-decision-turn-over-restaurants-outside-operator-sparks-dispute\" target=\"_blank\" rel=\"noopener\">got pink-slipped<\/a>. Owners <strong>Texas Pacific Group<\/strong> and <strong>Leonard Green Partners<\/strong> are outsourcing all restaurant operations, which the Culinary says is being done to thwart an organizing drive.
