Morgan<\/strong> analysts called &#8220;a sluggish ramp&#8221; for its casino industry. He may <a href=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/11\/Kasich_John.jpg\"><img loading=\"lazy\" class=\"alignright size-medium wp-image-4994\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/11\/Kasich_John-254x300.jpg\" alt=\"Kasich_John\" width=\"254\" height=\"300\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/11\/Kasich_John-254x300.jpg 254w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/11\/Kasich_John-127x150.jpg 127w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/11\/Kasich_John.jpg 255w\" sizes=\"(max-width: 254px) 100vw, 254px\" \/><\/a>have been against casinos before he was for them but Gov. <strong>John Kasich<\/strong>&#8216;s supersized version of predecessor <strong>Ted Strickland<\/strong>&#8216;s envisioned industry is finally pulling its weight. According to figures from the <strong>American Gaming Association<\/strong> by way of <strong>Oxford Economics<\/strong>, casinos and racinos in Ohio are creating 8,000 indirect jobs and 9,525 direct ones, for an economic impact of $3 billion, including $1.5 billion in gambling revenues. Since the AGA study predated the opening of two <strong>Penn National Gaming<\/strong> racinos, that impact is now greater still.<\/p>\n<p>The gaming industry was also responsible for $917 million in tax revenue, a point that AGA President <strong>Geoff Freeman<\/strong> would like to <!--more-->drive home <a href=\"http:\/\/www.cleveland.com\/metro\/index.ssf\/2015\/09\/casinos_and_racinos_contribute_1.html\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">as he attempts<\/a> to educate current presidential candidates on the beneficial effects of the casino industry.\u00a0&#8220;Gaming in no longer a niche, novel industry but an economic driver in Ohio that is providing a path to the middle class in <strong>Columbus<\/strong>, <strong>Cleveland<\/strong>, <strong>Cincinnati<\/strong> and beyond,&#8221; Freeman wrote. At least he doesn&#8217;t have to have a &#8216;teachable moment&#8217;\u00a0with Kasich.<\/p>\n<p>* Meanwhile, <strong>MGM Resorts International<\/strong> was trying to pry open the <strong>Georgia<\/strong> market to gambling. With <strong>HOPE Scholarship<\/strong> funds <a href=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/07\/ron-stephens.jpg\"><img loading=\"lazy\" class=\"alignleft size-full wp-image-16323\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/07\/ron-stephens.jpg\" alt=\"ron stephens\" width=\"173\" height=\"250\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/07\/ron-stephens.jpg 173w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/07\/ron-stephens-104x150.jpg 104w\" sizes=\"(max-width: 173px) 100vw, 173px\" \/><\/a>swamped by demand, there may be receptive ear for state Rep. <strong>Ron Stephens<\/strong>&#8216; proposal to augment the Peachtree State with six casinos. Among those testifying in support was <strong>MGM Resorts International<\/strong> CEO <strong>Jim Murren<\/strong>, reiterating his case for a billion-dollar <strong>Atlanta<\/strong> megaresort, <a href=\"http:\/\/www.ajc.com\/ap\/ap\/georgia\/lawmakers-consider-casinos-racing-for-scholarship-\/nnfqq\/\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">adding that Georgia could learn from other states&#8217; missteps<\/a> and wasn&#8217;t venturing into uncharted waters.<\/p>\n<p>Stephens&#8217; plan would include multi-million-dollar upfront fees but a casino-friendly tax rate of 12% (the next-lowest on the East Coast would be <strong>Massachusetts<\/strong>&#8216; 25%). It&#8217;s put a scare into the <strong>Georgia Lottery Corp<\/strong>., which is voicing fears of cannibalization, while Gov. <a href=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/10\/jimmurren_t652.jpg\"><img loading=\"lazy\" class=\"alignright wp-image-11973\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/10\/jimmurren_t652-253x300.jpg\" alt=\"jimmurren_t652\" width=\"204\" height=\"242\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/10\/jimmurren_t652-253x300.jpg 253w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/10\/jimmurren_t652-126x150.jpg 126w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/10\/jimmurren_t652.jpg 346w\" sizes=\"(max-width: 204px) 100vw, 204px\" \/><\/a><strong>Nathan Deal<\/strong> (R) emphasized social issues.\u00a0&#8220;Money is not everything.\u00a0Society has to sometimes deal with the consequences of how you generate it,&#8221; he said. However, Deal has sent out vague signals that he might not block a constitutional amendment if it makes its way out of the Legislature. So far, Murren is taking the lead for the casino industry but he has an ally in the <strong>Georgia Horseracing Coalition<\/strong>, which would like to see a wagering bill make it out of committee this session. (One died last year between a favorable state Senate committee vote and inaction on the Senate floor.)<\/p>\n<p>* Meanwhile back in <strong>Las Vegas<\/strong>, MGM has &#8212; without any great urgency &#8212; been mulling whether or not to succumb to the current epidemic of REITmania sweeping the casino industry. (The latest <a href=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2012\/03\/mgm-pic.jpg\"><img loading=\"lazy\" class=\"alignleft size-full wp-image-8654\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2012\/03\/mgm-pic.jpg\" alt=\"mgm-pic\" width=\"299\" height=\"200\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2012\/03\/mgm-pic.jpg 299w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2012\/03\/mgm-pic-150x100.jpg 150w\" sizes=\"(max-width: 299px) 100vw, 299px\" \/><\/a>outbreak\u00a0has been spotted at <strong>Isle of Capri Casinos<\/strong>.) The idea got a raspberry from <strong>Susquehanna Financial Group<\/strong> analyst <strong>Rachael Rothman<\/strong>, who wrote there was &#8220;no need to do anything fancy&#8221; at MGM, just mind the P&amp;Qs and do some cost-cutting rather than attempt\u00a0a potentially expensive REIT conversion. Rothman was echoed by <strong>Morgan Stanley<\/strong> analyst <strong>Thomas Allen<\/strong>, who outlined <a href=\"http:\/\/www.reviewjournal.com\/opinion\/columns-blogs\/inside-gaming\/one-analysts-opinion-potential-mgm-reit-not-good-idea\" target=\"_blank\" rel=\"noopener noreferrer\">several intriguing alternate scenarios<\/a> (including the oft-mooted sale of <strong>Crystals<\/strong>). Investors love REITs because they&#8217;re designed for instant financial gratification (which would explain why <strong>Caesars Entertainment Operating Corp<\/strong>.&#8217;s creditors support a REIT spinoff) &#8230; but they also raise a lot of questions about the future of companies that go that route.<\/p>\n<p>* <strong>Caesars Palace<\/strong> admitted to essentially being a rogue operation in a $1.5 million settlement with the <strong>Nevada Gaming Control Board<\/strong>. &#8220;Highly deficient internal controls&#8221; <a href=\"http:\/\/www.reviewjournal.com\/business\/casinos-gaming\/multiple-errors-caesars-leads-15m-nevada-fine-document-shows\" target=\"_blank\" rel=\"noopener noreferrer\">were just the tip of the iceberg<\/a> in a 15-count <em>mea culpa<\/em> by Caesars. The knowledge that <strong>Caesars Entertainment<\/strong> CEO <strong>Mark Frissora<\/strong> &#8220;created\u00a0a pressurized operating environment&#8221; at <strong>Hertz Global Holdings<\/strong> <a href=\"http:\/\/www.reviewjournal.com\/business\/new-caesars-ceo-blamed-hertz-accounting-failures\" target=\"_blank\" rel=\"noopener noreferrer\">during his tenure there<\/a> does not augur confidence that Caesars will straighten up and fly right.<\/p>\n<p>* One swallow doesn&#8217;t make a spring and a strong July <a href=\"http:\/\/foxct.com\/2015\/09\/15\/connecticuts-2-casinos-report-slide-in-august-bets-revenue\/\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">was a false portent<\/a> for <strong>Connecticut<\/strong>&#8216;s tribal casinos. <strong>Mohegan Sun<\/strong>&#8216;s slot revenues dropped 9% and <strong>Foxwoods Resort Casino<\/strong>&#8216;s fell 10%. With <strong>Penn National Gaming<\/strong> going great guns up in Massachusetts, it doesn&#8217;t look to get any better from here.<\/p>\n<p>* Somebody fax <i>Business Insider<\/i> a clue. It breathlessly breaks the news that &#8220;<a href=\"http:\/\/www.businessinsider.com\/how-high-rollers-vips-gamble-casinsos-2015-9\" target=\"_blank\" rel=\"noopener noreferrer\">the high rollers &#8230;\u00a0stick with baccarat<\/a>.&#8221; No sh!t, Sherlock, and just when did this revelation occur? Then again, how much can you trust a reporter who thinks that <strong>James Bond<\/strong>&#8216;s preferred games are 21 and poker? At least you&#8217;ll find out what &#8220;rolling chip volume,&#8221; that shibboleth of <strong>Macao<\/strong> VIP play is.<\/p>\n<p>* Credit <strong>Sheldon Adelson<\/strong> for breaking with industry tradition again. Interim <strong>Sands China<\/strong> CEO <strong>Rob Goldstein<\/strong> <a href=\"http:\/\/www.bloomberg.com\/news\/articles\/2015-09-15\/sands-china-enlists-gambling-outsider-as-macau-challenges-mount\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">will hand off his portfolio on a permanent basis<\/a> to <strong>Wilfred Wong<\/strong>, late of the <strong>National People&#8217;s Congress<\/strong>. This shatters the longstanding precedent of reserving the top jobs in Macao for imported <a href=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/04\/Sands-Macao.jpg\"><img loading=\"lazy\" class=\"alignleft size-medium wp-image-15855\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/04\/Sands-Macao-300x189.jpg\" alt=\"Sands-Macao\" width=\"300\" height=\"189\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/04\/Sands-Macao-300x189.jpg 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/04\/Sands-Macao-150x94.jpg 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/04\/Sands-Macao.jpg 625w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/><\/a>Westerners. While industry analysts don&#8217;t appear to think that Sands is in great danger of losing its concession &#8212; especially in view of its gargantuan\u00a0capital investment &#8212; neither do they think that this move will hurt its chances for renewal, come 2020.<\/p>\n<p>Thinking outside the box like this is not without risk. Acknowledging the obvious (i.e., Wong&#8217;s lack of casino experience), <a href=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/10\/sheldonadelson.jpg\"><img loading=\"lazy\" class=\"alignright wp-image-11964\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/10\/sheldonadelson.jpg\" alt=\"sheldonadelson\" width=\"204\" height=\"245\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/10\/sheldonadelson.jpg 250w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/10\/sheldonadelson-125x150.jpg 125w\" sizes=\"(max-width: 204px) 100vw, 204px\" \/><\/a>Adelson wrote,\u00a0&#8220;We reached outside the gaming industry to find an executive who is highly educated, distinguished and ethical.\u00a0Wilfred has a unique combination of private- and public-sector experience we think will be invaluable to the company at this point in our history.&#8221; A <strong>Harvard<\/strong> man, Wong is currently an exec in the construction industry. Sands&#8217; overseas leadership posts turn over a lot, so it will be interesting to see if Wong brings stability to the ship.<\/p>\n<p>Wong comes aboard at a time when Sands <a href=\"http:\/\/www.ggrasia.com\/macau-casinos-mostly-cut-ads-not-staff-morgan-stanley\/\" target=\"_blank\" rel=\"noopener noreferrer\">has reduced Macanese staffing 11% by way of attrition<\/a>. Other operators are described as hamstrung from making job cuts because they need the manpower <a href=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/03\/MGM-Grand-Macau-Back1.jpg\"><img loading=\"lazy\" class=\"alignleft size-full wp-image-2697\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/03\/MGM-Grand-Macau-Back1.jpg\" alt=\"MGM Grand Macau Back1\" width=\"220\" height=\"293\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/03\/MGM-Grand-Macau-Back1.jpg 220w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/03\/MGM-Grand-Macau-Back1-112x150.jpg 112w\" sizes=\"(max-width: 220px) 100vw, 220px\" \/><\/a>for impending openings on the <strong>Cotai Strip<\/strong>. (F0r instance, <strong>Galaxy Entertainment<\/strong> hired 5,000 workers for <strong>Galaxy Macau\u00a0Phase Two<\/strong>.) What does that leave to cut? Advertising! Budgets for casino advertising are described as retreating to 2012 levels, indicative of industry pessimism. <strong>MGM Grand Paradise<\/strong>\u00a0(<em>left<\/em>) was particularly aggressive, slashing promotion 27%. <strong>Wynn Macau<\/strong> wasn&#8217;t shy, either, cutting 22% of costs, while Sands reduced its outlay 14%. It does, after all, have more casinos it has to market.<\/p>\n<p>* Medicinal marijuana and casino licenses don&#8217;t mix, said the <strong>Nevada Gaming Commission<\/strong>, bowing to federal law. In a bit of inadvertent comedy, the NGC could barely muster a quorum, <a href=\"http:\/\/www.reviewjournal.com\/business\/casinos-gaming\/medical-pot-sales-gaming-licensees-nevada-commission-just-says-no\" target=\"_blank\" rel=\"noopener noreferrer\">three of the five members having to recuse themselves<\/a> because they also represented members of the medicinal-pot industry. (A ricochet from ex-Gov. <strong>Jim Gibbons<\/strong>&#8216; having packed the NGC with attorneys during his brief tenure.) <strong>M Resort<\/strong> CEO <strong>Anthony Marnell<\/strong> was among those who argued in vain that gaming licensees, being the most thoroughly investigated people in the state, were the most squeaky-clean to run a medical-marijuana business.
