{"id":17123,"date":"2015-11-02T11:42:07","date_gmt":"2015-11-02T19:42:07","guid":{"rendered":"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/?p=17123"},"modified":"2019-05-29T08:57:15","modified_gmt":"2019-05-29T16:57:15","slug":"murren-mission-to-massachusetts","status":"publish","type":"post","link":"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/murren-mission-to-massachusetts\/","title":{"rendered":"Murren: Mission to Massachusetts"},"content":{"rendered":"<p>Hot on the heels of announcing a REIT conversion of <strong>MGM Resorts International<\/strong> and a boffo 3Q15, CEO <strong>Jim Murren<\/strong> sped out to <strong>Massachusetts<\/strong> to calm the waters in <strong>Springfield<\/strong>, where MGM&#8217;s serial reductions of its casino plan have stirred consternation, at best. Murren apologized for &#8216;<a href=\"http:\/\/www.masslive.com\/mgm_springfield\/index.ssf\/2015\/10\/mgm_resorts_executive_james_mu.html\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">lapses in communication<\/a>&#8216; but anyone hoping for a return to the original design scheme was bound to be disappointed. Murren stood<\/p>\n<p><!--more-->by the downsized <strong>MGM Springfield<\/strong> (<a href=\"http:\/\/www.masslive.com\/mgm_springfield\/index.ssf\/2015\/10\/mgm_springfield_reduces_size_o.html\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">including 38% less retail<\/a> and nearly 50% less bowling alley), saying it would have better synergy with street-level activity and with downtown in general.<\/p>\n<p>MGM also detailed spokesman <strong>Clark Dumont<\/strong> to assure the community that MGM Springfield wouldn&#8217;t be affected by the company&#8217;s REIT conversion.\u00a0&#8220;[T]here would be no change in daily <a href=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/04\/MGM-Springfield-detail.jpg\"><img loading=\"lazy\" class=\"alignleft size-medium wp-image-13326\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/04\/MGM-Springfield-detail-300x196.jpg\" alt=\"MGM Springfield detail\" width=\"300\" height=\"196\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/04\/MGM-Springfield-detail-300x196.jpg 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/04\/MGM-Springfield-detail-150x98.jpg 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/04\/MGM-Springfield-detail.jpg 380w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/><\/a>operations,&#8221; even if MGM sold the megaresort to <strong>MGM Growth Properties<\/strong>, Dumont said. &#8221; At this time, we are reserving judgement on the prudence of the REIT given the many unknown moving parts. That being said, we are confident the REIT is accretive to equity value,&#8221; opined <strong>Deutsche Ban<\/strong>k analyst <strong>Carlo Santarelli<\/strong>. Putting a &#8220;buy&#8221; recommendation on the stock, Santarelli said REIT &#8220;paralysis&#8221; was obscuring the bullish MGM story, which he characterized with terms like &#8220;impressive&#8221; and &#8220;extremely strong.&#8221;<\/p>\n<p>MGM <a href=\"http:\/\/www.masslive.com\/mgm_springfield\/index.ssf\/2015\/10\/mgm_springfield_closes_downtow.html#incart_river\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">also ruffled some feathers<\/a> when it closed its community office downtown (a new one will open early next year), although the administrative office remains open. There was a passive-aggressive <a href=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/02\/Michael-Mathis.jpg\"><img loading=\"lazy\" class=\"alignleft size-full wp-image-15469\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/02\/Michael-Mathis.jpg\" alt=\"Michael Mathis\" width=\"159\" height=\"195\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/02\/Michael-Mathis.jpg 159w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/02\/Michael-Mathis-122x150.jpg 122w\" sizes=\"(max-width: 159px) 100vw, 159px\" \/><\/a>sting in the tail of Murren&#8217;s apology &#8220;given how much more invested I&#8217;ve been in this project more than ever before and how much more invested my company has been.&#8221; Nor was he forthcoming with details of the reconfigured megaresort, which will be disclosed on Nov. 16. Casino President <strong>Michael Mathis<\/strong> (<em>left<\/em>),\u00a0who&#8217;s been at the center of the PR storm allowed:\u00a0&#8220;The delays and challenges, along with the subsequent public confusion, have been frustrating to all of us.<\/p>\n<p>When the revised casino is presented, it still needs the approval of Mayor <strong>Domenic Sarno<\/strong> and the city council. With $200 million already invested by MGM in the project and Murren have firmly consigned the original design to the dumpster, like it or not, the city fathers are going to need to make the best of a disappointing situation. (A good thing for Murren that all of MGM&#8217;s <strong>Nevada<\/strong> casinos are outside <strong>Las Vegas<\/strong> proper; otherwise he&#8217;d have to explain to <strong>Carolyn Goodman<\/strong> why he calls Sarno the best mayor with whom he&#8217;s ever worked.)<\/p>\n<p>* Elsewhere in Massachusetts,\u00a0there&#8217;s a bit of introspection going on over who has the authority to regulate daily fantasy sports. An attorney for the <strong>Massachusetts Gaming Commission<\/strong> has <a href=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/10\/massachusetts-quarter.jpg\"><img loading=\"lazy\" class=\"alignleft wp-image-7706\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/10\/massachusetts-quarter-300x300.jpg\" alt=\"massachusetts-quarter\" width=\"242\" height=\"242\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/10\/massachusetts-quarter-300x300.jpg 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/10\/massachusetts-quarter-150x150.jpg 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/10\/massachusetts-quarter.jpg 320w\" sizes=\"(max-width: 242px) 100vw, 242px\" \/><\/a>issued an opinion that <a href=\"http:\/\/www.masslive.com\/news\/boston\/index.ssf\/2015\/10\/mass_gaming_commission_memo_le.html\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">the MGC would need new powers<\/a> and that DFS falls outside its current remit. That would require the MGC going back to the Legislature for a new mandate, which would be music to the ears of those lawmakers who&#8217;d like a regulated &#8212; and taxed &#8212; DFS industry in the Bay State.\u00a0\u201cThere is no corollary to [the Nevada]\u00a0statute in Massachusetts and our Gaming Act does not criminalize offering a percentage game,\u201d wrote MGC attorney <strong>Justin Stempeck<\/strong>, who added the assuming DFS to be legal under the oft-cited UIGEA, &#8220;is an over-simplification of the statute, which has a far narrower scope.&#8221; The MGC has taken the matter under advisement.<\/p>\n<p>* MGM has <a href=\"http:\/\/www.ctpost.com\/news\/article\/Former-U-S-attorney-general-casino-monopoly-in-6598231.php\" target=\"_blank\" rel=\"noopener noreferrer\">some high-powered legal talent<\/a> aiding in its quarrel with the State of <strong>Connecticut<\/strong>. It has signed former U.S. Attorney General <strong>Eric Holder<\/strong>. The latter&#8217;s opening salvo challenged the constitutionality of creating a third, tribally owned casino:\u00a0\u201cBy granting the <strong>Mashantucket Pequot<\/strong> and <strong>Mohegan Tribes<\/strong> the exclusive right to establish commercial casinos, <strong>Special Act 15-7<\/strong> unfairly prevents any other individual or corporation from competing to provide the people and communities of Connecticut the best possible economic opportunities.\u201d<\/p>\n<p>\u201cWhile we have great respect for Mr. Holder and his many accomplishments, we disagree with the legal conclusions he asserts <a href=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/11\/Holder.jpg\"><img loading=\"lazy\" class=\"alignleft size-full wp-image-17124\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/11\/Holder.jpg\" alt=\"Holder\" width=\"201\" height=\"251\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/11\/Holder.jpg 201w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/11\/Holder-120x150.jpg 120w\" sizes=\"(max-width: 201px) 100vw, 201px\" \/><\/a>on behalf of his client, MGM,\u201d said a spokeswoman for Connecticut Attorney General <strong>George Jepsen<\/strong> &#8212; once a close ally of Holder &#8212; before taking a &#8216;no comment&#8217; stance. (Gov. <strong>Dannel P. Malloy<\/strong> has already sought refuge under the cone of silence.) The tribes were less circumspect. \u201cFirst, [MGM] dismissed the proposed new facility as irrelevant. Now they\u2019re fighting it tooth and nail.\u00a0One thing is clear \u2014 with every step they pursue in this process, MGM is admitting that our plan to save Connecticut jobs and revenue is going to work,&#8221; said <strong>Andrew Doba<\/strong>, a spokesman for the tribal joint entity that would build the casino.<\/p>\n<p>Holder&#8217;s entry into the lists found favor with casino opponent state Sen. <strong>John Kissel<\/strong> (R), who said,\u00a0\u201cThe nation\u2019s former top attorney\u2019s opinion carries a lot of weight. He thinks Connecticut made a bad bet.\u00a0So do I.\u201d<\/p>\n<p>* Casinos in <strong>Reno<\/strong> <a href=\"http:\/\/www.rgj.com\/story\/money\/gaming\/2015\/10\/29\/reno-sparks-casinos-have-solid-september\/74810622\/\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">continued their recovery<\/a>, up 8% in September. Way to go!
