His <strong>Mass Gaming &amp; Entertainment<\/strong> has published some eye-popping projections <a href=\"http:\/\/www.centredaily.com\/2015\/11\/04\/4999497_developers-tout-benefits-of-677.html?rh=1\" target=\"_blank\" class=\"broken_link\">as part of a 200-page casino application<\/a> to the State of <a href=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/04\/neil-bluhm.jpg\"><img loading=\"lazy\" class=\"alignleft size-medium wp-image-13177\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/04\/neil-bluhm-200x300.jpg\" alt=\"neil-bluhm\" width=\"200\" height=\"300\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/04\/neil-bluhm-200x300.jpg 200w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/04\/neil-bluhm-100x150.jpg 100w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/04\/neil-bluhm.jpg 304w\" sizes=\"(max-width: 200px) 100vw, 200px\" \/><\/a><strong>Massachusetts<\/strong>. Despite nearby competition from <strong>Plainridge<\/strong> and <strong>Rhode Island<\/strong>, Bluhm is projecting four million customers a year and an average of $400 million in revenue (plus $60 million a year in non-gaming dollars) for his $677 million project. It will be a red-brick structure reflecting &#8220;conservative <strong>New England<\/strong> architecture,&#8221; containing 2,100 slot machines and nearly 125 table games. The amenities will include a 250-room hotel.<\/p>\n<p>Bluhm predicts a 1,400-man construction workforce and a casino workforce of 1,500. A strategic location between <strong>Boston<\/strong> and <strong>Cape Cod<\/strong> is supposed to be the magic ingredient that <!--more-->makes these very aggressive numbers pan out. Mind you, the <strong>Massachusetts Gaming Commission<\/strong> is in no hurry to hand out a license for the area and has made no secret that it may well exercise its prerogative to issue no license. The MGC seems to be playing for time, waiting to see whether the <strong>Mashantucket Pequots<\/strong> can pull a rabbit out of their hat.<\/p>\n<p>Bluhm <a href=\"http:\/\/www.tauntongazette.com\/article\/20151105\/NEWS\/151107647\/1994\/NEWS\" target=\"_blank\" class=\"broken_link\">scolded the MGC<\/a> that it was taking a &#8220;significant risk&#8221; by pinning its hopes on a <strong>Taunton<\/strong> tribal casinos that could tied up for years in the court system.\u00a0\u201cYou are taking a big risk that you\u2019ll never <a href=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/12\/Neil-Bluhm.jpg\"><img loading=\"lazy\" class=\"alignright size-medium wp-image-12282\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/12\/Neil-Bluhm-248x300.jpg\" alt=\"Neil Bluhm\" width=\"248\" height=\"300\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/12\/Neil-Bluhm-248x300.jpg 248w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/12\/Neil-Bluhm-124x150.jpg 124w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/12\/Neil-Bluhm.jpg 325w\" sizes=\"(max-width: 248px) 100vw, 248px\" \/><\/a>have a tribal casino, and you will have crushed Brockton that needs this desperately,\u201d he said, adding (dismissing?) the Mashpee Wampanoag projection that Brockton could easily absorb: &#8220;And if this tribal casino, if it\u2019s ultimately determined that they can open, it\u2019s going to be successful &#8230; The question is, would a sound businessman want to risk that kind of money in light of the potential reversal of this case? You might say, initially I will, but once you get down to it, would you really do it? But one thing I think is absolutely clear, a lender is not going to take this kind of risk. This would require 100 percent equity or a guarantee. And this is a binary decision. If courts hold you can\u2019t have a casino here, there will be no casino. And all of that money is going to be lost.\u201d<\/p>\n<p>Bluhm also introduced a lawyer from the firm of <strong>Nixon Peabody<\/strong>, who contended that the land-in-trust award to the Wampanoags was &#8220;unprecedented&#8221; under <em>Carcieri v. Salazar<\/em>. That <strong>Supreme Court<\/strong> ruling confines land-in-trust awards to tribes recognized by the federal government by 1934 and no later. A &#8220;Carcieri fix&#8221; having failed in Congress, will the <strong>Interior Department<\/strong> reinterpret judicial precedent on its own?<\/p>\n<p>* Emissaries of <strong>DraftKings<\/strong> and <strong>FanDuel<\/strong> will be on hand for a Monday hearing of <strong>New Jersey<\/strong>&#8216;s\u00a0<strong>Assembly Tourism &amp;\u00a0Gaming Committee<\/strong>, the topic being <a href=\"http:\/\/www.pressofatlanticcity.com\/business\/assembly-panel-to-consider-regulation-of-fantasy-sports-websites\/article_48f85a16-8370-11e5-aa1c-3f7e46847885.html\" target=\"_blank\">whether fantasy sports should be added<\/a> to the list of wagering activities that are regulated in the Garden State. Two percent increases at <strong>Penn National Gaming<\/strong>\u00a0franchises\u00a0<strong>Hollywood Aurora<\/strong> <a href=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/06\/Des-Plaines.jpg\"><img loading=\"lazy\" class=\"alignright size-full wp-image-13730\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/06\/Des-Plaines.jpg\" alt=\"Des Plaines\" width=\"279\" height=\"181\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/06\/Des-Plaines.jpg 279w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/06\/Des-Plaines-150x97.jpg 150w\" sizes=\"(max-width: 279px) 100vw, 279px\" \/><\/a>and <strong>Empress Joliet<\/strong> negated a 5% dropoff at <strong>Argosy Belle<\/strong>. <strong>Caesars Entertainment<\/strong> was also up 2% for the month, driven by an 18% surge at <strong>Harrah&#8217;s Metropolis<\/strong>, salvaging a -5% month at <strong>Harrah&#8217;s Joliet<\/strong>. Illinois&#8217; casinos appear to be suffering a midlife crisis, seeing as the biggest increase (Metropolis) and by far the greatest revenue haul (<strong>Rivers Casino<\/strong>&#8216;s $38 million, op 5%) were at the two newest properties in the state.<\/p>\n<p><strong>Gaming &amp; Leisure Properties<\/strong>&#8216; <strong>Casino Queen<\/strong> continues to look like a bad acquisition, down 7%, while <strong>Boyd Gaming<\/strong> had another mildly depressive month at <strong>Par-A-Dice<\/strong>, down 2%. <strong>Jumer&#8217;s Casino Rock Island<\/strong> was up 3%, as was <strong>MGM Resorts International<\/strong>&#8216;s <strong>Grand Victoria<\/strong>. Given the competition that casinos have had to withstand from slot routes in the Land of Lincoln, I&#8217;d say there&#8217;s room for cautious optimism.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Never accuse Neil Bluhm of thinking small.
