Not only has <a href=\"http:\/\/wwlp.com\/2015\/09\/24\/mgmspringfield-touted-the-tower-for-years-why-change-the-plan-now\/\" target=\"_blank\" rel=\"noopener\" class=\"broken_link\">the &#8216;wow&#8217; factor been subtracted<\/a> (&#8220;really the least interesting part of our project,&#8221; one exec contended), with the result that the casino-hotel looks more like a bank than a resort, <a href=\"http:\/\/www.bloomberg.com\/news\/articles\/2015-11-18\/mgm-s-massachusetts-casino-additions-boost-cost-to-950-million\" target=\"_blank\" rel=\"noopener\" class=\"broken_link\">but it will now cost $950 million<\/a> &#8212; a 19% budget increase. <strong>MGM Resorts International<\/strong> execs <a href=\"https:\/\/www.bostonglobe.com\/metro\/2015\/11\/18\/mgm-says-will-spent-casino-springfield\/UzZ352rpWQkadC3m7FXpeN\/story.html\" target=\"_blank\" rel=\"noopener\">moved quickly to stanch the PR bleeding<\/a>, with<\/p>\n<p><a href=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/11\/mgm.jpg\"><img loading=\"lazy\" class=\"alignright size-medium wp-image-17256\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/11\/mgm-300x127.jpg\" alt=\"mgm\" width=\"300\" height=\"127\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/11\/mgm-300x127.jpg 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/11\/mgm-150x63.jpg 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/11\/mgm.jpg 960w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/><\/a>President <strong>William Hornbuckle<\/strong> admitting,\u00a0\u201cNo, we&#8217;re not changing this into a mall. No, we&#8217;re not upping and running &#8230; I wish it didn\u2019t cost that amount. I wish we could do it for less.\u00a0But we will honor our commitments.\u201d Project prexy <strong>Michael Mathis<\/strong> added,\u00a0\u201cWe are committed to this city.\u00a0In fact, we are now $150 million more committed.\u201d Or $150 million deeper into the swamp. MGM has severely downsized the project yet the cost continues <!--more-->to spiral upwards, which Hornbuckle blames on MGM working off figures three years out of date. He also said the company would bring one show a year to town (think <strong>Cirque du Soleil<\/strong>).<\/p>\n<p><strong>Springfield<\/strong> Mayor <strong>Domenic Sarno<\/strong> could point to his recent, landslide re-election as a by-proxy mandate for MGM Springfield, which has been his baby. \u00a0(And <a href=\"http:\/\/businesswest.com\/blog\/mgm-springfields-evolving-design-outlined-at-public-forum\/\" target=\"_blank\" rel=\"noopener\" class=\"broken_link\">expanded childcare facilities represent part of the additional $150 million<\/a>.) MGM&#8217;s escalating budget certainly represents <a href=\"http:\/\/wwlp.com\/2015\/11\/19\/mgm-springfield-budget-now-950-million-but-new-plan-still-needs-approval\/\" target=\"_blank\" rel=\"noopener\" class=\"broken_link\">quite an IV drip into the Springfield economy<\/a>. The question is, how many more project revisions lurk between now and opening? Another threat to the project is an off-reservation tribal casino in the greater <strong>Hartford<\/strong> area &#8212; a region from which MGM hopes to draw one-third of its customer base. The only certainty is that it&#8217;s going to take MGM longer to recoup its investment. But with $235 million already spent, it&#8217;s in for a penny, in for a pound.<\/p>\n<p>Not everyone shares Sarno&#8217;s supportive attitude. City Council President <strong>Michael Fenton<\/strong>, among others, has complained of being shut out of the process. And <a href=\"http:\/\/www.masslive.com\/mgm_springfield\/index.ssf\/2015\/11\/mgm_springfield_public_present.html\" target=\"_blank\" rel=\"noopener\" class=\"broken_link\">Hornbuckle has warned of additional changes to come<\/a>, so we could see an increasingly contentious process in Springfield. For now, the <strong>Massachusetts Gaming Commission<\/strong> holds the final say.<\/p>\n<p>* Despite threats &#8212; more like blackmail &#8212; from <strong>Lucky Dragon<\/strong> developer <strong>Andrew Fonfa<\/strong> and CEO <strong>William Weidner<\/strong>, the <strong>Las Vegas City Council<\/strong> <a href=\"http:\/\/www.reviewjournal.com\/business\/casinos-gaming\/city-rejects-subsidies-lucky-dragon\" target=\"_blank\" rel=\"noopener\">rejected their demands for a city\u00a0subsidy<\/a>. Sin City isn&#8217;t exactly hurting for casino product and one more or less <a href=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/08\/Lucky_Dragon_Hotel___Casino_rednering_EV_A_Architects_12-4-2014.0.jpg\"><img loading=\"lazy\" class=\"alignleft size-medium wp-image-16606\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/08\/Lucky_Dragon_Hotel___Casino_rednering_EV_A_Architects_12-4-2014.0-300x187.jpg\" alt=\"Lucky_Dragon_Hotel___Casino_rednering_EV_A_Architects_12-4-2014.0\" width=\"300\" height=\"187\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/08\/Lucky_Dragon_Hotel___Casino_rednering_EV_A_Architects_12-4-2014.0-300x187.jpg 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/08\/Lucky_Dragon_Hotel___Casino_rednering_EV_A_Architects_12-4-2014.0-150x94.jpg 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/08\/Lucky_Dragon_Hotel___Casino_rednering_EV_A_Architects_12-4-2014.0.jpg 902w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/><\/a>isn&#8217;t going to make a material difference, especially when it comes to taking public dollars from parks\u00a0and schools. Interestingly, <strong>Scott Kreeger<\/strong> at <strong>SLS Las Vegas<\/strong> has posited $139 million Lucky Dragon as his casino&#8217;s savior, but Fonfa and Weidner blamed SLS&#8217; struggles for their own fundraising problems. (The north end of the Strip isn&#8217;t looking like such a grand investment opportunity anymore.)<\/p>\n<p>Although Lucky Dragon execs tried to position their casino as a savior of a &#8216;blighted&#8217; downtown, a contention that didn&#8217;t go over so well, six council members weren&#8217;t having it &#8212; nor was the <strong>Culinary Union<\/strong>, let alone the <strong>El Cortez<\/strong>.\u00a0&#8220;If there&#8217;s money going to be given to casinos, we want to get in line,&#8221; said El Cortez GM <strong>Mike Nolan<\/strong>. Only Lucky Dragon apologist <strong>Bob Coffin<\/strong> voted for giving tax-increment subsidies to the casino.<\/p>\n<p>* <strong>XpressWest<\/strong> has won the favor of the <strong>Nevada High-Speed Rail Authority<\/strong> and been designated the franchisee to build a Sin City-to-City of Angels line. Actually, the trip will begin\/terminate well short of <strong>Los Angeles<\/strong>, in <strong>Palmdale<\/strong>. Los Angelenos will have to take <strong>Metrolink<\/strong> to Palmdale and change trains again in <strong>Victorville<\/strong> before finally being ushered into <strong>Las Vegas<\/strong>. On the upside, XpressWest is <a href=\"http:\/\/www.lamag.com\/driver\/high-speed-rail-to-vegas-getting-real\/\" target=\"_blank\" rel=\"noopener\">promising two-hour travel times and $100 round-trip tickets<\/a>, with trains leaving every 20 minutes. We&#8217;ve learned to be skeptical about rail projects involving Las Vegas but this one seems more focused on transit, less about bells and whistles than any other we&#8217;ve seen.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>MGM Springfield is turning into the worst of both worlds.
