Casino owners aren&#8217;t barred from owning newspapers, gosh knows, <a href=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/12\/sheladelson1.jpg\"><img loading=\"lazy\" class=\"alignleft size-medium wp-image-17477\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/12\/sheladelson1-300x188.jpg\" alt=\"sheladelson1\" width=\"300\" height=\"188\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/12\/sheladelson1-300x188.jpg 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/12\/sheladelson1-150x94.jpg 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/12\/sheladelson1.jpg 620w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/><\/a>but are liable for activity that &#8220;might reflect discredit upon the state.&#8221; <a href=\"http:\/\/www.nytimes.com\/2015\/12\/28\/business\/media\/questions-on-direction-of-a-paper-in-las-vegas.html?_r=0\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">According to<\/a> the <em>New York Times<\/em>, the anti-Gonzalez piece &#8220;appeared to use fabricated quotations and had the byline of a person who does not appear to exist.&#8221; The Adelson purchase <a href=\"http:\/\/www.reviewjournal.com\/business\/casinos-gaming\/nevada-gaming-regulators-monitoring-adelson-review-journal-buy\" target=\"_blank\" rel=\"noopener noreferrer\">has also attracted regulatory scrutiny<\/a> in <strong>Pennsylvania<\/strong>. Ironically, Adelson and <strong>Las Vegas Sands<\/strong> are refusing interview requests from the very newspaper the Adelson family owns.<\/p>\n<p>Adelson has already said <a href=\"http:\/\/www.ibtimes.com\/how-sheldon-adelsons-successful-right-wing-israeli-newspaper-could-reshape-las-vegas-2243177\" target=\"_blank\" rel=\"noopener noreferrer\">he might import<\/a>\u00a0&#8220;positive characteristics&#8221; to make the <em>Review-Journal<\/em> more like his <em>Israel Hayom<\/em>. The latter is so closely aligned with the agenda of <!--more-->Israeli Prime Minister <strong>Benjamin &#8220;Bibi&#8221; Netanyahu<\/strong> that it is waggishly referred to as &#8220;Bibiton.&#8221; Las Vegans are bracing themselves for the moment &#8212; if it has not already arrived &#8212; when the <em>R-J<\/em> becomes a megaphone for Adelson&#8217;s civic and political agenda, elevating his favorites and punishing his detractors. Adelson&#8217;s flunkies <a href=\"http:\/\/www.nytimes.com\/2015\/12\/23\/business\/media\/editor-quits-after-mogul-buys-paper-in-las-vegas.html?action=click&amp;contentCollection=Media&amp;module=RelatedCoverage&amp;region=Marginalia&amp;pgtype=article\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">are making buyout offers<\/a> to &#8220;qualified employees,&#8221; causing one to wonder to what end this housecleaning is being done.<\/p>\n<p>Already, <a href=\"http:\/\/www.latimes.com\/nation\/la-na-adelson-vegas-newspaper-20151223-story.html\" target=\"_blank\" rel=\"noopener noreferrer\">after being publicly humiliated<\/a> by Adelson&#8217;s lackey-in-chief, <strong>Michael Schroeder<\/strong>, editor <strong>Michael Hengel<\/strong> has quit. Although both the <em>NYT<\/em> and the <em>R-J<\/em> reported that he took a &#8220;voluntary buyout,&#8221; Hengel told the <em>Los Angeles Times<\/em> that &#8220;he first learned of his acceptance of the buyout when someone from the newspaper read the [Adelson family] editorial to him over the telephone Tuesday night.&#8221; Reporters are said to be circulating their resumes and &#8220;reporting now just out of angst.&#8221; Whatever &#8216;positive&#8217; changes Adelson is going to bring to journalism in <strong>Las Vegas<\/strong>, we&#8217;ve yet to see any.<\/p>\n<p>* The dreaded Penn National Effect (revenue exaggeration) has hit <strong>Penn National Gaming<\/strong> at its <strong>Massachusetts<\/strong> racino, <strong>Plainridge Park<\/strong>. Initial projections of $300 million in annual revenue have been nearly halved and a <em>Boston Globe<\/em> reporter <a href=\"https:\/\/www.bostonglobe.com\/metro\/2015\/12\/26\/first-massachusetts-casino-slotted-for-disappointment\/Q5YSLVk1SZAudaXRWBO7pL\/story.html\" target=\"_blank\" rel=\"noopener noreferrer\">found Plainridge&#8217;s gaming floor thinly populated<\/a>, the<br \/>\n<a href=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/07\/Penn-Plainvillle-3.jpg\"><img loading=\"lazy\" class=\"alignright size-full wp-image-14124\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/07\/Penn-Plainvillle-3.jpg\" alt=\"Penn Plainvillle 3\" width=\"257\" height=\"196\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/07\/Penn-Plainvillle-3.jpg 257w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/07\/Penn-Plainvillle-3-150x114.jpg 150w\" sizes=\"(max-width: 257px) 100vw, 257px\" \/><\/a>consensus of players at rival <strong>Twin River Casino<\/strong> being that Plainridge\u00a0is &#8220;too small, too focused on slot machines, or too stingy.&#8221; Twin River, meanwhile, has upgraded to a Vegas-style casino, with amenities that Plainridge &#8212; where electronic table games have bombed &#8212; cannot match. Said <strong>Boston College<\/strong> gaming expert <strong>Richard McGowan<\/strong>,\u00a0\u201cA slots parlor \u2014 that just doesn\u2019t cut it anymore.\u00a0Plainridge is going after 60-year-olds, 70-year-olds, 80-year-olds. It\u2019s a nice little crowd to go after, but it\u2019s certainly limited.\u201d Indeed, a boffo opening month ($18 million) has been followed by dwindling revenues &#8212; $11 million in November.<\/p>\n<p>A spokesman for Speaker of the House <strong>Robert De Leo<\/strong><br \/>\n(D), an early casino backer, said DeLeo is &#8220;watching closely&#8221; the Plainridge situation. Don&#8217;t be surprised if legislation materializes to upgrade the racino with table games, abandoning the three-casinos-plus-one-slot-parlor formula that was hammered out with such great deliberation with then-Gov. <strong>Deval Patrick<\/strong> (D). <strong>Massachusetts Gaming Commission<\/strong> Chairman <a href=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/12\/Crosby.jpg\"><img loading=\"lazy\" class=\"alignleft size-full wp-image-12185\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/12\/Crosby.jpg\" alt=\"Crosby\" width=\"155\" height=\"155\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/12\/Crosby.jpg 155w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/12\/Crosby-150x150.jpg 150w\" sizes=\"(max-width: 155px) 100vw, 155px\" \/><\/a><strong>Stephen Crosby<\/strong>, meanwhile, <a href=\"http:\/\/www.thesunchronicle.com\/news\/local_news\/massachusetts-gaming-chairman-defends-plainridge-says-casino-has-been-a\/article_fbf2af4a-ad82-11e5-890a-33fd76d70d31.html\" target=\"_blank\" rel=\"noopener noreferrer\">took the long view<\/a>, pointing out that Plainridge is only six months old and needs more time before the verdict comes in. He&#8217;s certainly got the numbers to back it: $2 million in local purchases, nearly $3 million in fees and $1.5 million in property taxes.<\/p>\n<p>Crosby argues\u00a0 \u201cin the first four full months of Plainridge operation, slot machine revenues in the five casinos in <strong>Rhode Island<\/strong>, <strong>Connecticut<\/strong> and Massachusetts have increased by $37 million.\u00a0All of that growth has been in the Plainridge facility. And meanwhile, Plainridge seems to have recaptured $22 million in slot revenue from its competitors \u2014 a major objective of the [2011] legislation.\u201d Penn, for its part, is taking a &#8216;wait &#8217;til next year&#8217; stance, predicting a turnaround in Plainridge&#8217;s performance once the calendar flips over to 2016.<\/p>\n<p>* The court system dealt a defeat to <strong>Kansas<\/strong> Gov. <strong>Sam Brownback<\/strong> (R) in his effort to keep the <strong>Quapaw Tribe of Oklahoma<\/strong> from extending its <strong>Downstream Casino Resort<\/strong> across the state line into tribal land in Kansas. <a href=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/05\/Brownback.jpg\"><img loading=\"lazy\" class=\"alignright size-full wp-image-16003\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/05\/Brownback.jpg\" alt=\"Brownback\" width=\"176\" height=\"223\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/05\/Brownback.jpg 176w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/05\/Brownback-118x150.jpg 118w\" sizes=\"(max-width: 176px) 100vw, 176px\" \/><\/a>Brownback had sued the <strong>National Indian Gaming Commission<\/strong>, the tribe, sundry federal officials and 18 tribal members &#8220;most of whom had no authority for or involvement in gaming.&#8221; Brownback &#8212; who had encouraged the tribe to obtain an advisory letter from the NIGC &#8212; initially engaged in compact talks with the Quapaw, then did an about-face on the whole matter, <a href=\"http:\/\/www.sekvoice.com\/news\/20151228\/kansas-lawsuit-opposing-quapaw-tribe-gaming-expansion-dismissed\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">leading to accusations of negotiating in bad faith<\/a>. Said tribal Chairman <strong>John L. Berrey<\/strong>,\u00a0\u201cThis case should cause people in Kansas to ask a lot of questions, especially about Governor Brownback\u2019s treatment of Indians and use of taxpayers\u2019 money.\u201d<\/p>\n<p>* Contending that <strong>Atlantic City<\/strong> has had time enough to get its house in order, <strong>New Jersey<\/strong> Speaker of the Assembly <strong>Vincent Prieto<\/strong> (D), <a href=\"http:\/\/www.nj.com\/opinion\/index.ssf\/2015\/12\/the_assemblys_casino_bill_recognizing_a_good_compr.html\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">is taking his case to the newspapers<\/a>, lobbying for a compromise bill that will enable a referendum to be held as part of the 2016 election ballot. He points to <a href=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/12\/Prieto.jpg\"><img loading=\"lazy\" class=\"alignleft size-full wp-image-17460\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/12\/Prieto.jpg\" alt=\"Prieto\" width=\"190\" height=\"266\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/12\/Prieto.jpg 190w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/12\/Prieto-107x150.jpg 107w\" sizes=\"(max-width: 190px) 100vw, 190px\" \/><\/a>various concessions\u00a0that have already been made: only two northern-tier casinos instead of three, 50% of the first $300 million in new tax revenue to go to Atlantic City, tapering down to 35% (including a set-aside for the horseracing industry). He balks somewhat at the Assembly&#8217;s requirement that at least one new license holder be an Atlantic City operator but ultimately accepts it as a necessary compromise. &#8220;This [tax formula] would also mean less immediate money for programs and property tax relief for senior citizens and disabled residents, which has been a main goal of mine, but such is compromise,&#8221; Prieto sighs.
