Fortunately, gaming policy is largely an intrastate game of political football in which <strong>Washington, D.C.<\/strong>, cannot intervene. However, tribal casinos and <strong>Internet<\/strong> gambling are very much at the mercy of whoever is in power in <strong>Foggy Bottom<\/strong>. For instance, federal attitudes towards tribal gaming have been far more expansive during the Obama administration than they were under Bush II, including the scrapping of a proposed rollback of Class II gaming &#8212; so tribes like the <strong>Mashpee Wampanaog<\/strong> and <strong>Tohono O&#8217;odham<\/strong> know where to send their &#8216;thank-you&#8217; notes.<\/p>\n<p>But I digress. You can read the AGA report <a href=\"https:\/\/www.americangaming.org\/sites\/default\/files\/CasinoVoterGuide.pdf\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">here<\/a>, so I&#8217;ll just note some of the highlights. Candidates&#8217; attitudes towards casinos range from <!--more-->the scorched-earth negativity (&#8220;I hate gambling&#8221;) of <strong>Jeb Bush<\/strong>, who would <a href=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/11\/Kasich_John.jpg\"><img loading=\"lazy\" class=\"alignright size-medium wp-image-4994\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/11\/Kasich_John-254x300.jpg\" alt=\"Kasich_John\" width=\"254\" height=\"300\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/11\/Kasich_John-254x300.jpg 254w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/11\/Kasich_John-127x150.jpg 127w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/11\/Kasich_John.jpg 255w\" sizes=\"(max-width: 254px) 100vw, 254px\" \/><\/a>even begrudge Native Americans their gaming halls, to one who holds 10% of a casino company in his stock portfolio (<strong>Donald Trump<\/strong>). Then there&#8217;s <strong>Hillary Clinton<\/strong>, who went from opposition in 1984 to support in 2014. (<strong>John Kasich<\/strong>, <em>right<\/em>, did a similar pivot over a three-year period.) For <strong>Hamlet<\/strong>-like self-examination, you have <strong>Martin O&#8217;Malley<\/strong>, the father of <strong>Maryland<\/strong>&#8216;s casino industry who\u00a0simultaneously decried it as &#8220;morally bankrupt.&#8221; <strong>Marco Rubio<\/strong> is his GOP echo, calling gambling &#8220;morally indefensible&#8221; and using the <strong>Nevada<\/strong> economy to illustrate his point. The stealth candidate is <strong>Bernie Sanders<\/strong>, who has no recorded views on the subject. The remainder of the presidential contestants gracefully sidestep it, either implying (<strong>Ted Cruz<\/strong>) or outright saying (<strong>Ben Carson<\/strong>) that it&#8217;s a state-level matter. Even though it&#8217;s not likely to make Bush any new friends in the gaming industry, it&#8217;s hard to say what impact the Freeman report will have.<\/p>\n<p>* If <strong>Sheldon Adelson<\/strong> was in the headlines today, it was not as a political player but for having delivered 4Q15 numbers at <strong>Las Vegas Sands<\/strong> that had <strong>Wall Street<\/strong> pleasantly surprised. <strong>Sands China<\/strong> exceeded one analyst&#8217;s expectations by dint of workforce cuts and lower <a href=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/07\/Sheldon-pasha.gif\"><img loading=\"lazy\" class=\"alignleft size-medium wp-image-4019\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/07\/Sheldon-pasha-285x300.gif\" alt=\"Sheldon pasha\" width=\"285\" height=\"300\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/07\/Sheldon-pasha-285x300.gif 285w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/07\/Sheldon-pasha-142x150.gif 142w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/07\/Sheldon-pasha.gif 350w\" sizes=\"(max-width: 285px) 100vw, 285px\" \/><\/a>marketing costs. Noting 22% room-revenue growth, <strong>J.P. Morgan<\/strong> analyst <strong>Joseph Greff<\/strong> called Strip results &#8220;solid,&#8221; adding that his outlook for 2016 was &#8220;bullish.&#8221; Mass-market gambling profitability in <strong>Macao<\/strong> improved, which was good given than room revenues were off 21% and retail was down 8%. The cost-cutting also had to offset 38% less credit extended by junket operators to VIPs, 18% less slot revenue and other bummers. &#8220;Uncertainty still lingers, and we have limited visibility on less negative or marginally positive trend changes.&#8221; Greff concluded. On the sunny side, net revenues in <strong>Las Vegas<\/strong> were up 10%. It&#8217;s a good day when <a href=\"http:\/\/www.reviewjournal.com\/business\/casinos-gaming\/macau-sends-las-vegas-sands-revenue-profit-down-15\" target=\"_blank\" rel=\"noopener noreferrer\">you can report lower profits<\/a> and revenues and still get plaudits from The Street.<\/p>\n<p>Over at <strong>Deutsche Bank<\/strong>, analyst <strong>Carlo Santarelli<\/strong> called the Sands numbers &#8220;good enough,&#8221; including a 16% increase in slot coin-in at <strong>Venetian<\/strong> and <strong>Palazzo<\/strong>. Macanese results exceeded his forecast, which he deemed &#8220;broadly encouraging.&#8221; As for Sheldon, well, <a href=\"http:\/\/www.reviewjournal.com\/business\/stadium\/las-vegas-sands-proposes-1-billion-domed-stadium-unlv-site\" target=\"_blank\" rel=\"noopener noreferrer\">he&#8217;s busy trying to build a stadium<\/a> that would bring the <strong>Oakland Raiders<\/strong> to Las Vegas. See, I <em>told<\/em> you Sheldon was behind that rumored mega-stadium concept.
