A 9,000-square-foot gambling house has been proposed for <strong>Anacostia<\/strong>. It <img loading=\"lazy\" class=\"alignleft size-medium wp-image-15710\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/03\/capitolhill-300x199.jpg\" alt=\"As Deadline On Debt Reduction Impasse Looms, Super Committee Meets Over Weekend\" width=\"300\" height=\"199\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/03\/capitolhill-300x199.jpg 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/03\/capitolhill-150x99.jpg 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/03\/capitolhill.jpg 800w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/>would have slots, blackjack and other table games but, strangely enough, no slots or electronic table games. The carrot is a &#8220;usage fee&#8221; that would fund public schools and the <strong>Housing Production Trust Fund<\/strong>, which\u00a0creates affordable housing. &#8220;Our goal is to target the visiting population of the District,&#8221; said project Chairman <strong>Barry E. Jerrels<\/strong>. \u00a0The financial backing for the initiative is rather dicey, attributable to a <strong>Delaware<\/strong> LLC called <strong>Anacostia Development<\/strong>.\u00a0&#8220;There&#8217;s a consortium that&#8217;s ebbed and flowed,&#8221; said Jerrels evasively.<\/p>\n<p>However, Jerrels has previously been a front man for <a href=\"http:\/\/www.washingtonpost.com\/wp-dyn\/articles\/A56463-2004Jun20.html\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">shady casino speculator<\/a> <strong>Shawn Scott<\/strong>. Not only is the new ballot measure <!--more--><a href=\"https:\/\/wamu.org\/news\/16\/03\/29\/empresario_wants_to_legalize_gambling_in_dc_first_site_set_for_anacostia\" target=\"_blank\" rel=\"noopener noreferrer\">worded very much like a failed 2006 ballot initiative<\/a> but Anacostia Development is headquartered in the <strong>Northern Mariana Islands<\/strong>, Scott&#8217;s current place of residence. Scott also tried to get gambling legalized in our nation&#8217;s capital in 2004, &#8220;but was hit with a $600,000 fine for allegedly submitting thousands of fraudulent or forged signatures.&#8221; Yes, that&#8217;s the Scott we know and love. Said local activist <strong>Dorothy Brizill<\/strong>,\u00a0&#8220;Given their history in the <strong>District of Columbia<\/strong>, as well as the history that&#8217;s evident in from other jurisdictions they&#8217;ve gone to, we know what to expect, and it&#8217;s not good.\u00a0I&#8217;m particularly concerned they work in the shadows.&#8221; Indeed, we all should be.<\/p>\n<p>* In an eccentric transaction, <strong>Gaming &amp; Leisure Properties<\/strong>, which is in the process of buying the assets of <strong>Pinnacle Entertainment<\/strong>, sold <strong>The Meadows Racetrack &amp; Casino<\/strong> &#8230; to Pinnacle Entertainment. <a href=\"http:\/\/www.post-gazette.com\/business\/pittsburgh-company-news\/2016\/03\/30\/Las-Vegas-company-acquires-the-Meadows-gaming-license\/stories\/201603300106\" target=\"_blank\" rel=\"noopener noreferrer\">It even took a substantial bath on the deal<\/a>, charging <img loading=\"lazy\" class=\"alignleft size-full wp-image-9822\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2012\/10\/Carlino.jpg\" alt=\"Carlino\" width=\"144\" height=\"188\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2012\/10\/Carlino.jpg 144w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2012\/10\/Carlino-114x150.jpg 114w\" sizes=\"(max-width: 144px) 100vw, 144px\" \/>Pinnacle $138 million for something it had paid $440 million to acquire. Considering that GLPI is essentially <strong>Penn National Gaming<\/strong> in drag, it&#8217;s also surprising that it didn&#8217;t hire Penn to manage the racino, although some arcane <strong>Pennsylvania<\/strong> gaming regulation might have been involved, for all we know. GLPI will make some of its money back by way of the $25.5 million in annual leases it will charge Pinnacle.\u00a0\u201cAs a premier operator of high quality regional gaming assets, Pinnacle is well-suited to maximize the operating potential of The Meadows,\u201d said GLPI CEO <strong>Peter Carlino<\/strong>, unintentionally dissing Penn. Considering that neither the <strong>Pennsylvania Gaming Control Board<\/strong> nor the <strong>Pennsylvania Harness Racing Commission<\/strong> have given final approval to GLPI&#8217;s acquisition of the racino from its previous ownership, Carlino is either very precipitate or highly confident, probably the latter.<\/p>\n<p>* A century after <strong>T.E. Lawrence<\/strong> immortalized <strong>Aqaba<\/strong> as one of <strong>World War I<\/strong>&#8216;s decisive turning points, it&#8217;s being looked fondly upon by the government of <strong>Jordan<\/strong> as a potential casino site, in part to relieve the strain on the Jordanian economy caused by the diaspora from the civil war in <strong>Syria<\/strong>. Don&#8217;t pop the champagne corks just yet. Jordan&#8217;s equivalent of <img loading=\"lazy\" class=\"alignright wp-image-5114\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/11\/Sheldon-Adelson-297x300.jpg\" alt=\"Sheldon-Adelson-297x300\" width=\"218\" height=\"220\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/11\/Sheldon-Adelson-297x300.jpg 297w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/11\/Sheldon-Adelson-297x300-148x150.jpg 148w\" sizes=\"(max-width: 218px) 100vw, 218px\" \/>the Moral Majority squelched\u00a0similar proposals in 2003 and 2007. Next door, in <strong>Israel<\/strong>, the government of <strong>Benjamin Netanyahu<\/strong> is considering putting one or more casinos in the city of <strong>Eliat<\/strong>. The prime minister would have admission restricted to tourists (which is almost certainly\u00a0why <strong>Sheldon Adelson<\/strong> isn&#8217;t putting in a bid), while the <strong>Ministry of Tourism<\/strong> would prefer that the casinos be open to all. Don&#8217;t get your hopes up here, either. Netanyahu may be pretty conservative but the far, <em>far<\/em> right wing of Israeli politics, represented by a gaggle of parties, doesn&#8217;t want to see gambling on Jewish soil &#8212; even though the illegal gambling market is worth as much as $380 million a year.<\/p>\n<p>* <strong>Massachusetts Gaming Commission<\/strong>, who needs it? Evidently not the <strong>Mashpee Wampanoag<\/strong> tribe, <a href=\"http:\/\/indiancountrytodaymedianetwork.com\/2016\/03\/31\/tribe-break-ground-massachusetts-first-casino-april-5-163978\" target=\"_blank\" rel=\"noopener noreferrer\">which plans to hold a ceremonial groundbreaking tomorrow<\/a> on <strong>Project First Light<\/strong>. Evidently the tribe feels that if it has a development in train, state approval will follow. The deep division in <strong>Brockton<\/strong> would certainly appear to militate against <strong>Neil Bluhm<\/strong>&#8216;s rival project getting the nod. Either from financial expediency or to speed up construction, the Mashpee Wampanoag have ditched their old, serpentine hotel design in favor of a simple, two-wing layout devised by <strong>Las Vegas<\/strong> casino architect <strong>Paul Steelman<\/strong>. The tribe clearly means business and is sending a message to the Commonwealth of <strong>Massachusetts<\/strong>: Get on board or get out of the way.<\/p>\n<p>* What will <strong>T-Mobile Arena<\/strong> mean to Las Vegas? <a href=\"http:\/\/lasvegasweekly.com\/ae\/2016\/mar\/31\/t-mobile-arena-ushers-next-phase-las-vegas-strip\/\" target=\"_blank\" rel=\"noopener noreferrer\">Here are a few thoughts<\/a> on the subject.<\/p>\n<p>* Considering that neither the <strong>Seminole Tribe of Florida<\/strong> nor Gov. <strong>Rick Scott<\/strong> (R) was in a hurry to get to the courthouse, it&#8217;s no surprise that a trial over the Seminole Tribe&#8217;s continued offering of blackjack <a href=\"http:\/\/www.sun-sentinel.com\/business\/consumer\/fl-ap-seminole-tribe-blackjack-20160329-story.html\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">has been postponed until October<\/a>.<\/p>\n<p>* Although <strong>Macao<\/strong> officials said they weren&#8217;t &#8220;actively requesting&#8221; more tourists, the <strong>Beijing<\/strong> government <a href=\"http:\/\/macaudailytimes.com.mo\/prc-eases-visas-travellers-macau-hk.html\" target=\"_blank\" rel=\"noopener noreferrer\">put some additional wiggle room<\/a> in the <strong>Individual Visit Scheme<\/strong>, perhaps hoping to jump-start the Macanese economy.<\/p>\n<p>* &#8220;Cruise to nowhere&#8221; casino ships continue to be a losing bet, as another Florida vessel hauls down its flag &#8230; for the third time.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Voters in Washington, D.C., could find themselves voting on a casino initiative this November.
