The latter is arguing to the <strong>Pennsylvania Supreme Court<\/strong> that <a href=\"http:\/\/www.mcall.com\/business\/mc-pa-casino-host-fee-20160820-story.html\" target=\"_blank\">the flat, yearly fee falls disproportionately on small casinos<\/a>, not the big boys <img loading=\"lazy\" class=\"alignright size-medium wp-image-6366\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/04\/Sands-Bethworks-300x171.jpg\" alt=\"Sands Bethworks\" width=\"300\" height=\"171\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/04\/Sands-Bethworks-300x171.jpg 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/04\/Sands-Bethworks-150x85.jpg 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/04\/Sands-Bethworks.jpg 450w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/>like Sands, or as the state constitution puts it, &#8220;all taxes shall be uniform, upon the same class of subjects.&#8221; On the other side of the issue are elected officials like <strong>Bethlehem<\/strong> Mayor <strong>Robert Donchez<\/strong>, who says $10 million a year translates into 100 police officers and the &#8220;host fee is significantly important to our budget.&#8221; Added state Sen. <strong>Pat Browne<\/strong>, anticipating a court defeat,\u00a0&#8220;I don&#8217;t know exactly how we&#8217;d go about it, but given that this fee has been established for a decade, we&#8217;re not just going to let this money be stripped from municipalities that rely on it.&#8221; However, given the Legislature&#8217;s hopeless performance on gaming-related issues last session, is it going to be able to get its act together and find a way to prop up civic budgets?<\/p>\n<p><strong>Mount Airy<\/strong> has a case: <strong>SugarHouse<\/strong> in <strong>Philadelphia<\/strong> is exempted from the levy (it pays a simple 4% of gross receipts), as are the state&#8217;s two resort casinos. Also, as a <!--more-->percentage of slot revenue the tax falls more heavily on Mount Airy (7%) than on, say, <strong>Parx Casino<\/strong> (3%). Mount Airy wants an across-the-board, 2% impost, which would also end &#8220;true-up&#8221; payments that casinos have to make at end of each year to reach the $10 million threshold. (The biggest &#8220;true-up&#8221; casualty: little <strong>Presque Isle Downs<\/strong> racino, which has paid $62 million over its lifetime.) Sands says it doesn&#8217;t need the tax relief.\u00a0&#8220;We knew exactly what we were getting into when we applied for the license,&#8221; said casino CEO <strong>Mark Juliano<\/strong>.\u00a0&#8220;We&#8217;re not trying to get out of it. We don&#8217;t intend to join in the suit.&#8221; That&#8217;s a surprisingly generous (and civic-spirited) frame of mind.<\/p>\n<p>* Juliano&#8217;s boss, <strong>Sheldon Adelson<\/strong>, has been making some non-gaming headlines. He&#8217;s been spending some of his wealth on efforts to rehabilitate <strong>Israel<\/strong>&#8216;s image among American millennials, who are increasingly siding with <strong>Palestine<\/strong>. Says Adelson lieutenant <strong>David Brog<\/strong>, which perhaps just a touch of alarmism,\u00a0\u201cIt\u2019s the\u00a0No. 1 <img loading=\"lazy\" class=\"alignleft size-medium wp-image-17477\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/12\/sheladelson1-300x188.jpg\" alt=\"sheladelson1\" width=\"300\" height=\"188\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/12\/sheladelson1-300x188.jpg 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/12\/sheladelson1-150x94.jpg 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/12\/sheladelson1.jpg 620w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/>nonmilitary threat to Israel and the Jewish people.\u00a0Our goal is to change the younger generation from neutral,\u00a0if not opposed to,\u00a0Israel\u00a0to support of Israel.\u201d Most of the activities are benign, whether it&#8217;s hosting &#8220;peace tents&#8221; (complete with free falafel) at anti-Israel rallies or sending students to the Holy Land to study the issue up close.\u00a0\u201cThe facts on the ground are very different from apartheid and genocide,\u201d said Rabbi <strong>Aaron Lerner<\/strong>, adding that he hopes to change the conversation &#8220;to one about complexity, nuance and dialogue, which is better suited to a university.\u201d<\/p>\n<p>Unfortunately &#8212; and this is what landed Adelson in the newspapers &#8212; the <strong>David Horowitz Freedom Center<\/strong> <a href=\"http:\/\/www.latimes.com\/local\/la-me-uc-israel-palestinian-adv-snap-story.html\" target=\"_blank\">went off the reservation<\/a> and back into the <strong>Joe McCarthy<\/strong> tactics of the 1950s. Pro-Palestinian <strong>UCLA<\/strong> student <strong>Robert Gardner<\/strong> was surprised to see himself named as one of 16 &#8220;Jew haters&#8221; on a poster in <strong>Westwood<\/strong>. Subsequently,\u00a0\u201cI\u2019ve received death threats online, and people have followed me.\u201d UCLA pushed back, accusing the Horowitz Center of\u00a0\u201cguilt by association, of using blacklists, of ethnic slander\u00a0and sensationalized images engineered to trigger racially tinged fear.\u201d On the whole, Adelson&#8217;s intentions appear to be laudatory but he&#8217;d do well to rein in the Horowitz Center attack dogs, lest they overshadow his good works.<\/p>\n<p>* There&#8217;s been a dramatic reversal in <strong>California<\/strong>&#8216;s online-poker debate but it doesn&#8217;t bring the issue any closer to resolution. Assemblyman <strong>Adam Gray<\/strong> caved to longstanding <img loading=\"lazy\" class=\"alignright size-medium wp-image-5733\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/02\/california_state_flag-300x200.jpg\" alt=\"california_state_flag\" width=\"300\" height=\"200\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/02\/california_state_flag-300x200.jpg 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/02\/california_state_flag-150x100.jpg 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/02\/california_state_flag.jpg 384w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/>pressure and explicitly consigned <strong>PokerStars<\/strong> <a href=\"http:\/\/www.uspoker.com\/blog\/ca-online-poker-bill-amended\/14894\/\" target=\"_blank\" class=\"broken_link\">to the penalty box for five years<\/a>. (He also simplified a complex, sliding-scale taxation formula to a flat, 10% rate.) As columnist <strong>Steve Ruddock<\/strong> puts it &#8220;the amended version of <strong>AB 2863<\/strong> doesn\u2019t really add support, it simply flip flops which groups support the bill.&#8221; Now the tribes which allied themselves with PokerStars not find themselves outside, looking in, they&#8217;ll probably be only too glad to see AB 2863 fail. Indeed, several tribes and card rooms were quick to issue a declaration that\u00a0\u201cAs now drafted, the bill arbitrarily and unfairly bars one operator from competing with the supporters of these amendments in the iPoker indefinitely.\u201d<\/p>\n<p>PokerStars spokesman <strong>Eric Hollreiser<\/strong> blasted the Gray amendment as &#8220;poison pill language,&#8221; the product of &#8220;backroom deals&#8221; that &#8220;applies penalties for alleged crimes without any application of due process.&#8221; The <strong>Poker Players Alliance<\/strong> <a href=\"http:\/\/www.uspoker.com\/blog\/pokerstars-oppose-new-online-poker-bill\/14903\/\" target=\"_blank\" class=\"broken_link\">offered its own legal opinion<\/a>, namely that a purported five-year ban &#8220;is actually a lifetime ban,&#8221; raising serious constitutional issues. Gray, it appears, has stood the Internet poker debate on its head without producing any momentum.<\/p>\n<p><iframe loading=\"lazy\" src=\"https:\/\/launch.newsinc.com\/?type=VideoPlayer\/Single&amp;widgetId=1&amp;trackingGroup=69016&amp;siteSection=tulsa_nws_loc_sty_ppap&amp;videoId=31285734\" width=\"450\" height=\"253\" frameborder=\"no\" marginwidth=\"0\" marginheight=\"0\" scrolling=\"no\"><\/iframe><\/p>\n<p>* Move over, <strong>Las Vegas<\/strong>. According to <strong>Muscogee Nation Casinos<\/strong> CEO <strong>Pat Crofts<\/strong>, the tribe&#8217;s new, <strong>Margaritaville<\/strong>-branded casino is practically <a href=\"http:\/\/www.tulsaworld.com\/news\/local\/margaritaville-promises-to-be-big-really-big-for-tulsa\/article_764fd3fd-ec97-5783-8c20-088845df147c.html\" target=\"_blank\">the best thing since sliced bread<\/a>.\u00a0\u201c<strong>Tulsa<\/strong> doesn\u2019t know what\u2019s about to hit it.\u00a0I mean, this is going to be big. Really big &#8230; It\u2019s a game-changer. For the tribe, for the city, for the whole Tulsa area, \u201d Crofts said of the casino&#8217;s soft opening. The dramatic, 27-story hotel tower won&#8217;t be ready for occupancy until next year but the new, 50,000-square-foot Margaritaville casino (doubling down on the adjoining <strong>River Spirit Casino<\/strong>) is two days away from opening. It was constructed with a sense of humor: Amenities include &#8220;a volcano [that] erupts lava into a giant blender while a seaplane swoops low over the dining room.&#8221; As you can see, tribal casinos are continuing to rival Vegas at its own game.<\/p>\n<p>The new casino and hotel are expected to be catalysts for development in the surrounding area, which gives tribal Chief <strong>James Floyd<\/strong> mixed feelings.\u00a0\u201cWe will have to find a balance.\u00a0This is our land, and we\u2019ve got to preserve it for future generations,&#8221; he said. &#8220;I like looking out the windows here and seeing an eagle\u2019s nest beside the river or a blue heron in the water. I don\u2019t want to lose that.\u201d<\/p>\n<p>* <strong>Wynn Resorts<\/strong> is narrowing the window of completion for <strong>Wynn Boston Harbor<\/strong>. June 2019 is now <a href=\"http:\/\/www.reviewjournal.com\/business\/casinos-gaming\/21-billion-everett-casino-will-open-2019-wynn-resorts-says\" target=\"_blank\">the projected finishing line<\/a>. Let&#8217;s see if we can all keep our shirts on until <img loading=\"lazy\" class=\"alignright size-full wp-image-17784\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2016\/02\/Curtatone.jpg\" alt=\"Curtatone\" width=\"120\" height=\"171\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2016\/02\/Curtatone.jpg 120w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2016\/02\/Curtatone-105x150.jpg 105w\" sizes=\"(max-width: 120px) 100vw, 120px\" \/>then. Thankfully, obstructionist <strong>Somerville<\/strong> Mayor <strong>Joseph Curtatone<\/strong> <a href=\"http:\/\/www.boston.com\/news\/business\/2016\/08\/22\/somerville-calls-it-quits-on-wynn-casino-fight\" target=\"_blank\">is giving up\u00a0on further attempts<\/a> to waylay the megaresort. In an ass-covering statement, Curtatone said, &#8220;I want to be clear, our appeal was never about stopping the casino but rather about our civic duty to protect the health, safety, and quality of life of our residents. While we did not get everything we asked for, the appeal did yield significant and meaningful results for our residents, so we feel the process worked &#8230;\u00a0With some of our key concerns now reasonably addressed, we do not see the need to further pursue in court the issues raised by our other legal actions, which will be withdrawn.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Sands Bethlehem could soon pocket another $10 million a year but it&#8217;s letting Mount Airy Casino do the heavy lifting.
