{"id":18957,"date":"2016-10-05T12:12:41","date_gmt":"2016-10-05T20:12:41","guid":{"rendered":"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/?p=18957"},"modified":"2019-01-14T09:48:21","modified_gmt":"2019-01-14T17:48:21","slug":"national-harbor-opening-looms-murrens-march-through-georgia","status":"publish","type":"post","link":"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/national-harbor-opening-looms-murrens-march-through-georgia\/","title":{"rendered":"National Harbor opening looms; Murren&#8217;s march through Georgia"},"content":{"rendered":"<p><iframe loading=\"lazy\" src=\"https:\/\/www.youtube.com\/embed\/BX1I9L378uA\" width=\"450\" height=\"253\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\"><\/iframe><\/p>\n<p><strong>Lucky Dragon Casino<\/strong> had better enjoy its 15 minutes of fame while they last because all eyes <a href=\"http:\/\/www.masslive.com\/mgm_springfield\/index.ssf\/2016\/10\/mgm_national_harbor_announces.html\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">will turn to the East Coast on Dec. 8<\/a>, when <strong>MGM Resorts International<\/strong> opens <strong>MGM National Harbor<\/strong>. CEO <strong>Jim Murren<\/strong> is already predicting blockbuster financial results. The company is scrambling to line up entertainers and events &#8212; I was asked to scrub some speculation on that topic from an interview I did with MGM President <strong>Bill Hornbuckle<\/strong>. While they&#8217;re not going so far as to call it their best casino to date, MGM execs are saying it will be their most distinct, whether in its public art or its conservatory, among other amenities. MGM&#8217;s also going with a repertory company of chefs new to the company &#8212; a nice change of the same old-same old that has prevailed at its Las Vegas properties (when in doubt, call <strong>Wolfgang Puck<\/strong>).<\/p>\n<p>Although the property itself opens on Dec. 8, you can shoot craps but not stay in the hotel until <!--more-->Dec. 10. The facility, with its 125,000-square foot casino floor, already dominates the view from our nation&#8217;s capitol to the east. It&#8217;s not a grand-scale property, however: only 300 <img loading=\"lazy\" class=\"alignright size-medium wp-image-18400\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2016\/06\/MGM-National-Harbor-300x169.jpeg\" alt=\"MGM National Harbor\" width=\"300\" height=\"169\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2016\/06\/MGM-National-Harbor-300x169.jpeg 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2016\/06\/MGM-National-Harbor-150x84.jpeg 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2016\/06\/MGM-National-Harbor-768x432.jpeg 768w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2016\/06\/MGM-National-Harbor.jpeg 800w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/>hotel rooms. However, there will be more than a touch of exclusivity, with ADRs expected to run in the $399-to-$599 range. Even if overnight guests are expected to be relatively few, MGM is bracing for a foot traffic of 20,000 customers a day. The <strong>National Harbor<\/strong> and <strong>Tanger Outlet<\/strong> malls are already placing a strain on area traffic infrastructure,\u00a0and the prospect of MGM&#8217;s magnet property has visions of gridlock cramming people&#8217;s heads. In deference to this, new exit and entrance lanes have been added to <strong>I-295.<\/strong> Some of the affected drivers will be the 3,600 employees MGM plans to hire.<\/p>\n<p>As for those employees, <a href=\"https:\/\/www.washingtonpost.com\/local\/trafficandcommuting\/mgm-national-harbor-casino-announces-dec-8-grand-opening\/2016\/10\/03\/f1e4fbd6-882c-11e6-a3ef-f35afb41797f_story.html?wpisrc=nl_sb_smartbrief\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">there&#8217;s some tension<\/a> over the prospect that MGM is filling positions with displaced <strong>Atlantic City<\/strong> veterans. <strong>Maryland Business Clergy Partnership<\/strong> Executive Director <strong>Bruce Branch<\/strong>\u00a0said,\u00a0We don\u2019t want to see transplants from Atlantic <img loading=\"lazy\" class=\"alignright size-medium wp-image-11617\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/09\/MGM-MD-2-300x138.jpg\" alt=\"MGM MD 2\" width=\"300\" height=\"138\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/09\/MGM-MD-2-300x138.jpg 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/09\/MGM-MD-2-150x69.jpg 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/09\/MGM-MD-2.jpg 640w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/>City.\u00a0Obviously, they have experience. But the deal was to hire local residents.\u201d Branch and other local activists also want MGM to disclose more about its hiring and contracting policies, even though the company has surpassed its benchmarks (37%, compared to the mandated 30%) for minority contracting.\u00a0\u201cThey have given us some token contracts, but the bottom line is our community has not received the big jobs.\u00a0This has been a slap in the face of every minority business in the county, but there is really nothing the community can do. It is a fight that has ended,\u201d said a resigned Branch. &#8220;They have made progress, but not enough progress.\u201d<\/p>\n<p>Once National Harbor is open, restaurateur <strong>Jos\u00e9 Andr\u00e9s<\/strong> will be only to happy to serve you <a href=\"https:\/\/en.wikipedia.org\/wiki\/Snakehead_(fish)\" target=\"_blank\" rel=\"noopener noreferrer\">snakehead fish<\/a>. I&#8217;ll pass. (And I still think National Harbor looks like an aircraft carrier.)<\/p>\n<p>* With <strong>Washington, D.C.<\/strong>, nearly in the bag, Murren is already looking south. He made a speech to the <strong>Rotary Club of Atlanta<\/strong> this week, <a href=\"http:\/\/www.ajc.com\/news\/local-govt--politics\/mgm-ceo-pitches-casino-gambling-boon-hope-economy\/igZK7zZH25GizyHugKxm3N\/\" target=\"_blank\" rel=\"noopener noreferrer\">touting the benefits<\/a> that casino gambling <img loading=\"lazy\" class=\"alignright size-medium wp-image-3755\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/06\/Murren-240x300.jpg\" alt=\"Murren\" width=\"240\" height=\"300\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/06\/Murren-240x300.jpg 240w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/06\/Murren-120x150.jpg 120w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/06\/Murren.jpg 320w\" sizes=\"(max-width: 240px) 100vw, 240px\" \/>could bring to <strong>Georgia<\/strong>. He trailed the prospect of a $1 billion MGM megaresort in <strong>Atlanta<\/strong> as a source of money for the Peachtree State&#8217;s popular <strong>HOPE Scholarships<\/strong>, currently funded by lottery proceeds &#8212; but looking at a financial shortfall in the distant future. (Horse racing has also been proposed as a curative.) Murren implied that casino legalization in Georgia could bring $600 million back into the state. A study commissioned by <strong>Central Atlanta Progress<\/strong> <a href=\"http:\/\/www.myajc.com\/news\/news\/local-govt-politics\/downtown-atlanta-groups-study-casts-doubt-on-gambl\/nrbbz\/\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">disputes that position<\/a>, arguing that most of the casino revenue would be cannibalized from existing businesses in Georgia.\u00a0\u201cAt the moment, we\u2019re trying to grasp the compelling reason to have it.\u00a0We\u2019ve got so much going on, so many wonderful things,\u201d said the group&#8217;s <strong>A.J. Robinson<\/strong>.<\/p>\n<p>Gov. <strong>Nathan Deal<\/strong>\u00a0(R) has sent mixed signals, opposing casinos on the one hand but proposing a higher tax rate than proponents would like with the other. Murren sought to <img loading=\"lazy\" class=\"alignleft size-full wp-image-8010\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/11\/nathan_deal.jpg\" alt=\"nathan_deal\" width=\"300\" height=\"300\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/11\/nathan_deal.jpg 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/11\/nathan_deal-150x150.jpg 150w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/>play down fears that casinos would sap the <strong>Georgia Lottery<\/strong> and played up the idea of heightening Atlanta&#8217;s appeal as a tourism destination. (Since so many airline passengers are doomed to pass through Atlanta&#8217;s inescapable, monster-sized airport, maybe they should just put the slot machines there.)\u00a0\u201cWe only go into markets where we believe we can provide a destination addition to a market.\u00a0We\u2019re not interested in commodities, we\u2019re not interested in the slot business. We\u2019re interested in the type of resorts that provide a nexus between entertainment, hospitality and gaming,\u201d Murren said.<\/p>\n<p>In a subsequent meeting with the <em>Atlanta Journal-Constitution<\/em>, Murren hiked the proposed investment to $1.4 billion and raised the prospect of hiring 4,000 Georgians.\u00a0\u201cGeorgia is very vibrant state, a large economy, diverse, it sits literally at the terminus of the entire Southeast. It has a tremendous airport, great corporate base already and it\u2019s surrounded by gaming in one form or another,&#8221; said Murren he might well have added that MGM-style product would eclipse what&#8217;s available in neighboring states, where <strong>Alabama<\/strong> is confined to electronic bingo and megaresort development in <strong>Florida<\/strong> has been crippled by legislative indecision.<\/p>\n<p>* No dice. That was <strong>New York<\/strong> Gov. <strong>Andrew Cuomo<\/strong>&#8216;s verdict on a proposal to redirect <img loading=\"lazy\" class=\"alignleft size-full wp-image-7459\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/09\/Andrew_Cuomo.gif\" alt=\"Andrew_Cuomo\" width=\"120\" height=\"158\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/09\/Andrew_Cuomo.gif 120w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/09\/Andrew_Cuomo-113x150.gif 113w\" sizes=\"(max-width: 120px) 100vw, 120px\" \/>25% of slot receipts from <strong>Yellow Brick Road Casino<\/strong> to <strong>Madison County<\/strong>. Officials from the county sulked over the veto but Cuomo pointed out that they had signed off on a 2013 accord whereby the county receives a $3.5 million disbursement from the <strong>Oneida Indian Nation<\/strong> every year (in addition to an $11 million &#8216;signing bonus&#8217;). Urging Madison County to go back to the drawing board, Cuomo said, &#8220;As drafted, this bill could compromise the multi-party compact that has been in place since 2013. I am therefore constrained to veto this bill.&#8221;<\/p>\n<p><iframe loading=\"lazy\" src=\"https:\/\/player.vimeo.com\/video\/158768133\" width=\"450\" height=\"253\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\"><\/iframe><\/p>\n<p>If the patent <a href=\"http:\/\/www.fool.com\/investing\/2016\/10\/04\/just-how-big-is-the-next-generation-of-video-gambl.aspx\" target=\"_blank\" rel=\"noopener noreferrer\">is still pending<\/a> on <strong>GameCo<\/strong> machines, should <strong>Caesars Entertainment<\/strong> be rushing them to its casino floors?<\/p>\n<p>* Since <strong>Pennsylvania<\/strong> lawmakers have to address the host-community taxes that Keystone State casinos no longer have to pay, thanks to the state Supreme Court, this could compel the state Senate to revisit other gaming legislation. This includes <strong>Internet<\/strong> gaming, <a href=\"http:\/\/www.uspoker.com\/blog\/pa-casino-tax-and-online-gambling\/15302\/\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">which has been languishing in the upper house<\/a>, alongside daily fantasy sports. Will lawmakers&#8217; fear of gaming expansion be overcome by the need to rewrite gaming-tax laws and to bridge a budget gap?
