Unlike their counterparts in <strong>New Jersey<\/strong>, they&#8217;re not challenging the federal government directly. The proposed law, as drafted, would make sports betting legal in the Free State *if* the <strong>Bradley <img loading=\"lazy\" class=\"alignleft size-full wp-image-4758\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/10\/Great_Seal_of_Maryland_reverse.png\" alt=\"\" width=\"261\" height=\"256\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/10\/Great_Seal_of_Maryland_reverse.png 261w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/10\/Great_Seal_of_Maryland_reverse-150x147.png 150w\" sizes=\"(max-width: 261px) 100vw, 261px\" \/>Act<\/strong> is either repealed or amended to permit single-gaming betting. (None of this parlay-only nonsense that you have to endure in <strong>Delaware<\/strong>.) That&#8217;s a big &#8220;if&#8221; unless President Trump &#8212; it&#8217;s still surrealistic to type that phrase &#8212; puts his money where his mouth is about the sensibility of legalizing sports betting on a widespread basis. Or the <strong>Supreme Court<\/strong> could rule in New Jersey&#8217;s favor and toss the Bradley Act on the ash heap of history.<\/p>\n<p>The draft bill in Maryland would establish a study commission and mandate that the law be ratified by a voter referendum. Not surprisingly, <strong>MGM Resorts International<\/strong>, <strong>Caesars Entertainment<\/strong> and <strong>Cordish Gaming<\/strong> <a href=\"http:\/\/www.baltimoresun.com\/business\/bs-bz-sports-betting-20170203-story.html\" target=\"_blank\">are already on board with the Lege<\/a>. We <a href=\"http:\/\/www.legalsportsreport.com\/12581\/ny-sports-betting-bill\/\" target=\"_blank\" class=\"broken_link\">might see political action<\/a> in <strong>New York State<\/strong>, where Assemblyman <strong>Gary Pretlow<\/strong> says\u00a0\u201cPushing sports betting is at the top of my agenda right now,\u201d leapfrogging <strong>Internet<\/strong> gambling. Pretlow&#8217;s constituents include <strong>Empire City Casino<\/strong>, which could benefit from sports-betting lagniappe. There are rumblings out of \u00a0such unlikely places as <!--more--><strong>Hawaii<\/strong>, <strong>Mississippi<\/strong> and <strong>South Carolina<\/strong>, along with the revival of a sports-betting bill in <strong>Michigan<\/strong>. &#8220;I am the kind of guy that\u2019s willing to take\u00a0on the government,\u201d says Rep. <strong>Robert Kosowski<\/strong> of his <a href=\"http:\/\/www.legalsportsreport.com\/12748\/michigan-sports-betting-effort\/\" target=\"_blank\" class=\"broken_link\">frontal assault on the Bradley Act<\/a>. \u00a0He added,\u00a0\u201cThis is\u00a0a billion-dollar industry, just Michigan alone, by some of the small studies we have seen &#8230;\u00a0All we\u2019re doing right now is keeping illegal bookmaking happening in our state when we could regulate it.&#8221; Kosowski&#8217;s previous attempt to legitimize sports betting sputtered out in committee two years ago, though he thinks the rotation of chairmanships bodes well for this effort. But he&#8217;s realistic, telling a reporter that &#8220;at least we can get the message out and at least we can start working on it.\u00a0Are we going to do it next month? Let&#8217;s face it, amenities aren&#8217;t in the driver&#8217;s seat in regional casinos. It&#8217;s (almost) all about the gambling. Attending the opening, Gov. <strong>Andrew Cuomo<\/strong> (D) said,\u00a0&#8220;We would be talking about this project sometimes and I would say &#8216;It&#8217;s just too great, just too unbelievable, that something this grand and this powerful was going to happen.\u00a0But it did. The dream came true; the vision turned to reality.&#8221;<\/p>\n<p>* Casino patronage fell 10% in <strong>Missouri<\/strong> last month but per-visitor spending was up 6%, softening the blow of a $132 million statewide gross. Both <strong>Pinnacle Entertainment<\/strong> and <strong>Penn National Gaming\/GLPI<\/strong> missed <strong>Wall Street<\/strong>&#8216;s targets at their properties. Pinnacle led the state with $20 million at <strong>Ameristar St. Charles<\/strong> (-9%), closely followed by neighbor <strong>Hollywood St. Louis<\/strong> ($18 million), which did a better job of retaining business, down only 2%. <strong>Pinnacle&#8217;s River City<\/strong> held relatively steady (down 1%), also grossing $18 million. <strong>Tropicana Entertainment<\/strong>&#8216;s <strong>Lumiere Place<\/strong> dipped 3.5% to $11 million. <strong>Isle of Capri Casinos<\/strong> did best in <strong>Cape Girardeau<\/strong>, up 4% to $5 million and worst in <strong>Boonsville<\/strong>, down 8% to $6 million, proving that everything&#8217;s relative. <strong>Harrah&#8217;s North Kansas City<\/strong> had an unquestionable set back, down 13% to $12 million. Competitors \u00a0<strong>Ameristar Kansas City<\/strong> ($15 million) and <strong>Argosy Riverside<\/strong> ($12 million) slipped 5% and 2%, respectively.<\/p>\n<p>* It would appear that <strong>Lucky Dragon Casino<\/strong> is hitting the sweet spot with its sought-after, high-rolling guests. The casino is only a few months old and is already announcing the <img loading=\"lazy\" class=\"alignright size-medium wp-image-19362\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2017\/02\/Lucky-Dragon-300x200.jpg\" alt=\"\" width=\"300\" height=\"200\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2017\/02\/Lucky-Dragon-300x200.jpg 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2017\/02\/Lucky-Dragon-150x100.jpg 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2017\/02\/Lucky-Dragon.jpg 309w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/>expansion of its VIP gambling area &#8220;offering gaming in an intimate environment surrounded by high-end d\u00e9cor designed to bring luck and good fortune to its guests.&#8221; Space is finite at Lucky Dragon, so some juggling of amenities is involved. <strong>Dragon&#8217;s Alley<\/strong> will be downsized into a noodle bar and the (apparently) more popular <strong>Pearl Ocean<\/strong> restaurant will move into the vacated space. Once that is done, Pearl Ocean&#8217;s current space will be cannibalized to make room for more baccarat tables. There&#8217;s been so little good news to report from the north Strip that it&#8217;s nice to know that Lucky Dragon is living up to the first part of its name. <strong>Dr.<\/strong> <strong>David Schwartz<\/strong> was right when he said the all-embracing megaresort is Out and the niche casino is In.<\/p>\n<p>* <strong>Wynn Resorts<\/strong> <a href=\"http:\/\/www.sunherald.com\/news\/business\/article131550169.html\" target=\"_blank\" class=\"broken_link\">has upped the firepower<\/a> of its push for casinos in <strong>Georgia<\/strong> by adding former Mississippi Gov. <strong>Haley Barbour<\/strong> (R) to its covey of lobbyists. In addition to the 12-person MGM lobbying push, Penn National, <strong>Boyd Gaming<\/strong> and dark horse <strong>Elite Casino Resorts<\/strong> have joined in the march on Georgia, but Barbour had the pull to get facetime with Gov. <strong>Nathan Deal<\/strong> (R). Advantage: Wynn.<\/p>\n<p>* <strong>Fitch Ratings<\/strong>&#8216; <strong>Alex Bumazhny<\/strong>, one of the most prescient gaming analysts, <a href=\"http:\/\/www.reviewjournal.com\/business\/casinos-gaming\/macau-gaming-revenue-projected-grow-nearly-10-percent-2017\" target=\"_blank\">is projecting 10% revenue growth<\/a> for <strong>Macao<\/strong> this year &#8212; barring another anti-corruption crackdown from <strong>Beijing<\/strong> or a cooling of the Chinese real estate market. The outlook isn&#8217;t so great for <strong>Singapore<\/strong>, where gaming revenues are predicted to stagnate, with prospective gamblers expected to gravitate toward newer properties in the <strong>Philippines<\/strong> and Macao.
