For the full year, tourism to Singapore reached record heights, but receipts <img loading=\"lazy\" class=\"alignleft size-medium wp-image-16877\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/09\/Marina-Bay-Sands-300x189.jpg\" alt=\"\" width=\"300\" height=\"189\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/09\/Marina-Bay-Sands-300x189.jpg 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/09\/Marina-Bay-Sands-150x95.jpg 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/09\/Marina-Bay-Sands.jpg 625w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/>for\u00a0\u201csightseeing, entertainment and gaming\u201d <a href=\"http:\/\/www.ggrasia.com\/chinese-tourism-up-no-bounce-for-singapore-casinos\/\" target=\"_blank\">dropped 16%<\/a> in the first three quarters. This is especially surprising considering what powered the tourism numbers: Chinese mainlanders, up 36%. (<strong>Hong Kong<\/strong> made a weaker contribution, attributable to economic troubles back home.) Singapore raked in $17.5 billion in tourism receipts last year but recorded a substantial caveat in the form of\u00a0\u201clower gaming revenue reported by integrated resorts.&#8221; Given this lack of bounce from the tourism increase, the government lacks an incentive to authorize more casinos in the city-state.<\/p>\n<p>Further south, the detention of <strong>The Crown 18<\/strong> has put a chill on high-roller play in <!--more--><strong>Australia<\/strong>. Rival <strong>Star Entertainment Group<\/strong> <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2017-02-16\/china-casino-crackdown-infects-sydney-as-star-vip-turnover-hit\" target=\"_blank\" class=\"broken_link\">reported a 27% drop off in high-roller traffic<\/a>, citing terms like &#8220;caution&#8221; and &#8220;uncertainty.&#8221; The backup plan is to focus on <strong>Southeast Asia<\/strong> instead (which may entail poaching some players from Singapore). Considering that 80% of Star&#8217;s VIP play comes from <strong>China<\/strong>, that&#8217;s a big gap to make up. It&#8217;s worse for <strong>Crown Resorts<\/strong>, which saw high-roller play plummet 45% in the last half of 2016.<\/p>\n<p>As for the Crown 18, their situation <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2016-11-22\/china-formally-arrests-crown-staff-amid-gambling-crackdown\" target=\"_blank\" class=\"broken_link\">hasn&#8217;t changed<\/a> since last autumn, as Chinese continue to detain them without due process.\u00a0\u201cForeigners can expect to be treated exactly like Chinese nationals,\u201d ominously predicted a lawyer at the time. For example, a U.S. citizen working for <strong>OSI Group<\/strong> (accused of selling food past its expiration date) found himself in the clink, American citizenship be damned.<\/p>\n<p>* <strong>Pennsylvania<\/strong> has a chance to get in on the sports betting action, after state Rep. <strong>Rob Matzie<\/strong> introduced a bill <a href=\"http:\/\/pittsburgh.cbslocal.com\/2017\/02\/16\/dunlap-state-rep-gets-it-right-with-sports-gambling\/\" target=\"_blank\">to legalize the activity<\/a>. <img loading=\"lazy\" class=\"alignright size-full wp-image-19385\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2017\/02\/Matzie.jpeg\" alt=\"\" width=\"160\" height=\"224\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2017\/02\/Matzie.jpeg 160w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2017\/02\/Matzie-107x150.jpeg 107w\" sizes=\"(max-width: 160px) 100vw, 160px\" \/>The legitimization would be contingent on Congress overturning the <strong>Bradley Act<\/strong>.\u00a0\u201cIt would be available to current slots licensees. There would be a $5 million fee, 16% gross revenue to the general fund,&#8221; Matzie explained. Those seem like reasonable terms. Matzie&#8217;s move comes at a time when <strong>Donald Trump<\/strong> has said\u00a0\u201cWe wouldn\u2019t do it [legalize sports betting] lightly,&#8221; <a href=\"http:\/\/pittsburgh.cbslocal.com\/2017\/02\/15\/proposed-bill-would-authorize-sports-betting-in-pennsylvania\/\" target=\"_blank\">which is a heck of a lot more rhetorical movement <\/a>than we&#8217;ve heard out of the <strong>White House<\/strong> in memory. It&#8217;s early in the game for Matzie&#8217;s bill but state legislators across the country seem emboldened by the Trump presidency to force the issue.<\/p>\n<p>* <strong>Mohegan Tribal Gaming Authority<\/strong> CEO <strong>Bobby Soper<\/strong>\u00a0<a href=\"http:\/\/www.hartfordbusiness.com\/article\/20170215\/NEWS01\/170219965\" target=\"_blank\" class=\"broken_link\">has quit &#8220;for another opportunity&#8221;<\/a> and he&#8217;s chosen a devil of a time to do it. <strong>Mohegan Sun<\/strong> is in the midst of choosing a site for its satellite casino in northern <strong>Connecticut<\/strong> (a constitutionally dubious joint venture with <strong>Foxwoods Resort Casino<\/strong>), just getting started on a <strong>South Korea<\/strong> megaresort and coping with new competition in <strong>Massachusetts<\/strong>. Mohegan Sun slot receipts were down 2% last month on 4% less coin-in. <strong>Mitchell Etess<\/strong> will pinch-hit for Soper until a permanent CEO can be obtained.<\/p>\n<p>Speaking of <strong>Massachusetts<\/strong>, nascent\u00a0<strong>MGM Springfield<\/strong> <a href=\"http:\/\/www.masslive.com\/mgm_springfield\/index.ssf\/2017\/02\/at_halfway_mark_of_constructio.html\" target=\"_blank\" class=\"broken_link\">continues to evolve<\/a>. Faced with a blank wall on its <strong>Howard Street<\/strong> fa\u00e7ade, MGM is floating the idea of video projections or light shows, along with food trucks to generate food traffic. Speaking of food, things are going so well that <strong>Springfield<\/strong> and <strong>MGM Resorts International<\/strong> can afford to haggle in a friendly fashion on whether the casino&#8217;s cineplex will include dinner (the city&#8217;s preference) or be a pure movie theater, as MGM would like.<\/p>\n<p>* Indian-giving <strong>Idaho<\/strong> lawmakers are still pressing\u00a0for a ban on tribal slot machines. The villain of the piece is\u00a0<strong>House State Affairs Committee<\/strong> Chairman <strong>Tom Loertscher<\/strong> (R, <em>left<\/em>), <a href=\"http:\/\/www.idahostatejournal.com\/news\/local\/shoshone-bannock-tribes-denounce-bill-targeting-indian-gaming-in-idaho\/article_411941cf-7847-5f44-a4c2-1e132aa1e5cb.html\">who is trying to welsh on an arrangement<\/a> whereby the approval of a state <img loading=\"lazy\" class=\"alignleft size-full wp-image-19386\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2017\/02\/Loertscher.jpeg\" alt=\"\" width=\"190\" height=\"266\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2017\/02\/Loertscher.jpeg 190w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2017\/02\/Loertscher-107x150.jpeg 107w\" sizes=\"(max-width: 190px) 100vw, 190px\" \/>lottery entitled Idaho tribes to VLTs. <strong>Fort Hall Business Council<\/strong> Chairman <strong>Blaine Edmo<\/strong> had some strong words for Loertscher, saying,\u00a0\u201cNot only does this bill disregard the will of the people of Idaho, as expressed in the decisive outcome of <strong>Proposition One<\/strong> in 2002, but it also proposes to nullify many years of deliberation and negotiation that resulted in a successful and legally binding agreement between the state and the <strong>Shoshone-Bannock Tribes<\/strong> \u2014 an agreement which cannot be amended via statute.\u201d<\/p>\n<p>Loertscher&#8217;s unconvincing response was that he was merely trying to conform tribal lands with the rest of Idaho, where slot machines are forbidden. However, the state has repeatedly challenged the tribal gaming and lost in court. They tribes have also compacted with the state, something Loertscher seems bent on unspooling.
