{"id":19395,"date":"2017-02-22T12:49:25","date_gmt":"2017-02-22T20:49:25","guid":{"rendered":"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/?p=19395"},"modified":"2017-02-22T12:49:25","modified_gmt":"2017-02-22T20:49:25","slug":"smoke-got-in-their-eyes-curious-doings-at-mohegan-sun","status":"publish","type":"post","link":"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/smoke-got-in-their-eyes-curious-doings-at-mohegan-sun\/","title":{"rendered":"Smoke got in their eyes; Curious doings at Mohegan Sun"},"content":{"rendered":"<p><strong>Macao<\/strong> Chief Executive <strong>Fernando Chui<\/strong> is denying that his government is abasing itself before casino operators even as his administration rolls out a new policy, <a href=\"http:\/\/www.ggrasia.com\/macau-govt-u-turn-as-smoking-lounges-kept-in-casinos\/\" target=\"_blank\">proposed but not yet adopted<\/a>, that <img loading=\"lazy\" class=\"alignright size-medium wp-image-11828\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/10\/Chui-300x300.jpg\" alt=\"\" width=\"300\" height=\"300\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/10\/Chui-300x300.jpg 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/10\/Chui-150x150.jpg 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/10\/Chui.jpg 1023w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/>would represent a total cave-in on Chui&#8217;s drive to ban smoking from casino floors. The enclave seems to be working off a script supplied to it by the <strong>University of Macao<\/strong> (whose biggest booster is <strong>Steve Wynn<\/strong>) and paid for by Macao&#8217;s six casino concessionaires. Speaking of concessions, there were a few points on which Macanese officials would not yield. VIP smoking rooms would require special permits and <strong>Sociedade de Jogos de Macau<\/strong> CEO <strong>Ambrose So<\/strong>&#8216;s pleas for a 12-to-18-month implementation period was dismissed as &#8220;too much.&#8221; Technical requirements for the lounges will also be made more stringent.<\/p>\n<p>Government officials had the results last December but sat on them until now. Though they claim to have <!--more-->the backing of casino workers, labor leader <strong>Cloee Chao<\/strong> of the\u00a0<strong>New Macau Gaming Professionals Association<\/strong> said that last year, when things were at their worst, her constituents still supported a smoking ban. <a href=\"http:\/\/www.ggrasia.com\/macau-not-kneeling-to-casinos-on-smoking-chief-executive\/\" target=\"_blank\">Thrown onto the defensive<\/a>, Chui said, &#8220;The government is still studying into this issue and will express its final stance on the matter,\u201d However, even if Chui has not specifically read the report by <strong>Morgan Stanley<\/strong> analyst\u00a0<strong>Praveen Choudhary<\/strong> that quantifies negative impact on gambling from smoking bans at as much 20%, he&#8217;s undoubtedly aware that smoking and gaming go together like Wynn and bronzed-glass hotel towers.<\/p>\n<p>* Last week we reported on the sudden departure of <strong>Mohegan Tribal Gaming Authority<\/strong> CEO <strong>Bobby Soper<\/strong>, one of those events that raises jumped-or-pushed queries. This timing was hardly fortuitous, <img loading=\"lazy\" class=\"alignleft size-medium wp-image-19396\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2017\/02\/Soper-224x300.jpeg\" alt=\"\" width=\"224\" height=\"300\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2017\/02\/Soper-224x300.jpeg 224w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2017\/02\/Soper-112x150.jpeg 112w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2017\/02\/Soper.jpeg 298w\" sizes=\"(max-width: 224px) 100vw, 224px\" \/>coming amidst <strong>Mohegan Sun<\/strong>&#8216;s highest pitch of activity in decades. <em>Global Gaming Business<\/em> called it a &#8220;shocking development&#8221; that<br \/>\nhappened &#8220;without warning,&#8221;\u00a0<a href=\"http:\/\/ggbnews.com\/issue\/vol-15-no-58-february-20-2017\/article\/soper-out-at-mohegan\" target=\"_blank\" class=\"broken_link\">and made all the stranger<\/a>\u00a0because Soper had been groomed for the two job for years and was two years into a three-year contract. Super said only he was &#8220;happy to take on a new challenge&#8221; &#8230; maybe the challenge of finding a job in the heavily constricted gaming industry. There just aren&#8217;t that many CEO jobs out there anymore. Profit and revenue were modestly up, so it couldn&#8217;t be that.<\/p>\n<p>Clarity <a href=\"http:\/\/www.mcall.com\/news\/breaking\/mc-pocono-mohegan-sun-soper-resigns-20170217-story.html\" target=\"_blank\">began to emerge this week<\/a> as it surfaced\u00a0that is &#8220;an active investigation&#8221; in MTGA, focusing in part on the allegation that Soper was engaged in self-dealing, doing business between <strong>Mohegan Sun Pocono<\/strong> and marketer <strong>PreferLocal<\/strong>, in which he held an ownership stake. Also at issue were &#8220;possible operational control deficiencies&#8221; involving the tracking and reportage of free slot play, <a href=\"http:\/\/www.hartfordbusiness.com\/article\/20170217\/NEWS01\/170219927\" target=\"_blank\" class=\"broken_link\">as Mohegan Sun admitted<\/a> to the SEC. Having severed its business ties with PreferLocal, the Mohegan furthermore confessed that it was not registered as a gaming-service provider in <strong>Pennsylvania<\/strong>.<\/p>\n<p>This hasn&#8217;t been a good year for Mohegan Sun. As the <em>Morning Call<\/em> <img loading=\"lazy\" class=\"alignright size-medium wp-image-8097\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/12\/mohegan2-300x199.jpg\" alt=\"\" width=\"300\" height=\"199\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/12\/mohegan2-300x199.jpg 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/12\/mohegan2-150x99.jpg 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/12\/mohegan2.jpg 800w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/>reported, &#8220;Last spring, a former Mohegan Sun Pocono official and a frequent gambler at the casino allegedly conspired with a cocktail waitress to steal customers&#8217; information and obtain free slot machine play that netted more than $422,000 in winnings.&#8221; That&#8217;s totally collateral from <em>l&#8217;affaire Soper<\/em> but, with regard to the latter, when you have not only Pennsylvania regulators but the SEC on your case it doesn&#8217;t look good.<\/p>\n<p>* \u201cI\u2019m certainly concerned about the tribes, this seems like an effort to bring them to their knees,\u201d says House Assistant Minority Leader <strong>Ilana Rubel<\/strong> (D) of a proposed <strong>Idaho<\/strong> law that <a href=\"http:\/\/www.idahostatejournal.com\/news\/local\/official-tribal-gaming-ban-bill-could-cause-legal-problems\/article_a9033f48-7254-53fa-a6d4-ba0d800ba574.html\" target=\"_blank\">would strip tribal casinos of VLTs<\/a>. This cretinous piece of legislation, proposed by Rep. <strong>Tom Loertscher<\/strong> (R) would amend Idaho law to prohibit even arm-less and TITO machines. His view is that what the tribes have is casino gambling (which Idaho at large doesn&#8217;t have), not a lottery (which it does). But there&#8217;s hope. Attorney General <strong>Lawrence Wasde<\/strong>n reviewed the bill and found it rife with flaws, including the prospect of opening the state up to myriad lawsuits.
