He wants another $100 million in gaming revenue &#8212; but only if it doesn&#8217;t come <img loading=\"lazy\" class=\"alignright size-full wp-image-19472\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2017\/03\/wolf.jpg\" alt=\"\" width=\"250\" height=\"130\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2017\/03\/wolf.jpg 250w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2017\/03\/wolf-150x78.jpg 150w\" sizes=\"(max-width: 250px) 100vw, 250px\" \/>at a cost to existing casinos and the state lottery. None of the state&#8217;s 12 casinos wants to see slot routes legalized. Complicating matters still further, a rump faction of legislators wants to narrow the state&#8217;s options by <a href=\"http:\/\/www.phillytrib.com\/ap\/u-s-policy-changes-may-alter-online-gambling-debate-in\/article_902ff7e9-dd8f-5e87-be4a-274e5d5cafd2.html\" target=\"_blank\">explicitly outlawing<\/a> Internet gambling. Repeat offenders would be charged with third-degree misdemeanors. A previous effort <a href=\"http:\/\/www.onlinepokerreport.com\/11028\/80-pennsylvanians-reject-proposal-criminalize-online-poker-play\/\" class=\"broken_link\">proved widely unpopular<\/a> and sputtered out in the Lege. &#8220;Considering where Pennsylvania is on this issue, and the abandonment of the previous prohibition\/criminalization attempt, the bill is likely to be little more than a minor distraction\u2026 if that,&#8221; concludes <strong>Steve Ruddock<\/strong>.<\/p>\n<p>The GOP pushback against <strong>Internet<\/strong> gaming <a href=\"http:\/\/www.phillytrib.com\/ap\/u-s-policy-changes-may-alter-online-gambling-debate-in\/article_902ff7e9-dd8f-5e87-be4a-274e5d5cafd2.html\" target=\"_blank\">is fueled by scare talk<\/a> that U.S. Attorney General <strong>Jeff Sessions<\/strong> is going to <!--more-->reverse the Obama administration&#8217;s interpretation of the <strong>Federal Wire Act<\/strong>. According to the <em>Philadelphia Tribune<\/em>, former <strong>Pennsylvania Gaming Control Board<\/strong> member <strong>Thomas Decker<\/strong> not only thinks such a turnaround is unlikely, he doubts it will override state laws legalizing the pastime. An echo came from <strong>Michigan<\/strong>, where Rep. <strong>Robert Kosowski<\/strong> (D) said, \u201cPresident Trump owns [<em>sic<\/em>] casinos, so I think he understands it, and I think he\u2019ll be all right with it.&#8221; \u201cThe concern is this could all be for naught for all we know,\u201d fretted state Rep. <strong>Aaron Kaufer<\/strong> (R). No, the concern is that the Commonwealth of Pennsylvania needs new revenue and there&#8217;s damned little consensus on from where it&#8217;s going to come.<\/p>\n<p>Meanwhile, in Michigan, enabling legislation for Net-betting <a href=\"http:\/\/www.detroitnews.com\/story\/news\/politics\/2017\/03\/13\/internet-gambling-michigan\/99149290\/\" target=\"_blank\" class=\"broken_link\">passed a critical vote<\/a> in the state house. State Sen. <strong>Mike Kowall<\/strong> (R) still <img loading=\"lazy\" class=\"alignleft size-full wp-image-18180\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2016\/04\/Kowall.jpg\" alt=\"\" width=\"160\" height=\"240\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2016\/04\/Kowall.jpg 160w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2016\/04\/Kowall-100x150.jpg 100w\" sizes=\"(max-width: 160px) 100vw, 160px\" \/>has some convincing to do before the bill is a done deal. He testified, \u201cThe potential for jobs and economic development right here in Michigan is being lost. This legislation gives Michigan an opportunity to stop this illegal activity and to generate new revenue that could help fund infrastructure improvements, health care, education, public safety and other worthwhile programs.\u201d <strong>Amaya<\/strong>, owner of <strong>PokerStars<\/strong>, is Kovall&#8217;s biggest ally at this point.<\/p>\n<p>Detractors include those who argue that Internet gambling would sap the state lottery and <strong>Detroit<\/strong>&#8216;s casinos. Tribal casinos are also opposed, since they&#8217;d have to amend their compacts to cut the state in on the revenue stream.\u00a0<strong>Saginaw Chippewa<\/strong> Tribal Chief <strong>Frank Cloutier<\/strong> argues that Motown casinos could face a much speedier approval process than tribal ones. Or perhaps the tribes will consider Web betting a violation of their compacts and cut off revenue-sharing altogether. Kowall plans to negotiate the tribes, to see if he can bring them around to his perspective. Any way you look at it, Internet gaming in Michigan still has a ways to go.<\/p>\n<p>* The waxing and waning fate of the <strong>Atlantic City Hilton<\/strong> (n\u00e9e <strong>Golden Nugget<\/strong>) is on an &#8216;up&#8217; again. A local development group is <img loading=\"lazy\" class=\"alignleft size-medium wp-image-7042\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/07\/atlantic-city-hilton-casino-resort-300x240.jpg\" alt=\"\" width=\"300\" height=\"240\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/07\/atlantic-city-hilton-casino-resort-300x240.jpg 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/07\/atlantic-city-hilton-casino-resort-150x120.jpg 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/07\/atlantic-city-hilton-casino-resort.jpg 415w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/>proposing &#8220;Dolphin Village at Atlantic Club,&#8221; a mixture of water-park amenities, arcades and hotel rooms. \u201cWhere can a high-roller send his kids? This complements every casino in the city,\u201d said developer <strong>Ronald A. Young<\/strong>. The project, budgeted at $135 million, has a staggered timeline, with 300 hotel rooms coming on line this autumn and full builtout targeted for anywhere between one to two years from now. Given the bureaucracy one must fight in <strong>Atlantic City<\/strong>, we understand why the timeline is so expansive.<\/p>\n<p>Mayor <strong>Don Guardian<\/strong> (R) said the water park was &#8220;much better&#8221; than <a href=\"http:\/\/www.pressofatlanticcity.com\/business\/no-dream-too-big-for-a-c-s-bader-field\/article_da6397e4-e7cc-11e4-9f0b-f7954a89d083.html\" target=\"_blank\">an abortive project<\/a> Young had pitched for <strong>Bader Field<\/strong>.\u00a0Operation of the actual water park will be farmed out to an external operator, one more experienced in the field. It&#8217;s certainly an improvement on the empty, dust-coated <strong>Atlantic Club<\/strong> currently decomposing on the site. The property is <a href=\"http:\/\/www.nj.com\/business\/index.ssf\/2017\/03\/atlantic_club_reportedly_sold_to_group_that_wants.html\" target=\"_blank\" class=\"broken_link\">onto its sixth name change<\/a>, by the way.<\/p>\n<p>* Following the lead of <strong>Kansas<\/strong>, lawmakers in <strong>North Dakota<\/strong> are flirting with the idea of state-owned casinos. &#8220;Competition from state-owned casinos would likely be devastating&#8221; to North Dakota&#8217;s six tribal casinos, writes one pundit, who says the measure &#8220;has widely been viewed as retribution against the state\u2019s Indian tribes.&#8221; That said, <a href=\"http:\/\/www.sayanythingblog.com\/entry\/north-dakota-just-legalize-gambling\/\" target=\"_blank\" class=\"broken_link\">he supports state-owned gaming<\/a> as an additional tourist attraction. Lawmakers should, however, look to Kansas, where casino allocation and development was full of false starts and acrimony. The remarkable thing about the Kansas experiment is not that anybody would repeat but that it has taken so long to be emulated. No doubt, everyone in the casino business from <strong>Caesars Entertainment<\/strong> on down is already crafting their pitches to North Dakota already.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>When it comes to making gaming policy in Pennsylvania, handwringing Gov.
