Even <strong>Illinois<\/strong>, which has never recovered from <img loading=\"lazy\" class=\"alignright size-medium wp-image-19497\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2017\/03\/american-eagle-300x142.jpg\" alt=\"\" width=\"300\" height=\"142\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2017\/03\/american-eagle-300x142.jpg 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2017\/03\/american-eagle-150x71.jpg 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2017\/03\/american-eagle-768x364.jpg 768w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2017\/03\/american-eagle.jpg 805w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/>the smoking ban, was in the top four, behind <strong>Nevada<\/strong> (naturally), <strong>Pennsylvania<\/strong> and <strong>Louisiana<\/strong>. The only serious loser was <strong>West Virginia<\/strong>, ground between the millstones of <strong>Maryland<\/strong>\u00a0and <strong>Ohio<\/strong>, down 15%. Speaking of Louisiana, it did not fare so well in February, down almost 7%. The fact that 2016 had one extra day doesn&#8217;t quite cut it as an explanation for some pretty mystifying declines.<\/p>\n<p>With the exception of <strong>Golden Nugget<\/strong> (up 7% to $12 million), the normally lucrative <strong>Lake Charles<\/strong> market got body-slammed. <strong>Pinnacle Entertainment<\/strong>&#8216;s <strong>L&#8217;Auberge du Lac<\/strong> ($23 million) tumbled 14% while <strong>Isle of Capri<\/strong>&#8216;s casino plunged <!--more-->23% (to $9 million). <strong>Boyd Gaming<\/strong>&#8216;s <strong>Delta Downs<\/strong> was spared the worst, slipping 4% to $15 million. In <strong>New Orleans<\/strong>, the smoking-permitted properties fared distinctly better than the smoke-free ones. <strong>Boomtown New Orleans<\/strong> was up 3% to $10.5 million, while <strong>Treasure Chest<\/strong> stuffed away 4% more, for $9 million. Boyd&#8217;s <strong>Amelia Belle<\/strong> (smokers welcome), however, took a 14% blow, down to less than $4 million.<\/p>\n<p><strong>Harrah&#8217;s New Orleans<\/strong> dropped 12% to $22.5 million and <strong>Churchill Downs<\/strong>&#8216; <strong>Fair Grounds<\/strong> racino fell 11% to $4 million. Only <strong>Baton Rouge<\/strong> defied the statewide trend, up 2%, led by <strong>L&#8217;Auberge Baton Rouge<\/strong> ($14.5 million, plus 3%) and <strong>GLPI<\/strong>&#8216;s <strong>Casino Rouge<\/strong>, up 4% to over $6 million. <strong>Tropicana Entertainment<\/strong> didn&#8217;t have as much luck at <strong>Belle of Baton Rouge<\/strong>, down 1% to $5 million.<\/p>\n<p>In the crowded <strong>Shreveport\/Bossier City<\/strong> market, the <strong>Horseshoe<\/strong> <img loading=\"lazy\" class=\"alignleft size-full wp-image-16112\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/05\/Horseshoe-Bossier.jpg\" alt=\"\" width=\"192\" height=\"262\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/05\/Horseshoe-Bossier.jpg 192w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/05\/Horseshoe-Bossier-110x150.jpg 110w\" sizes=\"(max-width: 192px) 100vw, 192px\" \/>led both in percentage (up 1%) and dollars grossed ($16.5 million). <strong>Margaritaville<\/strong> lost only a percentage point ($12.5 million), a moral victory in a month that saw screaming plunges by <strong>Eldorado Shreveport<\/strong> (-19%), <strong>Boomtown Bossier<\/strong> (-9.5%), <strong>Sam&#8217;s Town<\/strong> (-16%), <strong>Diamond Jack&#8217;s<\/strong> (-23%) and <strong>Harrah&#8217;s Louisiana Downs<\/strong> (-14%). Unless your name is <strong>Tilman Fertitta<\/strong>, there wasn&#8217;t much cause for celebration. Fertitta also had occasion to pop the champagne corks in <strong>Atlantic City<\/strong>, where his Golden Nugget-branded online casino <a href=\"http:\/\/www.uspoker.com\/blog\/nj-online-gambling-february-2017-revenue\/16741\/\" target=\"_blank\" class=\"broken_link\">made history<\/a>, being the first in the city to break $5 million in a month.<\/p>\n<p>* <strong>St. Jo Frontier Casino<\/strong> is but a minor player in the <strong>Missouri<\/strong> scene but not too small to ignore an 11% drop off in foot traffic. Although Vice President <strong>Jim Simms<\/strong>\u00a0says that the business is coming back, than isn&#8217;t precluding St. Jo from <a href=\"https:\/\/www.usnews.com\/news\/best-states\/missouri\/articles\/2017-03-16\/missouri-casino-starts-campaign-to-rebrand\" target=\"_blank\" class=\"broken_link\">making upgrade<\/a>s, whether they take the form of converting a bar into a full-service restaurant or outfitting casino staff with new uniforms. The casino that does not continually reinvent is by definition moving backwards. The stagnation at St. Jo may have been a by-blow of the incessant struggle for power between previous ownership and new bosses <strong>Z Capital Partner<\/strong>s. Regardless, Simms says, &#8220;We also want to hear from customers that have issues.&#8221; That&#8217;s the spirit.<\/p>\n<p>* Since terrestrial casino play peaked in West Virginia in 2007, it&#8217;s no surprise that legislation has been introduced to permit online gambling &#8212; <a href=\"http:\/\/www.cardplayer.com\/poker-news\/21444-online-casino-gambling-west-virginia-considers-internet-poker\" target=\"_blank\" class=\"broken_link\">at least to the extent of poker<\/a> &#8212; making West Virginia <img loading=\"lazy\" class=\"alignright size-medium wp-image-8813\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2012\/04\/Sheldon_Adelson-dye-job-300x169.jpg\" alt=\"\" width=\"300\" height=\"169\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2012\/04\/Sheldon_Adelson-dye-job-300x169.jpg 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2012\/04\/Sheldon_Adelson-dye-job-150x84.jpg 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2012\/04\/Sheldon_Adelson-dye-job.jpg 620w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/>the eight state to be doing it this spring. (<strong>Sheldon Adelson<\/strong> is definitely swimming against a strong current.) As the <strong>American Gaming Association<\/strong> puts it, \u201cOver the past decade, West Virginia\u2019s casino industry has seen an explosion of competition from surrounding states. In 2006, none of its neighbors had casinos.
