In addition to the lagoon and meeting space, a boardwalk and dining facilities will be part of the $400 million-$500 million version of Paradise Park. Additional phases may follow. Said <strong>Steve Wynn<\/strong>,\u00a0&#8220;We have no better use for our money.\u00a0We keep $1.5 billion or $2 billion in the parent company and this would allow us to take the most conservative, but the most dynamic approach to creating this.&#8221; <strong>Wynn Palace<\/strong>, in <strong>Macao<\/strong>, helped the company post an increase in cash flow of 42%. However, Wynn may be eating its own lunch, as a slump in business at <strong>Wynn Macau<\/strong> was reported.<\/p>\n<p>* <strong>Florida<\/strong> lawmakers are having a come-to-Jesus moment on casino reform in the Sunshine State. The House of Representatives, which had been something of a stick in the mud so far, <!--more--><a href=\"http:\/\/www.miamiherald.com\/news\/local\/community\/miami-dade\/article146880749.html#storylink=cpy\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">has come to the table<\/a> <img loading=\"lazy\" class=\"alignright size-full wp-image-17362\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/12\/Diaz.jpg\" alt=\"\" width=\"225\" height=\"225\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/12\/Diaz.jpg 225w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/12\/Diaz-150x150.jpg 150w\" sizes=\"(max-width: 225px) 100vw, 225px\" \/>with a package that includes <a href=\"http:\/\/www.sun-sentinel.com\/news\/florida\/fl-reg-house-gambling-conference-20170425-story.html\" target=\"_blank\" rel=\"noopener noreferrer\">craps and roulette<\/a> for <strong>Seminole Tribe<\/strong>, along with a removal of mandatory racing for parimutuels that have slots. Said Rep. <strong>Jos\u00e9 Felix Diaz<\/strong> (R), \u201cWe know that time is running out, so we wanted to make a substantial offer to the Senate.\u201d The House sweetened its bid\u00a0even further with a proposed additional casino for <strong>Miami-Dade County<\/strong>. (The Senate wants two resort casinos.) The latter is very good news for <strong>Genting Group<\/strong>, which continues to agglomerate real estate in <strong>Miami<\/strong> (in for a penny, in for a pound). The new casino could have as many as 1,500 slots but would have to be sited five miles away from any existing parimutuel.<\/p>\n<p>Gray-market slots would be outlawed and parimutuels\u00a0could qualify for a tax deduction if they took out a certain number of machines. The Seminole Tribe would be authorized to offer daily fantasy sports, too. <img loading=\"lazy\" class=\"alignleft size-full wp-image-19291\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2017\/01\/Bill_Galvano.jpg\" alt=\"\" width=\"185\" height=\"244\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2017\/01\/Bill_Galvano.jpg 185w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2017\/01\/Bill_Galvano-114x150.jpg 114w\" sizes=\"(max-width: 185px) 100vw, 185px\" \/>Virtually the only question begged was the fate of the eight counties that have voted to authorize slot machines, although state Sen. <strong>Bill Galvano<\/strong> (R) promises to revisit it. Some senatorial provisions still to be negotiated include a $10 million minimum annual subsidy for <strong>Tampa Bay Downs<\/strong> (which doesn&#8217;t have slots). Both houses would decouple raciness from mandatory racing, although only <strong>Gulfstream Park West<\/strong> wants to do that at the moment.<\/p>\n<p>Gaming opponent and <strong>Jeb Bush<\/strong> crony <strong>Armando Codina<\/strong> unloaded a veritable kvetch monologue on the <em>Miami Herald<\/em>.\u00a0\u201cThey are voting for something without any understanding of the impact and without any idea of where the money is going to go. It\u2019s a crime being perpetrated on the city of Miami &#8230;\u00a0no headquarters wants to be in a place with all the social issues gambling brings,\u201d Codina frothed.<\/p>\n<p>There&#8217;s also likely to be some frothing from the Seminoles. The Lege expects them to pay $220 million more a year in return for roulette and craps &#8212; but an end to their monopoly on blackjack. Although the offering of three-card poker in non-Seminole casinos has been ruled illegal, solons would vote to permit it off-reservation anyway. Happily for lovers of horses and dogs, &#8220;animal racing has dropped in popularity and is no longer a moneymaker for most operators.&#8221; It&#8217;s to know that the free market has a humane effect, too.<\/p>\n<p>* Just when Macao seemed to be out of the woods, the government has authorized <a href=\"http:\/\/www.ggrasia.com\/macau-junket-audits-could-hurt-vip-sector-liquidity-nomura\/\" target=\"_blank\" rel=\"noopener noreferrer\">an audit of all 126 VIP-junket operators<\/a>. Brokerage <strong>Nomura<\/strong> predicts a \u201cnegative impact\u201d on high-roller gambling as the junketeers see their liquidity dry up. High-interest &#8220;temporary <img loading=\"lazy\" class=\"alignleft size-medium wp-image-19430\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2017\/03\/Wynn-Palace-300x190.jpg\" alt=\"\" width=\"300\" height=\"190\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2017\/03\/Wynn-Palace-300x190.jpg 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2017\/03\/Wynn-Palace-150x95.jpg 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2017\/03\/Wynn-Palace.jpg 625w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/>deposits&#8221; used to raise capital for underwriting gambling credit could come under the regulatory microscope. Wrote Nomura analysts, &#8220;to the extent the government\u2019s audits have the effect of reducing junket liquidity, we believe that <strong>Wynn Macau Ltd<\/strong>\u00a0potentially has the most to lose.&#8221;<\/p>\n<p>While <strong>Las Vegas Sands<\/strong> President <strong>Rob Goldstein<\/strong> was dismissive of the audit, his boss, <strong>Sheldon Adelson<\/strong> applauded it. \u201cI think the Macao government is being prudent. They don\u2019t want any repeat of what happened before. And I take my hat off and I salute the Macao government for doing so.\u201d Now that Adelson and Steve Wynn are no longer BFFs, you can count on Sheldon to applaud any ill wind blowing in Wynn&#8217;s direction.<\/p>\n<p>* Instead of legalizing online gambling, <strong>Pennsylvania<\/strong> lawmakers are busy finding ways to muddle the picture. The latest idea &#8212; which will be anathema to casinos &#8212; comes from state Sen. <strong>Joe Scarnati <img loading=\"lazy\" class=\"alignright size-full wp-image-19677\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2017\/04\/Scarnati.jpeg\" alt=\"\" width=\"176\" height=\"222\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2017\/04\/Scarnati.jpeg 176w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2017\/04\/Scarnati-119x150.jpeg 119w\" sizes=\"(max-width: 176px) 100vw, 176px\" \/><\/strong>(R).\u00a0He wants to put all <strong>Internet<\/strong> casinos <a href=\"http:\/\/www.uspoker.com\/blog\/pa-lawmakers-complicate-online-gambling\/17218\/\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">under the umbrella of the Keystone State&#8217;s lottery<\/a>. While this is not entirely without precedent (<strong>Kansas<\/strong> owns the state&#8217;s brick-and-mortar casinos), it defeats the purpose of making terrestrial casinos more competitive. What&#8217;s more, as the hourglass runs on &#8216;Net betting, the indecisiveness of Pennsylvania lawmakers causes one to fear that this is yet another session of the Lege in which they will succeed in getting nothing accomplished.
