Litigation between the two <a href=\"https:\/\/www.reviewjournal.com\/business\/casinos-gaming\/wynn-battle-with-okada-seen-as-hindrance-to-japan-casino-bid\/\" target=\"_blank\" rel=\"noopener noreferrer\">could tarnish Wynn&#8217;s image<\/a>. Already, Wynn is <img loading=\"lazy\" class=\"alignright size-medium wp-image-8510\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2012\/02\/Wynns-300x177.jpg\" alt=\"\" width=\"300\" height=\"177\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2012\/02\/Wynns-300x177.jpg 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2012\/02\/Wynns-150x88.jpg 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2012\/02\/Wynns.jpg 442w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/>swimming upstream, with <strong>MGM Resorts International<\/strong> and <strong>Las Vegas Sands<\/strong> seen as the front-running casino aspirants. Why? Wynn&#8217;s\u00a0all-important convention footprint is puny compared to those of the <strong>Sheldon Adelson<\/strong> and <strong>Jim Murren<\/strong>. (Adelson has over 10 times as much.) <strong>Morningstar<\/strong> analysts wrote,\u00a0\u201cWhile <strong>Wynn Resorts<\/strong> has a successful track record of constructing and operating luxury resorts, its involvement with bribery litigation, along with its weaker MICE &#8230;\u00a0and balance sheet position relative to MGM and Sands, leads us to believe that the company is unlikely to <!--more-->receive one of the two urban gaming concessions in <strong>Osaka<\/strong> and <strong>Yokohama<\/strong>.\u201d<\/p>\n<p>That doesn&#8217;t mean Wynn is completely out of the picture. But it could find itself vying for one of the secondary markets, like <strong>Hokkaido<\/strong>. (If <strong>Tokyo<\/strong>&#8216;s lukewarm government weren&#8217;t already a deterrent to casino development, construction costs there are on the upswing, meaning that MGM and Sands would get significantly less bang for their 10 billion bucks.) If it&#8217;s any consolation, the Japanese government may restrict <em>gaijin<\/em> ownership to one-third, limiting Adelson&#8217;s, Murren&#8217;s or Wynn&#8217;s exposure to a comparatively reasonable $3.5 billion.<\/p>\n<p>* A seemingly paradoxical new law in <strong>Nevada<\/strong> is getting a trial run. The sweetheart provision <a href=\"https:\/\/www.reviewjournal.com\/business\/casinos-gaming\/nevada-gaming-license-bid-withdrawn-after-2-day-hearing\/\" target=\"_blank\" rel=\"noopener noreferrer\">allows casino companies to be rejected for licenses without being denied them<\/a>. The only penalty is that they cannot offer new products. It might be called the Saucier Law as its initial beneficiary is <strong>Galaxy Gaming<\/strong> CEO <strong>Robert Saucier<\/strong>. Rather than find Saucier unsuitable for licensing, the <strong>Nevada Gaming Control Board<\/strong> took the face-saving move of referring the matter back to its staff for further review.<\/p>\n<p>Though Saucier&#8217;s executives run a financially impressive operation, regulatory troubles dog Saucier wherever he goes. He&#8217;s been wrangling with <strong>California<\/strong> authorities in a case <a href=\"https:\/\/www.reviewjournal.com\/business\/casinos-gaming\/galaxy-gaming-ceo-issues-shareholder-letter-over-california-licensing\/\" target=\"_blank\" rel=\"noopener noreferrer\">that goes back seven years<\/a>. (The Nevada process has been a mere two years in duration.) In 2013,\u00a0Administrative Law Judge <strong>Catherine Frink<\/strong> ruled that\u00a0\u201cSaucier was evasive and, in some instances, intentionally dishonest and misleading in his response to questions.\u201d He didn&#8217;t fare much better with <strong>Washington State<\/strong> authorities, being faulted for\u00a0\u201cnumerous false and misleading statements in its renewal and other applications.&#8221; Galaxy&#8217;s table-game products will continue to adorn Wynn, Sands and MGM properties but the path to respectability for Saucier remains elusive.<\/p>\n<p>* Massive <strong>Resorts World New York<\/strong> and <strong>Resorts World Catskills<\/strong> aren&#8217;t simply meant as mousetraps for serious gambling. Owner <strong>Genting Group<\/strong> hopes that its frequent-player program will seed <img loading=\"lazy\" class=\"alignleft size-medium wp-image-16882\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/09\/Resorts-World-LV-300x225.jpg\" alt=\"\" width=\"300\" height=\"225\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/09\/Resorts-World-LV-300x225.jpg 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/09\/Resorts-World-LV-150x112.jpg 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/09\/Resorts-World-LV.jpg 730w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/>fertile ground for <strong>Resorts World Las Vegas<\/strong> when it opens in 2020. (Incidentally, Genting isn&#8217;t publicizing the fact but it has quietly jettisoned <strong>Paul Steelman<\/strong>&#8216;s antiquarian design in favor of a more contemporary look.) <em>Bloomberg<\/em> reminds us that not all of Genting&#8217;s bets pay off. Its investment in the <em>Miami Herald<\/em> site is a $236 million albatross, hostage to the <strong>Florida<\/strong> Legislature&#8217;s resistance to resort casinos. And Genting is holding the bag for $347.5 million in promissory notes for <strong>Project First Light<\/strong> in <strong>Massachusetts<\/strong> while the <strong>Mashpee Wampanoag<\/strong> fight it out in court. Getting has already warned of a possible write down.<\/p>\n<p>Still, noting a recent upturn at flagship Genting Highlands, CIMB Group Holdings Kristine Wong says, \u201cThe prospects are good in the long term.\u201d They&#8217;d better be.
