{"id":20013,"date":"2017-08-02T08:00:20","date_gmt":"2017-08-02T16:00:20","guid":{"rendered":"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/?p=20013"},"modified":"2017-08-02T08:32:24","modified_gmt":"2017-08-02T16:32:24","slug":"dover-downer-connecticut-rewrites-the-rules","status":"publish","type":"post","link":"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/dover-downer-connecticut-rewrites-the-rules\/","title":{"rendered":"Dover downer; Connecticut rewrites the rules"},"content":{"rendered":"<p>Expect another request for tax cuts from <strong>Dover Downs<\/strong> after the <strong>Delaware<\/strong> racino <a href=\"http:\/\/www.delawareonline.com\/story\/money\/2017\/07\/27\/dover-downs-profit-plummets-nearly-96-percent\/516010001\/\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">posted a 96% decrease<\/a> in second-quarter profits. <img loading=\"lazy\" class=\"alignright size-full wp-image-14222\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/07\/Dover-Downs.jpg\" alt=\"\" width=\"282\" height=\"179\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/07\/Dover-Downs.jpg 282w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/07\/Dover-Downs-150x95.jpg 150w\" sizes=\"(max-width: 282px) 100vw, 282px\" \/>(Slots are taxed at a usurious 43%.) While Dover Downs made $32,000, it suffered a 7% decline in casino revenues. A piquant Delaware law requires racinos to close on Christmas and Easter, and the latter happened to fall in 2Q17. CEO <strong>Denis McGlynn<\/strong> also has been\u00a0pressing Gov. <strong>John Carney<\/strong> for increased promotional efforts on the casino industry&#8217;s behalf &#8212; although, having extracted that 43% pound of flesh, it&#8217;s an open question whether Carney would reinvest it right back from whence it came.<\/p>\n<p>&#8220;The balance of our performance reflects the expected impacts of our increasingly competitive market,&#8221; said McGlynn and he&#8217;s not <!--more-->exaggerating. <strong>Spectrum Gaming Group<\/strong> estimates there will be 65 casinos operating in the Northeast by 4Q17, a number that would have seemed inconceivable 20 years ago.<\/p>\n<p>* Progress on <strong>Cordish Gaming<\/strong> and <strong>Greenwood Racing<\/strong>&#8216;s casino\u00a0project in <strong>Philadelphia<\/strong> is hopelessly stalled, in part because courts and regulators alike <a href=\"http:\/\/www.philly.com\/philly\/business\/tourism_casinos\/parx-owner-making-first-appearance-at-gaming-board-20170731.html\" target=\"_blank\" rel=\"noopener noreferrer\">are trying to sort out its ownership structure<\/a>. Investor <strong>Watche &#8220;Bob&#8221; Manoukian<\/strong>\u00a0has multiple fingers in the Live! <strong>Philadelphia Casino &amp; Hotel<\/strong> pie, having put $34 million worth of investment into a trust for his kids. Now <strong>Pennsylvania<\/strong> gaming regulators have to decide whether this move violated the Keystone State&#8217;s &#8220;one and one-third&#8221; ownership restriction on casinos, a law designed to prevent any one company from dominating the market. (If you&#8217;re pro-free market that ought to give you some qualms, even if it has worked out fairly well to date.)<\/p>\n<p>Manoukian already owns 86% of <strong>Parx Casino<\/strong>, so the <strong>Pennsylvania Gaming Control Board<\/strong> will have to split some mighty fine hairs, particularly in deciding whether having money in trust redounds in any way to Manoukian&#8217;s interest. The Greenwood\/Cordish partnership wouldn&#8217;t have been our first choice for another Philadelphia casino &#8212; assuming even that the City of Brotherly Love can support another one &#8212; but awarding this license to the market&#8217;s dominant operator (Parx) was a regrettable case of them that has gets.<\/p>\n<p>* Working somewhat backward, having already authorized an <strong>East Windsor<\/strong> satellite casino for <strong>Mohegan Sun<\/strong> and <strong>Foxwoods Resort Casino<\/strong>, the <strong>Connecticut<\/strong> Legislature is amending their gaming compacts to reflect the new reality, <a href=\"https:\/\/www.casino.org\/news\/connecticut-amends-tribal-gaming-compacts-to-allow-for-new-casino\" target=\"_blank\" rel=\"noopener noreferrer\">as well as to close a loophole<\/a> that <img loading=\"lazy\" class=\"alignright size-medium wp-image-19480\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2017\/03\/east-windsor-casino-rendering-300x169.png\" alt=\"\" width=\"300\" height=\"169\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2017\/03\/east-windsor-casino-rendering-300x169.png 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2017\/03\/east-windsor-casino-rendering-150x84.png 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2017\/03\/east-windsor-casino-rendering.png 400w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/>the two tribes could have used to escape their 25%-of-slot-revenue obligation to the state. The amendments <a href=\"http:\/\/connecticut.cbslocal.com\/2017\/07\/31\/changes-approved-for-new-casino\/\" target=\"_blank\" rel=\"noopener noreferrer\">passed overwhelmingly in both houses of the Lege<\/a>. (The Bureau of Indian Affairs has yet to weigh in officially.) <strong>MGM Resorts International<\/strong>, meanwhile, is going to position its litigation against the new casino on the grounds that it is not on land the feds have placed into trust. I&#8217;m no legal expert but it&#8217;s an argument that sounds like it would hold water. And to think that Foxwoods and MGM used to BFFs. Tut, tut, how sad.<\/p>\n<p>As for Mohegan Sun, it&#8217;s inducting <strong>Kenny Chesney<\/strong> into its &#8220;Walk of Fame.&#8221;\u00a0Too bad the announcement wasn&#8217;t accompanied by an explanation of that mysterious <strong>Ren\u00e9e Zellweger<\/strong> divorce.<\/p>\n<p>* The <strong>Sault Ste. Marie Tribe of Chippewa Indians<\/strong> is butting heads with the Trump administration <a href=\"http:\/\/michiganradio.org\/post\/plans-new-tribal-casinos-lansing-romulus-hit-roadblock\" target=\"_blank\" rel=\"noopener noreferrer\">over the denial<\/a> of <strong>Michigan<\/strong> land-into-trust applications for casinos in <strong>Lansing<\/strong> (<em>below<\/em>) and <strong>Romulus<\/strong>. The first denial is a <img loading=\"lazy\" class=\"alignleft size-medium wp-image-8596\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2012\/03\/Kewadin-Lansing-300x169.jpg\" alt=\"\" width=\"300\" height=\"169\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2012\/03\/Kewadin-Lansing-300x169.jpg 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2012\/03\/Kewadin-Lansing-150x84.jpg 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2012\/03\/Kewadin-Lansing.jpg 512w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/>particularly severe blow, both due to its location in downtown Lansing and because it seemed like a <em>fait accompli<\/em>. It has just installed four <em>Pharoah&#8217;s Secret Templ<\/em>e games at <strong>Harrah&#8217;s Cherokee Resort<\/strong> in <strong>North Carolina<\/strong>.
