The mandate was sufficiently huge to give the LDP outright control over every <img loading=\"lazy\" class=\"alignleft size-full wp-image-13708\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/06\/Shinzo-Abe.jpg\" alt=\"\" width=\"201\" height=\"251\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/06\/Shinzo-Abe.jpg 201w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/06\/Shinzo-Abe-120x150.jpg 120w\" sizes=\"(max-width: 201px) 100vw, 201px\" \/>committee in the Diet. This is a big boost to Abe&#8217;s pro-casino push, Although the LDP did not campaign on that as a priority issue (responding to <strong>North Korea<\/strong>&#8216;s missile tests was of greater concern), this result reinforces the disconnect between Mr. Abe&#8217;s own popularity and the strong public disaffection from the idea of casinos. The former has clearly trumped the latter. The enabling legislation for integrated gaming resorts comes into effect next month, even as the regulatory bill remains a work in progress.<\/p>\n<p>In an unrelated development, <strong>James Packer<\/strong> dismissed <!--more-->the idea of a <strong>Crown Resorts<\/strong> bid in <strong>Japan<\/strong>, saying,\u00a0\u201cIt is off my table. But I am only one director and I haven\u2019t had the conversation with the board.\u2019\u2019 He elaborated,\u00a0\u201cI am not saying <img loading=\"lazy\" class=\"alignright size-full wp-image-6071\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/03\/packer.jpg\" alt=\"\" width=\"200\" height=\"300\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/03\/packer.jpg 200w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/03\/packer-100x150.jpg 100w\" sizes=\"(max-width: 200px) 100vw, 200px\" \/>\u2018no\u2019 forever, but what I am saying \u2018no\u2019 to is writing a [$390 million] or [$780 million]\u00a0cheque to go into Japan next week.\u201d That being said, it&#8217;s dangerous to assume there will be a second wave of Japanese casinos on which to capitalize. <strong>Caesars Entertainment<\/strong> made that wager on <strong>Macao<\/strong> and lost big time. Packer chalked up his caution to cost overruns on Crown projects in <strong>Australia<\/strong>. In the meantime, VIP play at Crown casinos is down 40% and 16 Crown employees languish in <strong>China<\/strong> as a result of over-aggressive marketing of Crown&#8217;s (former) Macanese casinos. Being Packer these days is not a blissful state of affairs.<\/p>\n<p>* Gaming-law expert <strong>I. Nelson Rose<\/strong> is back in force, publishing a slew of analyses. For instance, he sees the issue at stake in <strong>New <img loading=\"lazy\" class=\"alignleft size-full wp-image-5951\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/03\/nelson-rose-gambling-law.jpg\" alt=\"\" width=\"150\" height=\"176\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/03\/nelson-rose-gambling-law.jpg 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/03\/nelson-rose-gambling-law-127x150.jpg 127w\" sizes=\"(max-width: 150px) 100vw, 150px\" \/>Jersey<\/strong>&#8216;s <strong>Supreme Court<\/strong> sports-betting case <a href=\"http:\/\/www.gamblingandthelaw.com\/supreme-court-will-hear-nj-sports-betting-case\/\" target=\"_blank\" rel=\"noopener noreferrer\">is really about the ability of states to legalize and regulate marijuana<\/a>. &#8220;[Chief Justice <strong>John<\/strong>] <strong>Roberts<\/strong> appreciates that legal gambling is a state issue. He and the other conservative members of the Court would like to knock out every federal law that prevents states from making their own decisions.&#8221; Rose predicts, &#8220;Even if New Jersey loses, <strong>PASPA<\/strong> is toast. The law was passed in 1992, when there was no <strong>World Wide Web<\/strong>, let alone <strong>Internet<\/strong> gambling, daily fantasy sports or eSports. States and gaming operators will see that they can create coalitions in Congress on the state\u2019s right issue of letting states make their own decisions about gambling.&#8221;<\/p>\n<p>In <a href=\"http:\/\/www.gamblingandthelaw.com\/476-2\/\" target=\"_blank\" rel=\"noopener noreferrer\">a related column<\/a>, Rose writes, &#8220;Today, 44 states have medical cannabis laws.\u00a0 Yet federal law treats marijuana as a Schedule 1 drug under the <strong>Controlled Substances Act<\/strong>, meaning the <strong>Food and Drug Administration<\/strong> has determined it has no medical use.\u00a0Where is the federal issue in telling the states they <img loading=\"lazy\" class=\"alignright size-full wp-image-19341\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2017\/02\/Jeff_Sessions_official_portrait.jpg\" alt=\"\" width=\"220\" height=\"293\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2017\/02\/Jeff_Sessions_official_portrait.jpg 220w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2017\/02\/Jeff_Sessions_official_portrait-113x150.jpg 113w\" sizes=\"(max-width: 220px) 100vw, 220px\" \/>are wrong? Is it enough that Attorney General <strong>Jeff Sessions<\/strong> thinks smoking pot is immoral?\u00a0The New Jersey sports-betting case will have to directly face the question of moral pluralism.&#8221;<\/p>\n<p>In both columns, Rose says, &#8220;I\u2019m hoping the Court will give us a clean decision. The worst result would be a ruling that New Jersey only has the right to decriminalize sports-betting, but not regulate it. Other states would follow, with some truly weird statutes eliminating laws against sports-betting, and who knows what else.&#8221;<\/p>\n<p>Rose also takes on e-sports, saying that the goal of regulation is to <a href=\"http:\/\/www.gamblingandthelaw.com\/nevada-legalizes-parimutuel-betting-on-esports\/\" target=\"_blank\" rel=\"noopener noreferrer\">save the sport from itself<\/a>: &#8220;<span class=\"zw-portion\" data-text-len=\"63\">A\u00a0lot\u00a0of\u00a0Millennials\u00a0are\u00a0going\u00a0to\u00a0lose\u00a0a\u00a0lot\u00a0of\u00a0money\u00a0when\u00a0<a href=\"http:\/\/www.gamblingandthelaw.com\/the-coming-crash-of-the-esports-skins-market\/\" target=\"_blank\" rel=\"noopener noreferrer\">the\u00a0<\/a><\/span><span class=\"zw-portion\" data-text-len=\"7\">eSports<\/span><span class=\"zw-portion\" data-text-len=\"7\">\u00a0skins\u00a0<\/span>bubble\u00a0bursts. <strong>Nevada<\/strong>\u2019s\u00a0regulators\u00a0deserve\u00a0credit\u00a0for\u00a0forcing\u00a0the\u00a0elimination\u00a0of\u00a0skins\u00a0<span class=\"zw-portion\" data-text-len=\"37\">betting,\u00a0before\u00a0it\u00a0got\u00a0even\u00a0<\/span><span class=\"zw-portion\" data-text-len=\"37\">bigger.\u00a0<\/span><\/p>\n<p><span class=\"zw-portion\" data-text-len=\"10\">&#8220;Parimutuel<\/span><span class=\"zw-portion\" data-text-len=\"34\">\u00a0betting\u00a0does\u00a0not\u00a0work\u00a0with\u00a0skins.&#8221; Passing the enforcement burden onto sports books &#8220;<\/span>is\u00a0a\u00a0rather\u00a0brilliant\u00a0move. Nevada\u00a0regulators\u00a0get\u00a0to\u00a0set\u00a0all\u00a0of\u00a0the\u00a0standards,\u00a0pretty\u00a0much\u00a0for\u00a0the\u00a0entire\u00a0world.<\/p>\n<p>&#8220;And\u00a0they\u00a0don\u2019t\u00a0have\u00a0to\u00a0do\u00a0any\u00a0of\u00a0the\u00a0actual\u00a0work.
