{"id":20508,"date":"2017-11-06T07:47:27","date_gmt":"2017-11-06T15:47:27","guid":{"rendered":"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/?p=20508"},"modified":"2017-11-06T08:10:52","modified_gmt":"2017-11-06T16:10:52","slug":"stratosphere-sartini-takes-charge-dadaist-policy-at-mgm","status":"publish","type":"post","link":"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/stratosphere-sartini-takes-charge-dadaist-policy-at-mgm\/","title":{"rendered":"Stratosphere: Sartini takes charge; Dadaist policy at MGM"},"content":{"rendered":"<p>\u201cIt\u2019s more appreciated now than it was 20 years ago,\u201d says <strong>Golden Entertainment<\/strong> CEO <strong>Blake Sartini<\/strong> of <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2017-11-02\/the-hottest-ceo-in-vegas-just-bought-the-city-s-strangest-casino\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">his new trophy property<\/a>, the <strong>Stratosphere<\/strong>. Boy, is he right (as usual). What used <img loading=\"lazy\" class=\"alignleft size-medium wp-image-7096\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/07\/Strat-200x300.jpg\" alt=\"\" width=\"200\" height=\"300\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/07\/Strat-200x300.jpg 200w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/07\/Strat-100x150.jpg 100w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/07\/Strat.jpeg 240w\" sizes=\"(max-width: 200px) 100vw, 200px\" \/>to be called &#8220;Stupak&#8217;s Stump&#8221; or the &#8220;Tower of Bobel&#8221; is now one of Sin City&#8217;s foremost icons, its elegant spire orienting you at a glance as to where you are in the valley, not to mention providing a connecting point between the <strong>Las Vegas Strip<\/strong> and <strong>Downtown<\/strong>. As owner, Sartini&#8217;s first order of business will be to upgrade the Strat&#8217;s 2,427 hotel rooms, which go for bargain rates at present. He&#8217;ll also need to beef up gambling revenues, opines <strong>Macquarie Group<\/strong> analyst <strong>Chad Beynon<\/strong>:\u00a0\u201cNobody goes there but to bungee jump.\u00a0If they can fix that, earnings will go up significantly.&#8221;<\/p>\n<p>Buying out <strong>American Casino &amp; Entertainment Properties<\/strong> has increased Golden&#8217;s debt load to a groaning <!--more-->$1.1 billion. But Sartini, who cashed out of <strong>Station Casinos<\/strong> when the getting was good, has a plan for that. He&#8217;s germinating slot routes in <strong>Illinois<\/strong> and is planning to do the same in <strong>Pennsylvania<\/strong>, now that they&#8217;re legal. Golden really does have the Midas touch, so I wouldn&#8217;t be against Sartini&#8217;s reinvention of the Stratosphere. Golden&#8217;s stock has been rising, well, stratospherically since the deal was announced, suggesting that Sartini is onto a very good thing here.<\/p>\n<p>* In a surrealistic twist, <strong>MGM Resorts International<\/strong> has <a href=\"https:\/\/westfaironline.com\/95006\/steel-point-bridgeport\/\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">announced a 2021 opening<\/a> for a casino in <strong>Bridgeport<\/strong>. This blithely ignores the fact that gambling in <strong>Connecticut<\/strong> is restricted to the <strong>Mohegan<\/strong> and <strong>Mashantucket Pequot<\/strong> tribes, <img loading=\"lazy\" class=\"alignleft size-medium wp-image-20214\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2017\/09\/MGM-Bridgeport-300x167.jpeg\" alt=\"\" width=\"300\" height=\"167\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2017\/09\/MGM-Bridgeport-300x167.jpeg 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2017\/09\/MGM-Bridgeport-150x83.jpeg 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2017\/09\/MGM-Bridgeport.jpeg 400w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/>never mind that the Lege is highly unlikely to junk $250 million in annual revenue-sharing from tribal casinos just to humor Bridgeport homeboy <strong>Jim Murren<\/strong>. MGM not only has a date for opening the project but a site, <strong>Steel Point<\/strong>, a 52-acre area and &#8220;a working-class residential neighborhood dotted with marinas and light manufacturing plants.&#8221;<\/p>\n<p>Murren is treading in some well-worn footsteps, <strong>Steve Wynn<\/strong> and <strong>Donald Trump<\/strong> also having tried (and been unable) to <img loading=\"lazy\" class=\"alignright size-medium wp-image-11973\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/10\/jimmurren_t652-253x300.jpg\" alt=\"\" width=\"253\" height=\"300\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/10\/jimmurren_t652-253x300.jpg 253w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/10\/jimmurren_t652-126x150.jpg 126w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/10\/jimmurren_t652.jpg 346w\" sizes=\"(max-width: 253px) 100vw, 253px\" \/>reinvent the Steel Point area. Trump&#8217;s artistry of the deal was not\u00a0equal to the intractability of the political process. He and Wynn were the first of a revolving door of developers who couldn&#8217;t pull of a Steel Point project. The region became synonymous with scandal, Mayor <strong>Joseph Ganim<\/strong> (D) being forced to resign after being convicted of racketeering, among other Yankee felonies. (He was reelected a couple of\u00a0years ago. What&#8217;s a few felonies among friends?)<\/p>\n<p>An MGM resort sounds like a good fix-it for Steel Point, <strong>Bass Pro Shops<\/strong> and <strong>Starbucks<\/strong> are a start but they can&#8217;t do it alone. Activist <strong>Jeff Kohl<\/strong> gives it a backhanded endorsement, saying, \u201cAt this point in time, because there is nothing knocking at our door and there\u2019s nothing else we can bring in at such short order, I think the positives outweigh the negatives.&#8221; But unless Murren can persuade lawmakers that MGM can deliver $250 million a year in taxes and then some, this is all sophistry.<\/p>\n<p>In other MGM news, the company has trimmed its commitment to <strong>Japan<\/strong> ever so slightly. Its predicted investment in Nippon has gone from $10 billion to $9 billion. Is the tight curb on casino-floor space restricting MGM&#8217;s willingness to go all in, too?<\/p>\n<p>* Think of all the salubrious effects upon casinos of legalized marijuana: Blissed-out customers taking a &#8220;hey, whatever, man&#8221; attitude toward losses, <strong>Grateful Dead<\/strong> tribute bands and exponentially higher traffic at the buffet. However, as long as <strong>Jefferson Beauregard Sessions<\/strong> is giving loco weed the stinkeye that&#8217;s not going to happen. Well, pro-pot Rep. <strong>Dina Titus<\/strong> (D) <a href=\"https:\/\/www.forbes.com\/sites\/tomangell\/2017\/11\/02\/marijuana-in-casinos-not-until-federal-law-changes-vegas-congresswoman-says\/#61647f3bbaba\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">isn&#8217;t taking this lying down<\/a>. She&#8217;s sponsoring legislation to <img loading=\"lazy\" class=\"alignleft size-full wp-image-14419\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/08\/Titus.jpg\" alt=\"\" width=\"194\" height=\"259\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/08\/Titus.jpg 194w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/08\/Titus-112x150.jpg 112w\" sizes=\"(max-width: 194px) 100vw, 194px\" \/>protect legalized cannabis from federal intervention &#8220;and let military veterans access medical cannabis recommendations through government doctors, among others.&#8221;<\/p>\n<p>Saying it&#8217;s a &#8220;crying shame&#8221; that medicinal marijuana is off-limits to vets, she adds,\u00a0&#8220;The opioid crisis, I think, has been perpetuated by the VA because it&#8217;s so much easier to give somebody a pill than it is just to deal with some of the demons that they may face or some of the real physical problems. Veterans come back now not with just one injury but maybe 10, 12 injuries because of the new science on the battlefield.&#8221;<\/p>\n<p>Unfortunately, Speaker of the House <strong>Paul Ryan<\/strong> (R) is getting in the way. Titus argues for a more compassionate view, quite on <img loading=\"lazy\" class=\"alignright size-medium wp-image-8864\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2012\/04\/Sheldon_Adelson-300x199.jpg\" alt=\"\" width=\"300\" height=\"199\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2012\/04\/Sheldon_Adelson-300x199.jpg 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2012\/04\/Sheldon_Adelson-150x99.jpg 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2012\/04\/Sheldon_Adelson.jpg 800w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/>the opposite side of the issue from people like <strong>Sheldon Adelson<\/strong>, who would like to keep most drugs criminalized, the better &#8212; one presumes &#8212; to generate clients for his wife&#8217;s drug-treatment practice. Anything that upsets the Adelson racket is good, in our view.<\/p>\n<p>Undeterred, Titus argues that a &#8220;tipping point&#8221; is near, given the sheer preponderance of state legislatures that have voted to legalize ganja or may do so soon. In the meantime, she tailors her argument to whichever faction of Congress she&#8217;s plying for votes.\u00a0&#8220;Some believe it&#8217;s a criminal justice issue,&#8221; she says. &#8220;Others believe it&#8217;s a states&#8217; rights issue. Others see it as a medical opportunity issue.
