Lucky Dragon management is putting a brave face on the collapse, saying it <img loading=\"lazy\" class=\"alignleft size-medium wp-image-16752\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/09\/Lucky-Dragon-Allure-300x300.jpg\" alt=\"\" width=\"300\" height=\"300\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/09\/Lucky-Dragon-Allure-300x300.jpg 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/09\/Lucky-Dragon-Allure-150x150.jpg 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/09\/Lucky-Dragon-Allure-1024x1024.jpg 1024w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/09\/Lucky-Dragon-Allure.jpg 1030w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/>&#8220;paves the way for Lucky Dragon to establish new partnerships that will enhance the property.&#8221; That would be all well and good if new partners were stepping forward but none seem to be. <em>VitalVegas<\/em> author <strong>Scott Roeben<\/strong> tells me the Dragon was shopped around for a bargain-basement $90 million and found no takers. He explains, &#8220;that $90 million asking is based upon what they need to take care of primary lenders and <strong>EB-5<\/strong> (second tier) investors,&#8221; adding, &#8220;The only nibble brought a bid for six cents on the dollar. Painful!&#8221;<\/p>\n<p>This makes Lucky Dragon the biggest casino collapse since the <strong>New Aladdin<\/strong> 17 years ago. Even heavily subsidized <strong>SLS Las Vegas<\/strong> managed to keep limping along while <!--more-->ownership chipped in to help make payroll. (Still, <strong>Meruelo Group<\/strong> cannot arrive soon enough.) Lucky Dragon promises to make ends meet <a href=\"https:\/\/lasvegassun.com\/news\/2018\/jan\/04\/lucky-dragon-halts-gaming-restaurant-operations-to\/\" target=\"_blank\" rel=\"noopener noreferrer\">on a gift shop and 200 hotel rooms<\/a>. I&#8217;m with Roeben and others who think the Dragon will go completely dark once it has burned off its <strong>Consumer Electronics Show<\/strong> hotel bookings. What&#8217;s the good of staying open until Chinese New Year if your guests can&#8217;t gamble on-property? If &#8212; a big &#8220;if&#8221; &#8212; Lucky Dragon reopens sometime around June, former employees\u00a0\u201cwill have the opportunity to rejoin the team.&#8221; In other words, no promises.<\/p>\n<p>* <strong>Vici Properties<\/strong> better be serious about paying down debt with the proceeds of its upcoming IPO. The REIT is already $4 billion in the hole, with trophy properties <strong>Harrah&#8217;s New Orleans<\/strong> and <strong>Harrah&#8217;s Resort<\/strong> in <strong>Atlantic City<\/strong> <a href=\"http:\/\/ggbnews.com\/issue\/vol-16-no-1-january-8-2018\/article\/caesars-reit-to-go-public\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">yet to purchased<\/a>. Is anybody watching the store to see that Vici isn&#8217;t overpaying Caesars Entertainment for these assets?<\/p>\n<p>* In an ominous development, the <strong>Mashpee Wampanoags<\/strong> have closed their casino-development office in <strong>Massachusetts<\/strong> and laid off staff. The move comes as the Trump administration continues to drag its feet on approval of <strong>Project First Light<\/strong> in <strong>Taunton<\/strong>. The tribe says not to read anything into the shutdown but it&#8217;s difficult to put a positive gloss on it.<\/p>\n<p>* <strong>Macao<\/strong> casino concessions <a href=\"https:\/\/www.forbes.com\/sites\/muhammadcohen\/2018\/01\/04\/asia-casinos-2018-online-gaming-virtually-impossible-to-ignore\/#41c8487d715c\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">start expiring this\u00a0year<\/a>, a procession that will continue <img loading=\"lazy\" class=\"alignright size-medium wp-image-2577\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/03\/HotelLisboa-300x199.jpg\" alt=\"\" width=\"300\" height=\"199\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/03\/HotelLisboa-300x199.jpg 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/03\/HotelLisboa-150x99.jpg 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/03\/HotelLisboa.jpg 500w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/>through 2020. <strong>Sociedade de Jogos de Macau<\/strong> and <strong>MGM Grand Paradise<\/strong> will be the first to find out if <strong>Fernando Chui<\/strong>&#8216;s government approves of their continued operation. No one seems to be losing sleep over this: Casino nationalization appears far less likely than when foreigners entered the Macanese market 15 years ago. Elsewhere in the Pacific Rim, approval of casino megaresorts for <strong>Japan<\/strong> is rated no better than a 60-40 proposition in the Diet.<\/p>\n<p>* <strong>Russia<\/strong>&#8216;s parliament has scuppered a bill that would have required casinos to collect withholding taxes from players. This was a bad idea when it was floated in the <strong>U.S.<\/strong>\u00a0as a means of collecting child support and remains a bad one, wherever it&#8217;s proposed.<\/p>\n<p>* Speaking of taxes, in case you&#8217;re wondering where the new tax cuts are going, they&#8217;re being used to make the rich richer, at least at <strong>South Point<\/strong>. Owner <strong>Michael Gaughan<\/strong> <a href=\"https:\/\/lasvegassun.com\/news\/2018\/jan\/04\/south-point-giving-1-million-in-bonuses-cites-tax\/\" target=\"_blank\" rel=\"noopener noreferrer\">has doubled executive bonuses<\/a>. On the plus side, he&#8217;s playing Santa by eliminating a planned increase in healthcare co-pays, so on the whole we have to give Gaughan an &#8220;attaboy.&#8221;<\/p>\n<p>* Faulty infrastructure will mean <a href=\"http:\/\/siouxcityjournal.com\/news\/local\/lyon-county-casino-deals-with-water-damage-caused-by-cold\/article_6d79f3a5-2bfd-5e19-a60a-93114792adbc.html\" target=\"_blank\" rel=\"noopener noreferrer\">a $1 million hit in the walle<\/a>t to <strong>Grand Falls Casino &amp; Golf Resort<\/strong> in <strong>Larchwood<\/strong>, <strong>Iowa<\/strong>, whose water pipes burst on Dec. 30. A long string of double-digit subzero temperatures is being blamed, as management explains that the casino wasn&#8217;t built to take that much punishment. (I used to live in Iowa, which could easily be mistaken for <strong>Siberia<\/strong> at times.)
