Although only 100 people showed up for the event, spirits were high: &#8220;Cheers erupted&#8221; as the walls began to crumble and Mohegan Tribal Chairman <strong>Kevin Brown<\/strong> declared,\u00a0&#8220;We&#8217;ve been through too much already together to give up. And we&#8217;re not going to.&#8221; Take that, <strong>MGM Resorts International<\/strong>. Brown and his <strong>Mashantucket Pequot<\/strong> counterpart, Rodney Butler, foresee a two-year construction process, by which time <strong>MGM Springfield<\/strong> will have been up and running about 18 months and the damage may have <!--more-->already been done. It&#8217;s taken MMTC three years to get this far and it&#8217;s still litigating with the Interior Department over approval of its revenue-sharing agreements. (Foxwoods and Mohegan Sun maintain that the issue is moot because the federal government has failed to act.)<\/p>\n<p>What&#8217;s more, Secretary of the Interior <strong>Ryan Zinke<\/strong> is accused of <a href=\"http:\/\/fox61.com\/2018\/02\/01\/east-windsor-casino-hold-up-at-the-federal-level\/?utm_source=related_2\" target=\"_blank\" rel=\"noopener noreferrer\">being in cahoots<\/a> with MGM.\u00a0\u201cThe <strong>Nevada<\/strong> delegation got an in person meeting and they have nothing to do with the Connecticut tribes&#8217; application other <img loading=\"lazy\" class=\"alignleft size-medium wp-image-21304\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2018\/03\/Chris_Murphy-199x300.jpg\" alt=\"\" width=\"199\" height=\"300\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2018\/03\/Chris_Murphy-199x300.jpg 199w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2018\/03\/Chris_Murphy-100x150.jpg 100w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2018\/03\/Chris_Murphy.jpg 220w\" sizes=\"(max-width: 199px) 100vw, 199px\" \/>than they represent MGM,\u201d said Sen. <strong>Chris Murphy<\/strong> (D, <em>left<\/em>). Some Nutmeg State lawmakers are trying to welsh on the agreement between the tribes and the state, a move Brown called &#8220;quite offensive,&#8221; as indeed it is. MGM rolled out mouthpiece <strong>Uri Clinton<\/strong> to declare that &#8220;demolition does not equal construction.&#8221; Just to rub it in, he added,\u00a0&#8220;The MMCT is no closer to legal approvals they require, and no closer to producing a realistic construction schedule than they were a year ago when they said construction would be completed in 2018.&#8221;<\/p>\n<p>* It seems Orwellian to have <a href=\"http:\/\/www.ggrasia.com\/japan-citizen-id-code-could-monitor-locals-casino-use\/\" target=\"_blank\" rel=\"noopener noreferrer\">a personal identification number<\/a> interfaced <a href=\"http:\/\/www.ggrasia.com\/japanese-govt-mulls-biometrics-for-casino-entry-report\/\" target=\"_blank\" rel=\"noopener noreferrer\">with biometric recognition<\/a> but that&#8217;s the state of affairs in <strong>Japan<\/strong>, where politicians are proposing using that matrix to keep track of Japanese citizens patronizing casinos &#8212; if they ever get built. The idea is to use this <img loading=\"lazy\" class=\"alignright size-medium wp-image-21247\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2018\/02\/Fujiyama-300x169.jpg\" alt=\"\" width=\"300\" height=\"169\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2018\/02\/Fujiyama-300x169.jpg 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2018\/02\/Fujiyama-150x84.jpg 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2018\/02\/Fujiyama.jpg 600w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/>personal I.D. to cap the number of times Nipponese citizens patronize gambling houses. <strong>Melco Resorts &amp; Entertainment<\/strong> is responsible &#8212; or to blame for &#8212; the biometric angle, having proposed use of its <strong>MelGuard<\/strong> system, which uses both facial recognition and fingerprinting. The whole thing sounds sufficiently authoritarian as to take all the entertainment value out of going to the casino. <em>GGR Asia<\/em> warns that &#8220;Use of such technology in casinos need not preclude imposition of a casino entry levy on locals.&#8221; Right now it looks like the going rate will be $19 for every 24 hours.<\/p>\n<p>* While some casino operators have expressed their content with <strong>Macao<\/strong>&#8216;s concession-renewal, <strong>Sands China<\/strong> President <strong>Wilfred Wong<\/strong> has an itchy fanny. Attending an event at the <strong>University of Macau<\/strong>, Wong &#8212; in what <img loading=\"lazy\" class=\"alignleft size-full wp-image-20244\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2017\/09\/Grand-Lisboa-Palace.jpeg\" alt=\"\" width=\"252\" height=\"200\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2017\/09\/Grand-Lisboa-Palace.jpeg 252w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2017\/09\/Grand-Lisboa-Palace-150x119.jpeg 150w\" sizes=\"(max-width: 252px) 100vw, 252px\" \/>could be interpreted as criticism &#8212; said casinos <a href=\"http:\/\/www.ggrasia.com\/sands-china-keen-to-know-macau-licensing-plans-wong\/\" target=\"_blank\" rel=\"noopener noreferrer\">were being kept in the dark<\/a> as to the timeline for renewal. \u201cI think every one of us is eagerly waiting for the government to announce the details,\u201d he added. Sands, of all operators, can afford to be patient: Its deadline is not until 2022. Besides, it has done one of the best jobs of diversifying its offerings, per governmental desires. If anybody has to worry it&#8217;s <strong>Sociedade de Jogos de Macau<\/strong>, which has done a poor job of broadening its appeal, remains VIP-centric and is struggling to get its <strong>Cotai Strip<\/strong> megaresort (pictured) done by next year.<\/p>\n<p>In a somewhat oracular pronouncement, Macao Chief Executive <strong>Fernando Chui<\/strong> said it would be &#8220;appropriate&#8221; to announce renewal criteria in three months or so. If Chui is as good as his word, one is hard put to see why Wong is so anxious. \u00a0\u201cWe are doing everything that the <img loading=\"lazy\" class=\"alignright size-medium wp-image-17045\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/10\/Venetian-Macao-300x190.jpg\" alt=\"\" width=\"300\" height=\"190\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/10\/Venetian-Macao-300x190.jpg 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/10\/Venetian-Macao-150x95.jpg 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/10\/Venetian-Macao.jpg 625w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/>government really asked us to do,&#8221; he chafed. <strong>Ambrose So<\/strong> of SJM has also griped about a lack of &#8220;clarity&#8221; from City Hall but we think he&#8217;d better stick to getting his house in order. At SJM&#8217;s current pace, it will be hard-put to finish its megaresort much in advance of its renewal date. All the concessionaires are vying for a five-year extension which, if granted, would be followed by public tenders in 2025-27.
