That&#8217;s literally what took place in <strong>Pennsylvania<\/strong> where the fifth mini-casino license received no bids. <a href=\"http:\/\/www.cpbj.com\/article\/20180309\/CPBJ01\/180309880\/no-dice-latest-minicasino-license-fails-to-attract-bidders\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">Nada. Nix. Bupkes<\/a>. From this point forward, <strong>Valley Forge Casino<\/strong> <img loading=\"lazy\" class=\"alignleft size-medium wp-image-15715\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/03\/Coat_of_arms_of_Pennsylvania.svg_-300x178.png\" alt=\"\" width=\"300\" height=\"178\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/03\/Coat_of_arms_of_Pennsylvania.svg_-300x178.png 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/03\/Coat_of_arms_of_Pennsylvania.svg_-150x89.png 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/03\/Coat_of_arms_of_Pennsylvania.svg_.png 340w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/>and <strong>Lady Luck Nemacolin<\/strong> will be allowed to bid but ownership of the first is in transition and the second makes so little scratch that it&#8217;s hard to see it ponying up the $7.5 million minimum bid. So what happened? <strong>Sands Bethlehem<\/strong> was busy selling to the <strong>Poarch Band of Creek Indians<\/strong> but what&#8217;s your excuse <strong>Neil Bluhm<\/strong>, <strong>Watouchke &#8220;Bob&#8221; Manoukian<\/strong> and <strong>Caesars Entertainment<\/strong>? Perhaps they are deterred by what is likely to be an investment in excess of $300 million. <strong>Penn National Gaming<\/strong> would only say it is &#8220;evaluating&#8221; whether or not to add a second mini-casino to its fold. Mind you, at some point the process will be opened to out-of-state operators and then it&#8217;s anybody&#8217;s ballgame. The one sure winner in this is <!--more-->the commonwealth&#8217;s treasury, which has banked more than the $100 million the license auctions were expected to bring.<\/p>\n<p>* One group that&#8217;s not easily deterred is the <strong>Ponca Tribe of Nebraska<\/strong>, which intends to build a casino in <strong>Iowa<\/strong>, on the outskirts of <strong>Council Bluffs<\/strong>. The project received the blessing of the <strong>National Indian Gaming <img loading=\"lazy\" class=\"alignright size-full wp-image-12194\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/12\/Iowa-seal.jpg\" alt=\"\" width=\"224\" height=\"225\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/12\/Iowa-seal.jpg 224w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/12\/Iowa-seal-150x150.jpg 150w\" sizes=\"(max-width: 224px) 100vw, 224px\" \/>Commission<\/strong> last November but the city fathers of Council Bluffs are recalcitrant. City Attorney <strong>Richard Wade<\/strong> argues that the casino site doesn&#8217;t qualify as &#8220;restored lands.&#8221; Worse still (if you&#8217;re Council Bluffs), a tribal casino threatens the $11 million in taxes and non-profit contributions it gets from Iowa-licensed casinos.<\/p>\n<p>Tribal Chairman <strong>Larry Wright J<\/strong>r. faults Council Bluffs for going nuclear without trying to negotiate with the tribe. The Ponca casino won&#8217;t be small-caliber, either: 2,000 slots and 50 table games. The tribe waited out a decade&#8217;s worth of ups and downs in the court system before finally prevailing. <a href=\"http:\/\/www.omaha.com\/news\/metro\/ponca-tribe-moving-forward-on-carter-lake-casino-despite-legal\/article\u20147de6816a-b062-5033-9416-e8491870a8a7.html\" target=\"_blank\" rel=\"noopener noreferrer\">They&#8217;re not letting<\/a> Wade&#8217;s latest lawsuit slow them any further.<\/p>\n<p>* \u201cPeople don\u2019t like gaming, but they sure like the revenue that comes from it,\u201d says <strong>Louisiana<\/strong> state Sen. <strong>Danny Martiny<\/strong> (R), winning our award for hitting the nail on the head. Martiny is among the solons pushing for <img loading=\"lazy\" class=\"alignleft size-medium wp-image-7958\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/11\/Louisiana_Flag-300x193.jpg\" alt=\"\" width=\"300\" height=\"193\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/11\/Louisiana_Flag-300x193.jpg 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/11\/Louisiana_Flag-150x96.jpg 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/11\/Louisiana_Flag.jpg 448w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/>additional expansion of gambling in Louisiana. We&#8217;ve discussed some of the proposals in this space before. Others include upgrading racinos from slots-only facilities to full-blown casinos (how long will it be before &#8220;decoupling&#8221; is floated by the likes of <strong>Churchill Downs<\/strong>?) and legalization of DFS. With <strong>Bobby Jindal<\/strong> out of the governor&#8217;s mansion (and good riddance), <a href=\"http:\/\/www.theadvocate.com\/baton_rouge\/news\/business\/article_d981c5a8-2329-11e8-b4b5-5f9da9395153.html\" target=\"_blank\" rel=\"noopener noreferrer\">the path looks a little smoother<\/a>. The main argument against more gambling would seem to be academic research\u00a0that pegs the disordered-gambling rate in the Bayou State at 3%, half again as high as the national average. (Treatment of problem gamblers is an extremely low-priority issue in Louisiana.)<\/p>\n<p>Gaming expansion is likely to fare better in the upper house, where gaming friendly state Sen. <strong>Gary Smith Jr<\/strong>. (D) chairs the relevant committee. His opposite number in the House, state Rep. <strong>Sherman Mack<\/strong> (R) will have no truck with the idea, saying,\u00a0\u201cI\u2019m not in favor of the expansion of gambling.&#8221; We&#8217;ll see <img loading=\"lazy\" class=\"alignright size-medium wp-image-7957\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/11\/Harrahs_NO-300x219.jpg\" alt=\"\" width=\"300\" height=\"219\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/11\/Harrahs_NO-300x219.jpg 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/11\/Harrahs_NO-150x109.jpg 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/11\/Harrahs_NO.jpg 400w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/>whether &#8216;expansion&#8217; extends to Caesars&#8217; request for a 36-year extension of its contract at <strong>Harrah&#8217;s New Orleans<\/strong>. The incentive? Higher payments to the state for the privilege. (Ironically, Caesars has twice pursued <em>lower<\/em> levies for the casino.) Caesars already has the speaker of the House in its corner and Gov. <strong>John Bel Edwards<\/strong> is thought to be sympathetic. <strong>Boyd Gaming<\/strong> wants more slots at its two tracks and DFS-friendly supporter Rep. <strong>Kirk Talbot<\/strong> (R) favors legalized fantasy sports,\u00a0saying,\u00a0\u201cLet\u2019s get it regulated so their winnings can be taxed and have it be above aboard [<em>sic<\/em>].\u201d<\/p>\n<p>\u201cWe like birds and squirrels, not 18-wheelers. This would totally disrupt our lives,\u201d said one rural resident, complaining about the proposal move of a riverboat casino to the\u00a0<strong>Tangipahoa River<\/strong>, so shallow it&#8217;s not even navigable. That surrealistic proposal and many others will be hitting the Lege right about now. Let&#8217;s see if Louisiana lawmakers have it more together than their <strong>Florida<\/strong> counterparts.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>What if they gave a casino and nobody came?
