{"id":21444,"date":"2018-04-04T07:03:57","date_gmt":"2018-04-04T15:03:57","guid":{"rendered":"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/?p=21444"},"modified":"2018-04-04T07:23:05","modified_gmt":"2018-04-04T15:23:05","slug":"florida-dithers-mgm-catches-a-wave","status":"publish","type":"post","link":"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/florida-dithers-mgm-catches-a-wave\/","title":{"rendered":"Florida dithers; MGM catches a wave"},"content":{"rendered":"<p>Having once more proven itself constitutionally incapable (pun intended) of passing gaming legislation during the normal course of doing business, the <strong>Florida<\/strong> Lege <a href=\"http:\/\/www.sun-sentinel.com\/news\/politics\/fl-reg-florida-legislature-gambling-talks-seminoles-20180330-story.html\" target=\"_blank\" rel=\"noopener noreferrer\">is now talking &#8216;special session,&#8217;<\/a> which seems like what it would take to get anything done, if ever. Few lawmakers seem certain that anything will come to pass, however. <img loading=\"lazy\" class=\"alignright size-full wp-image-19516\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2017\/03\/galvano.jpg\" alt=\"\" width=\"240\" height=\"240\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2017\/03\/galvano.jpg 240w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2017\/03\/galvano-150x150.jpg 150w\" sizes=\"(max-width: 240px) 100vw, 240px\" \/>Said state Rep. <strong>Jared Moskowitz<\/strong> (D),\u00a0\u201cBefore anybody gets too excited or upset on the issue of gaming, I would remind them that for the past five years we have not been able to do anything on this subject.\u201d Agreed incoming state Senate Majority Leader <strong>Bill Galvano<\/strong> (R, <em>right<\/em>),\u00a0\u201cThere is no agreement; only some discussions.\u201d Considering that addressing the myriad pressing issues involving gaming (decoupling, additional racinos, the elusive <strong>Seminole Tribe<\/strong> compact) is nothing new, state Sen. <strong>Audrey Gibson<\/strong> (D) laid the problem at the feet of the Legislature&#8217;s leadership.<\/p>\n<p>\u201cThis was not a sudden development, or a last-minute problem we needed to confront,\u201d Gibson fumed.\u00a0\u201cThis should have <!--more-->been resolved before we adjourned.\u201d However, that wouldn&#8217;t be the Florida way, which is to put off until tomorrow whatever you don&#8217;t want to do today &#8212; or ever. Particularly ominous for the Sunshine State is the March 30 expiration of a provision deal between the state and the Seminoles which saw the latter continue to make payments to the state. Having lapsed, a $400 million chasm opens in the budget.\u00a0\u201cIt\u2019s my understanding that nobody with the Legislature has talked to the tribe,&#8221; said tribal counsel <strong>Barry Richard<\/strong>.<\/p>\n<p>Not helping is former Lt. Governor <strong>Jeff Kottkamp<\/strong>, now a lobbyist for dog tracks, who tweeted that the Lege should do nothing.\u00a0\u201cCalling a\u00a0<img loading=\"lazy\" class=\"alignleft size-full wp-image-11613\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/09\/Florida.jpg.jpg\" alt=\"\" width=\"204\" height=\"204\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/09\/Florida.jpg.jpg 204w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/09\/Florida.jpg-150x150.jpg 150w\" sizes=\"(max-width: 204px) 100vw, 204px\" \/>special session to expand gambling in an election year is a really bad idea \u2013 especially when there is a gambling amendment on the ballot in November. Let the voters decide!&#8221;, he chirped. Moskowitz was less giddy about the risks of punting the gaming ball into the autumn.\u00a0\u201cThe additional dollars and tax revenues it brings into the system could be used for things like education, health care for the poor, opioid addiction, etc., etc., etc. We could increase the per-pupil spending on education from the money on gaming,\u201d he said. Given that Gov. <strong>Rick Scott<\/strong> (R) is no friend of the poor, Moskowitz&#8217;s point is well taken.<\/p>\n<p>* Elsewhere in Dixie, riverboat casinos in <strong>Mississippi<\/strong> <a href=\"http:\/\/www.sunherald.com\/news\/business\/article206836874.html\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">continue on a 12-year decline<\/a>. Last month they took in $73 million, a 5% dip. That was sufficient to more than negate a gain on the Gulf Coast from $95 million to $97 million, year over year.<\/p>\n<p>*\u00a0<strong>MGM Resorts International<\/strong>, like a fortuitous surfer, <a href=\"http:\/\/www.ggrasia.com\/macau-casino-ggr-up-22-pct-in-march\/\" target=\"_blank\" rel=\"noopener noreferrer\">caught a wave<\/a> in <strong>Macao<\/strong>. Newly opened <strong>MGM Cotai<\/strong> was among the beneficiaries of a <img loading=\"lazy\" class=\"alignright size-medium wp-image-21317\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2018\/03\/MGM-Cotai-229x300.jpg\" alt=\"\" width=\"229\" height=\"300\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2018\/03\/MGM-Cotai-229x300.jpg 229w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2018\/03\/MGM-Cotai-115x150.jpg 115w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2018\/03\/MGM-Cotai.jpg 600w\" sizes=\"(max-width: 229px) 100vw, 229px\" \/>22% increase in March revenues. <strong>Morgan Stanley Asia<\/strong> analysts credited the enclave&#8217;s surge partly to &#8220;a full month contribution from MGM Cotai\u2019s 1,000 rooms and 150 odd mass tables.\u201d In the first quarter of 2018, gross gaming revenue in Macao is at its highest level since 2015. (A <a href=\"http:\/\/www.casinogamespro.com\/2018\/04\/02\/macau-marks-22-percent-gross-gambling-revenue-surge-in-march\" target=\"_blank\" rel=\"noopener noreferrer\">23% surge in Mainland customers<\/a> didn&#8217;t hurt.) Elsewhere in <strong>Asia<\/strong>, three <strong>Nomura Securities<\/strong> analysts have issued a report that suggests casino legalization in <strong>Japan<\/strong> will be pushed into early 2019. It may be the Land of the Rising Sun but the casino powers find themselves chasing the sunset of the <strong>Shinzo Abe<\/strong> government&#8217;s troubled legislation.<\/p>\n<p>* MGM&#8217;s hiring program in <strong>Springfield<\/strong>, <strong>Massachusetts<\/strong>, may become a template for other major gaming companies pushing into new jurisdictions. The company has been talking up job opportunities <img loading=\"lazy\" class=\"alignleft size-medium wp-image-19405\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2017\/02\/mgm_spring-300x186.jpg\" alt=\"\" width=\"300\" height=\"186\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2017\/02\/mgm_spring-300x186.jpg 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2017\/02\/mgm_spring-150x93.jpg 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2017\/02\/mgm_spring.jpg 735w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/>everywhere from local churches to to senior centers. Reports the <em>Boston Globe<\/em>, &#8220;They pored over layoff data from the state, including from a Springfield hospital and a nearby <strong>Sam\u2019s Club<\/strong> that had recently closed, to pursue workers who might be good fits.&#8221; Most of the casino jobs appear to be filled but MGM still needs retail, hotel and restaurant workers. Last Monday it posted 1,000 job openings, mainly in F&amp;B. A largely similar process is being undergone at <strong>Wynn Boston Harbor<\/strong>, although its opening is farther off &#8212; and imperiled by <strong>Steve Wynn<\/strong>&#8216;s sexual shenanigans. At $40,000, the median income of an <strong>MGM Springfield<\/strong> worker will be $4K higher than the average for the city overall.<\/p>\n<p>There are critics. \u201cWhat I worry about is the large number of people who will be in low-wage jobs that really won\u2019t go anywhere,\u201d fretted the <strong>University of Massachusetts Amherst<\/strong>&#8216;s <strong>Tom Juravich<\/strong>. \u201cThis is not like bringing Amazon to town,&#8221; he adds. No, but it&#8217;s a big improvement on the Springfield status quo. Even with over 6.5% unemployment in Springfield, MGM has had difficulty finding dealers.<br \/>\n<img loading=\"lazy\" class=\"alignright size-medium wp-image-21164\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2018\/02\/MGM_Springfield_Casino_455x339-300x224.jpg\" alt=\"\" width=\"300\" height=\"224\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2018\/02\/MGM_Springfield_Casino_455x339-300x224.jpg 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2018\/02\/MGM_Springfield_Casino_455x339-150x112.jpg 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2018\/02\/MGM_Springfield_Casino_455x339.jpg 455w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/>&#8220;Math anxiety and mandatory background checks could also be roadblocks,&#8221; reports the <em>Globe<\/em>, adding that only those who get hired have their $400 dealer tuition reimbursed. (Methinks it should be the other way around, to soften the blow for the also-rans.) MGM even found a former <strong>Atlantic City<\/strong> dealer among the faculty of Springfield&#8217;s public schools. Even 800-odd employees in non-sensitive positions were hired despite their criminal records, thanks to an exemption from the <strong>Massachusetts Gaming Commission<\/strong>. Whether one is discussing the city of Springfield itself or the casino&#8217;s employees, the narrative is definitely a set of variations on the theme of second chances.<\/p>\n<p>*\u00a0Just look at <a href=\"https:\/\/www.forbes.com\/sites\/darrenheitner\/2018\/03\/30\/report-draftkings-is-aggressively-shopping-for-sports-betting-partnerships-in-new-jersey\/#6b9777a219d8\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">that picture<\/a> of <strong>DraftKings<\/strong> CEO <strong>Jason Robins<\/strong>. Don&#8217;t you want to smash a cream pie into his smug mug? Robins has reason to gloat, as his company is dropping all pretense of not being a sports-betting outfit and, pending a <strong>Supreme Court<\/strong> ruling, &#8220;has naturally had <img loading=\"lazy\" class=\"alignright size-medium wp-image-17142\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/11\/Draft-Kings-300x172.jpg\" alt=\"\" width=\"300\" height=\"172\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/11\/Draft-Kings-300x172.jpg 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/11\/Draft-Kings-150x86.jpg 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/11\/Draft-Kings.jpg 620w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/>discussions with potential land-based casino partners, as required under [<strong>New Jersey<\/strong>&#8216;s]\u00a0online gaming regulations.&#8221; To some, DraftKings&#8217; trawling for terrestrial casino bases of operation is only logical. &#8220;By setting up partnerships now, DraftKings may be in a position to make money even in those states that would otherwise make it difficult for the online operator to directly participate in the action,&#8221; reports <em>Forbes<\/em>.<\/p>\n<p>&#8220;Rumor has it that the daily fantasy sports leader is aggressively shopping for sports betting partnerships in the New Jersey market, positioning itself as a one-stop solution for land-based operators looking for a way to offer sports betting in the casino and online,&#8221; wrote analyst <strong>Chris Grove<\/strong>, prophetically. &#8220;Of course, the question of what technology DraftKings would bring to the table is an open one \u2013 it has no sports betting tech that we\u2019re aware of \u2013 and leads to another rumor that\u2019s been floating around as of late: that the company is close to a deal with a major B2B provider to provide DraftKings with an in-house sports betting platform,&#8221; Grove adds.
