Two of them are now squealing like stuck pigs, demanding that the Lege lower their tax rates. <img loading=\"lazy\" class=\"alignright size-full wp-image-7459\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/09\/Andrew_Cuomo.gif\" alt=\"\" width=\"120\" height=\"158\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/09\/Andrew_Cuomo.gif 120w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/09\/Andrew_Cuomo-113x150.gif 113w\" sizes=\"(max-width: 120px) 100vw, 120px\" \/>Never mind that the casinos <em>agreed<\/em> to those tax rates, nor that lawmakers &#8212; seeing less tax revenue than they&#8217;d been promised &#8212; are hardly going to assent to a <em>still-lower<\/em> amount. The casinos were supposed to be the golden goose for the Empire State&#8217;s school system. Their failure to lay eggs leaves yolk on the face of Gov. <strong>Andrew Cuomo<\/strong> (D) and gives challenger (and public-school activist) <strong>Cynthia Nixon<\/strong> a stick with which to beat him.<\/p>\n<p>Cuomo had no truck with tax cuts for <strong>Del Lago Resort &amp; Casino<\/strong> or <strong>Rivers Casino<\/strong>, the two supplicants. Said he, <!--more-->&#8220;The upstate gaming casinos are private concerns. They bid, they made an investment and some of them will say they\u2019re not doing as well as they hoped or would have expected, but they\u2019re private concerns, and I don\u2019t <img loading=\"lazy\" class=\"alignleft size-medium wp-image-16240\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/06\/Rivers-Casino-NY-300x141.jpg\" alt=\"\" width=\"300\" height=\"141\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/06\/Rivers-Casino-NY-300x141.jpg 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/06\/Rivers-Casino-NY-150x70.jpg 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/06\/Rivers-Casino-NY.jpg 628w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/>want to get into the business of bailing out private concerns.&#8221; It&#8217;s amazing how quickly Del Lago and Rivers went from whistling past the graveyard <a href=\"http:\/\/www.pokernewsreport.com\/online-gambling-left-out-of-new-york-budget-while-casinos-struggle-22280\" target=\"_blank\" rel=\"noopener noreferrer\">to asking for a handout<\/a>. The numbers tell the story. Del Lago&#8217;s fantasy projection: $263 million in Year One. Reality: $163 million. Rivers&#8217; fantasy: $222 million. Reality: $142 million. Lesson? Don&#8217;t go into a high-tax jurisdiction unless you&#8217;re really prepared to pay the piper. Also: Make your plans around the worst-case scenario, not the blue-sky one some consultant has dreamt up. (Word on early foot traffic at <strong>Resorts World Catskills<\/strong> suggests it will be Disappointment #4.)<\/p>\n<p>Interestingly, the Lege did not legalize Internet gambling to make up the casino shortfall. Despite support in the state Senate the bill died in the Assembly. <strong>Gary Pretlow<\/strong> (D) has some explaining to do.<\/p>\n<p>* Speaking of lackluster numbers, <strong>Horseshoe Baltimor<\/strong>e is getting creative in its efforts to improve business. It is buying up adjacent land with an eye toward creating an &#8216;entertainment district.&#8217; This will appeal to <img loading=\"lazy\" class=\"alignleft size-medium wp-image-14276\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/08\/Horseshoe-Baltimore-300x200.jpg\" alt=\"\" width=\"300\" height=\"200\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/08\/Horseshoe-Baltimore-300x200.jpg 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/08\/Horseshoe-Baltimore-150x100.jpg 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/08\/Horseshoe-Baltimore.jpg 600w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/>those patrons and would-be customers who find Horseshoe&#8217;s neighborhood a little dicey for their taste. As gaming analyst <strong>Alan Woinski<\/strong> puts it, \u201cIt\u2019s tough to attract customers with a city that has issues like <strong>Baltimore<\/strong> does.\u201d Adds a customer, \u201cI never set foot outside of Horseshoe, not even to the gas station next door.\u201d (So much for positive economic vibes radiating out from the casino.) At least the Horseshoe area has seen <a href=\"https:\/\/www.washingtonpost.com\/local\/as-revenue-slides-horseshoe-casino-baltimore-buys-up-nearby-land-to-secure-its-future\/2018\/04\/04\/1f5f243a-3216-11e8-94fa-32d48460b955_story.html?utm_term=.de3c7dd37b91&amp;wpisrc=nl_sb_smartbrief\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">a decline in violent crime<\/a>.<\/p>\n<p>Horseshoe has been doing this on the QT, probably to avoid an inflationary effect on the real estate it&#8217;s eyeing. According to the <em>Washington Post,<\/em> &#8220;The goal, ultimately, is to establish a sports and <img loading=\"lazy\" class=\"alignright size-full wp-image-12585\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/01\/horseshoe-casino-MD.jpg\" alt=\"\" width=\"300\" height=\"169\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/01\/horseshoe-casino-MD.jpg 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/01\/horseshoe-casino-MD-150x84.jpg 150w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/>entertainment district that connects the casino through the football stadium and baseball park to the <strong>Inner Harbor<\/strong>.&#8221; The acquisitions include two parking lots, a warehouse and an office building, all of which has cost over $8 million. (The cost of keeping up <strong>MGM National Harbor<\/strong>, whose advent has seen Horseshoe&#8217;s table games take a 22% percent fall.) As a lawmaker put it, Horseshoe is &#8220;still a silo&#8221; and redevelopment of its area can&#8217;t come too soon.<\/p>\n<p>* The <strong>Nevada Gaming Control Board<\/strong> put some teeth in regulatory language that bars casinos from serving patrons \u201cwho are visibly impaired by alcohol or any other drug.\u201d Just imagine if that disciplinary <img loading=\"lazy\" class=\"alignright size-full wp-image-13755\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/06\/horse.jpg\" alt=\"\" width=\"241\" height=\"210\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/06\/horse.jpg 241w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/06\/horse-150x130.jpg 150w\" sizes=\"(max-width: 241px) 100vw, 241px\" \/>provision had been around when <strong>Caesars Entertainment<\/strong> was cleaning up off an inebriated <strong>Terrence K. Watanabe<\/strong>. The NGCB also relaxed a rule on sports-bet payouts, allowing them to be rolled into new wagers, <a href=\"https:\/\/www.reviewjournal.com\/business\/casinos-gaming\/nevada-gaming-officials-propose-changes-to-regulations\/\" target=\"_blank\" rel=\"noopener noreferrer\">among other things<\/a>. Sports books are also now charged with monitoring suspicious activity, particularly bets placed by coaches and athletes. The NGCB also loosened the number of drug that may be in a racehorse&#8217;s system during a meet.\u00a0Ah, the excitement of the Sport of Kings.<\/p>\n<p>* It&#8217;s nothing to do with gambling but this has to be <a href=\"https:\/\/twitter.com\/i\/moments\/981951937972244480?t=1&amp;cn=ZmxleGlibGVfcmVjcw%3D%3D&amp;refsrc=email&amp;iid=345971d048184c5d97153c14915782ce&amp;fl=4&amp;uid=50164784&amp;nid=244+273027088\" target=\"_blank\" rel=\"noopener noreferrer\">the story of the week<\/a>.
