The buyer was <strong>Eldorado Resorts<\/strong>, which paid Icahn $1.85 billion, then flipped nearly all the physical assets to <strong>Gaming &amp; Leisure Properties<\/strong> <img loading=\"lazy\" class=\"alignleft size-medium wp-image-2851\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/04\/Grand-Victoria-IL-300x200.jpg\" alt=\"\" width=\"300\" height=\"200\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/04\/Grand-Victoria-IL-300x200.jpg 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/04\/Grand-Victoria-IL-150x100.jpg 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/04\/Grand-Victoria-IL.jpg 450w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/>for $1.2 billion. Not content with that, it paid $327.5 million to <strong>Hyatt Gaming<\/strong>\u00a0and <strong>MGM Resorts International<\/strong> to relieve them of <strong>Grand Victoria<\/strong> riverboat in <strong>Elgin<\/strong>. While Eldorado swung the Tropicana deal for a thrifty 6.6X cash flow, it paid top dollar from Grand Victoria, shelling out an above-average 9X cash flow. &#8220;The transaction will also be highly accretive, assuming ERI can achieve its projected operation-driven synergies,&#8221; reported <strong>JP Morgan<\/strong> number-cruncher <strong>Daniel Politzer<\/strong>. Having sold the Tropicana real estate to GLPI, Eldorado will pay $110 million\u00a0rent\u00a0to GLPI, which also comes out of this deal smelling like a rose. Wrote JP Morgan analyst <strong>Joseph Greff<\/strong>, &#8220;we think investors are getting an attractive dividend.&#8221; GLPI\u00a0will absorb six of the seven casinos acquired by Eldorado, except for one in the <strong>Lake Tahoe<\/strong> market which already sits on leased terra firma.<\/p>\n<p>The Tropicana casinos affected in the deal are <!--more--><strong>Tropicana Laughlin<\/strong>, <strong>MontBleu Casino<\/strong> (Lake Tahoe), revenue superstar <strong>Tropicana Evansville<\/strong>, <strong>Belle of Baton Rouge Casino &amp; Hotel<\/strong>, <strong>Trop Casino Greenville<\/strong> (<strong>Mississippi<\/strong>), <strong>Lumiere Place<\/strong> and of course <a href=\"http:\/\/www.globest.com\/2018\/04\/16\/icahn-enterprisess-sells-tropicana-for-1-85b\/\" target=\"_blank\" rel=\"noopener noreferrer\">the flagship property<\/a> in <img loading=\"lazy\" class=\"alignright size-full wp-image-4981\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/10\/tropicana_havana.jpg\" alt=\"\" width=\"300\" height=\"235\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/10\/tropicana_havana.jpg 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/10\/tropicana_havana-150x117.jpg 150w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/><strong>Atlantic City<\/strong>. That&#8217;s 7,900 slots, 265 table games, and 5,400 hotel rooms. Most of these casinos were already well-run assets but an infusion of Eldorado know-how cannot hurt, especially as management is one of the &#8220;synergies&#8221; (<em>read<\/em>: layoffs) sure to follow. Politzer hints at outsourcing of F&amp;B jobs at Grand Victoria, for one. Icahn still has a Tropicana-branded casino in <strong>Aruba<\/strong>, but that is anticipated\u00a0to be sold separately. Politzer resumes that Eldorado &#8220;expects to fund the $640m transaction through current operations, pending asset sales (i.e., <strong>Vicksburg<\/strong>\/<strong>Presque Isle<\/strong>), cash from operations, and debt.&#8221; The company also noted that Grand Victoria has\u00a0\u201cexcess contiguous acreage for potential future development,&#8221; so I guess we can see expansion there even if <strong>Illinois<\/strong> is a challenged market.<\/p>\n<p>Eldorado has targeted Grand Victoria for $40 million in capex maintenance and other new properties. It won&#8217;t have to do much with the Tropicana portfolio, which received $192 million in reinvestment 2016-17 and were budgeted for another $70 million this year. Thanks to its new presence on the Boardwalk, Eldorado also now finds itself a player in the <strong>Internet<\/strong>-gambling universe. So, all in all, it was a good day for Eldorado.<\/p>\n<p>* <strong>Caesars Entertainment<\/strong> is trying to play hardball in <strong>Indiana<\/strong>. In order for its $1.7 billion (<em>read<\/em>: overpriced) acquisition of <strong>Centaur Gaming<\/strong>\u00a0to go through,\u00a0Centaur would have to pay a $50 million title-transfer fee. However, this is customarily waived when the seller has been in\u00a0Chapter 11, as Centaur has been (Caesars too, for that matter). <img loading=\"lazy\" class=\"alignright size-full wp-image-6046\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/03\/Horseshoe-Southern-Indiana-288x172.jpg\" alt=\"\" width=\"287\" height=\"172\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/03\/Horseshoe-Southern-Indiana-288x172.jpg 287w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/03\/Horseshoe-Southern-Indiana-288x172-150x89.jpg 150w\" sizes=\"(max-width: 287px) 100vw, 287px\" \/>Although Caesars wouldn&#8217;t have to pay the fee directly, it&#8217;s arguing to the <strong>Indiana Gaming Commission<\/strong> that the levy isn&#8217;t applicable and if the IGC maintains its current position CEO <strong>Mike Frissora<\/strong>\u00a0will hold his breath until he turns blue. No, but seriously folks, Caesars is threatening to renege on a $90 million onshore casino it was going to build at <strong>Horseshoe Southern Indiana<\/strong>. It will be fascinating to see who blinks first over the $50 million. Buyer&#8217;s remorse, Caesars?<\/p>\n<p>* Score one against MGM Resorts International. The <strong>Massachusetts Gaming Commission<\/strong> <a href=\"http:\/\/nepr.net\/post\/mass-gaming-panel-keeps-state-registration-requirement-all-jobs-casino-floor#stream\/0\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">refused to grant access<\/a> to jobs on the casino floor to <img loading=\"lazy\" class=\"alignleft size-medium wp-image-19405\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2017\/02\/mgm_spring-300x186.jpg\" alt=\"\" width=\"300\" height=\"186\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2017\/02\/mgm_spring-300x186.jpg 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2017\/02\/mgm_spring-150x93.jpg 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2017\/02\/mgm_spring.jpg 735w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/>people with criminal records. &#8220;Not to make it too dramatic, but [the] gaming floor from a regulatory perspective is kind of sacrosanct,&#8221; said the MGC&#8217;s <strong>Paul Connelly<\/strong>. &#8220;That is a big red flag to us as we do the analysis as to whether we thought they were positions eligible for exemption.&#8221; If Massachusetts keeps up like this, <strong>Nevada<\/strong> may have to rethink its rhetoric about being the &#8216;gold standard&#8217; of gaming oversight.<\/p>\n<p>* <strong>Penn National Gaming<\/strong> <a href=\"http:\/\/siouxcityjournal.com\/news\/local\/govt-and-politics\/former-sioux-city-casino-owner-glad-to-reach-m-settlement\/article_e93a014a-509e-5565-9ff6-333282c12ada.html\" target=\"_blank\" rel=\"noopener noreferrer\">put on a smiley face<\/a> after paying $1.5 million to make <strong>Sioux City<\/strong>-related litigation go away.\u00a0&#8220;We&#8217;re very, very pleased <img loading=\"lazy\" class=\"alignright size-full wp-image-14663\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/10\/Penn-logo.jpg\" alt=\"\" width=\"274\" height=\"184\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/10\/Penn-logo.jpg 274w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/10\/Penn-logo-150x100.jpg 150w\" sizes=\"(max-width: 274px) 100vw, 274px\" \/>that was able to get resolved and get settled and put that matter behind us,&#8221; said Penn attorney <strong>Doug Gross<\/strong>. Perhaps Penn is so happy because it traded up from <strong>Argosy Sioux City<\/strong> to <strong>Ameristar Council Bluffs<\/strong>. Even happier were 55 <strong>Iowa<\/strong> nonprofits, most of whom lost no time in queueing up for a slice of the Penn money.<\/p>\n<p>* You need a scorecard to keep track of all the culinary changes being made at <strong>Seminole Hard Rock Hotel &amp; Casino Hollywood<\/strong>. The massive re-think is part of a $1.5 billion expansion of the overall resort.\u00a0\u201cWho\u2019s coming, who\u2019s staying \u2014 it\u2019s too early to say. Everything is up for conversation.
