Yes, <strong>Vici Properties<\/strong> has struck again, inking a bargain-price deal to acquire the <strong>Octavius Tower<\/strong> of <strong>Caesars <img loading=\"lazy\" class=\"alignright size-medium wp-image-1444\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2009\/12\/octaviustowerrendering_011209-300x163.jpg\" alt=\"\" width=\"300\" height=\"163\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2009\/12\/octaviustowerrendering_011209-300x163.jpg 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2009\/12\/octaviustowerrendering_011209-150x81.jpg 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2009\/12\/octaviustowerrendering_011209.jpg 400w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/>Palace<\/strong> and <strong>Harrah&#8217;s Philadelphia<\/strong>. On paper, Vici is paying\u00a0$507.5 million and $241.5, respectively, for the two assets. However, thanks to lease-modification hocus-pocus, the purchase price <a href=\"https:\/\/www.marketwatch.com\/story\/caesars-entertainment-to-sell-real-estate-assets-to-vici-properties-2018-05-09\" target=\"_blank\" rel=\"noopener noreferrer\">has been discounted $159 million<\/a>. &#8220;Harrah&#8217;s Philadelphia will bolster our presence on the East Coast [I thought it already had] by establishing a foothold in a top gaming market [I thought it had done that too],&#8221; said Vici CEO <strong>Edward Pitoniak<\/strong>. What I want to know is, how are these cut-price deals maximizing shareholder value?<\/p>\n<p>* <strong>Mohegan Sun<\/strong> has thrown its hat in the ring for a Japanese casino.\u00a0\u201cWe see many similarities between Mohegan Sun and <!--more-->the Japanese regional resort concept,\u201d said CEO <strong>Mario Kontomerkos<\/strong>.\u00a0\u201cLike <strong>Connecticut<\/strong>, the regional markets of <strong>Japan<\/strong> are four-season markets, meaning that a special kind of expertise is required to drive visitation both in the winter snows, and the summer heat.\u201d Compared to the $10 billion megaresorts envisioned for Japan, Kontomerkos&#8217; $1.6 billion <strong>Project Inspire<\/strong> in <strong>South Korea<\/strong> is just a <img loading=\"lazy\" class=\"alignleft size-medium wp-image-20046\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2017\/08\/japan_6-300x200.jpg\" alt=\"\" width=\"300\" height=\"200\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2017\/08\/japan_6-300x200.jpg 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2017\/08\/japan_6-150x100.jpg 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2017\/08\/japan_6.jpg 380w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/>little shack. However, it gives Japanese politicians a view-in-progress <a href=\"http:\/\/www.ggrasia.com\/mohegan-sun-pitches-for-japan-regional-casino\/\" target=\"_blank\" rel=\"noopener noreferrer\">of what Mohegan Sun could do<\/a> for the Land of the Rising Sun. Kontomerkos promises to cross-market the prospective pair of super-resorts.\u00a0\u201cWe will tie our Japanese venture into this connectivity \u2026 to create \u2018tourism synergy\u2019 between the two resorts \u2013 and the two nations \u2013 that will be unmatched in all of <strong>Asia<\/strong>,&#8221; the CEO said. &#8220;In other words, this is a US$5 billion dollar investment not in just Korea, but into all of northern Asia, including Japan.\u201d<\/p>\n<p>Kontomerkos also made a more-bang-for-your-buck argument, saying,\u00a0\u201cMohegan Sun is located in a very remote and rural area in southeast <strong>Connecticut<\/strong>, and has little \u2013 in the way of local population \u2013 <img loading=\"lazy\" class=\"alignright size-medium wp-image-21705\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2018\/05\/Mario-Kontomerkos-300x190.jpg\" alt=\"\" width=\"300\" height=\"190\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2018\/05\/Mario-Kontomerkos-300x190.jpg 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2018\/05\/Mario-Kontomerkos-150x95.jpg 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2018\/05\/Mario-Kontomerkos.jpg 625w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/>to draw from. Yet it is the highest-grossing casino resort in the Western Hemisphere, currently attracting around 11 million visitors per year. This one property creates one-third of the annual visitation of the entire <strong>Macao<\/strong> market.\u201d That&#8217;s data that will be music to Japanese ears.<\/p>\n<p>So will\u00a0<strong>Soci\u00e9t\u00e9\u00a0des<em>\u00a0<\/em>Bains\u00a0de<em>\u00a0<\/em>Mer<\/strong> CEO\u00a0<strong>Jean-Luc Biamonti<\/strong>&#8216;s promise to exceed the Japanese government&#8217;s expectations for responsible-gaming practices. &#8220;In addition to government rules, we will add to these rules to ensure there is no problem \u2013 we will be very protective of the people,\u201d said Biamonti, whose company is teaming with <strong>Galaxy Entertainment<\/strong>, the 800-lb. gorilla of the partnership. <img loading=\"lazy\" class=\"alignleft size-medium wp-image-17053\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/10\/Galaxy-Macau1-300x189.jpg\" alt=\"\" width=\"300\" height=\"189\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/10\/Galaxy-Macau1-300x189.jpg 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/10\/Galaxy-Macau1-150x95.jpg 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/10\/Galaxy-Macau1.jpg 625w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/>Said Biamonti&#8217;s, citing SBM&#8217;s 63% governmentally owned stake, &#8220;We can exclude anyone from the casino and we don\u2019t have to give a reason. If we see a problem we take action.\u201d His message that <a href=\"http:\/\/www.asgam.com\/news\/item\/4727-monte-carlo-boss-says-sbm-galaxy-partnership-would-exceed-government-problem-gambling-expectations.html\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">bread-and-butter players were the worst addicts<\/a> seems to play right into Japanese fears of gambling addictions &#8212; but did you know that the <strong>Monaco Formula 1 Grand Prix<\/strong> loses money every year, too?<\/p>\n<p>* At least one good thing has come out of <strong>Steve Wynn<\/strong>&#8216;s misconduct. In what appears to be an effort to improve its image, <strong>Wynn Macau<\/strong> properties are <a href=\"http:\/\/www.ggrasia.com\/melco-resorts-ups-maternity-paternity-benefits-for-staff\/\" target=\"_blank\" rel=\"noopener noreferrer\">improving their maternity and paternity<\/a> benefits. Good on Wynn &#8212; the company, that is.<\/p>\n<p>While on the subject of Macao, there&#8217;s already talk emanating from <strong>MGM Cotai<\/strong> about <a href=\"http:\/\/www.ggrasia.com\/mgm-hints-additional-900-rooms-at-cotai-property\/\" target=\"_blank\" rel=\"noopener noreferrer\">adding a second tower<\/a> with 900 hotel rooms. The property already has quite a room repertory: 1,248 so-called resort <img loading=\"lazy\" class=\"alignright size-medium wp-image-21317\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2018\/03\/MGM-Cotai-229x300.jpg\" alt=\"\" width=\"229\" height=\"300\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2018\/03\/MGM-Cotai-229x300.jpg 229w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2018\/03\/MGM-Cotai-115x150.jpg 115w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2018\/03\/MGM-Cotai.jpg 600w\" sizes=\"(max-width: 229px) 100vw, 229px\" \/>rooms, 99 suites, 16 skylofts and 27 high-roller villas. This latest announcement <a href=\"http:\/\/www.ggrasia.com\/mgm-hints-additional-900-rooms-at-cotai-property\/\" target=\"_blank\" rel=\"noopener noreferrer\">looks like a play for the premium-mass market<\/a>, although the addition of 100 suites is a pure high-end move. There&#8217;s no timeline for these expansions, even though <strong>MGM China<\/strong> has $325 million budgeted for capex investments this year. CEO <strong>Grant Bowie<\/strong>&#8216;s explanation was an oracular,\u00a0\u201cWe need to respond to the market conditions to make sure that we can meet the expectations.\u201d<\/p>\n<p>* <strong>Florida<\/strong> lawmakers are justthatcloser to being dealt out of casino policy in the Sunshine State. (Visited it last week; loved it.) A February poll of unknown provenance shows 76% percent approval of likely <img loading=\"lazy\" class=\"alignleft size-full wp-image-11613\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/09\/Florida.jpg.jpg\" alt=\"\" width=\"204\" height=\"204\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/09\/Florida.jpg.jpg 204w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/09\/Florida.jpg-150x150.jpg 150w\" sizes=\"(max-width: 204px) 100vw, 204px\" \/>voters of a constitutional amendment under which casino approval would revert to local control only. <strong>Tallahassee<\/strong> would be out of the discussion. The plebiscite needs only 60% to pass. Despite 1.1 million petition signatures and 23K <strong>Facebook<\/strong> &#8220;likes,&#8221; the campaign has the feel of astroturf. Of the $10 million that came into its war chest, the entirety of it came from the <strong>Seminole Tribe<\/strong> and casinophobic <strong>Disney World<\/strong>, two diametrically opposed interest groups who have decided that the enemy of my enemy is my friend.<\/p>\n<p>* Gov. <strong>Mary F<img loading=\"lazy\" class=\"alignleft size-medium wp-image-20505\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2017\/11\/Governor-Mary-Fallin-240x300.jpg\" alt=\"\" width=\"240\" height=\"300\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2017\/11\/Governor-Mary-Fallin-240x300.jpg 240w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2017\/11\/Governor-Mary-Fallin-120x150.jpg 120w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2017\/11\/Governor-Mary-Fallin.jpg 480w\" sizes=\"(max-width: 240px) 100vw, 240px\" \/>allin<\/strong> having appended her signature, <strong>Oklahoma<\/strong> tribal games will soon be eligible for craps and roulette. The Sooner State gets gaming money and tribes get badly coveted games. &#8220;It&#8217;s something the customers are demanding, it will obviously provide some incremental revenue back to the tribes via their casino operations, and then the state and teachers are getting additional funding, as well. I think it&#8217;s one of those opportunities that came to fruition where all parties actually, truly benefit from it,&#8221; said <strong>Cherokee Nation Entertainment<\/strong> COO <strong>Mark Fulton<\/strong>. Last year, tribes paid $137 million in exclusivity fees, which went to a variety of good causes, including mental health.<\/p>\n<p>&#8220;What are currently in operation are games that perform like a craps game or roulette game, but they&#8217;re card-based. In other words, they don&#8217;t have a roulette wheel with a ball spinning around it, and you don&#8217;t have live dice playing the games, but you have all the possible outcomes on those games,&#8221; Fulton said of the outgoing status quo. <strong>Hard Rock<\/strong> in <strong>Tulsa<\/strong>, <strong>West Siloam Springs<\/strong>, and <strong>Roland<\/strong> will be the first beneficiaries. Fulton is particularly looking forward to the incoming games because they will give CNE additional bullets in its bandolier with which to compete with the <strong>Shreveport<\/strong>\/<strong>Bossier City<\/strong> market.<\/p>\n<p>What do with this potential largesse? <strong>Sheila Morago<\/strong>, executive director of the <strong>Oklahoma Indian Gaming Association<\/strong> lays it out: <img loading=\"lazy\" class=\"alignright size-full wp-image-21706\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2018\/05\/Morago.jpg\" alt=\"\" width=\"120\" height=\"153\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2018\/05\/Morago.jpg 120w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2018\/05\/Morago-118x150.jpg 118w\" sizes=\"(max-width: 120px) 100vw, 120px\" \/>&#8220;There are literally only five areas that the tribes can spend their gaming money on, and that&#8217;s in the <strong>Indian Gaming Regulatory Act<\/strong>. Technically, all of the money the casinos make is 100 percent taxed by the tribal government to government services, like any city would with taxes, so &#8211; infrastructure, running the government, education.&#8221; Sounds fair to us.<\/p>\n<p>* April gambling revenue at <strong>Penn National Gaming<\/strong>&#8216;s <strong>Plainridge <img loading=\"lazy\" class=\"alignleft size-full wp-image-11289\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/08\/Plainridge5.jpg\" alt=\"\" width=\"289\" height=\"114\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/08\/Plainridge5.jpg 289w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/08\/Plainridge5-150x59.jpg 150w\" sizes=\"(max-width: 289px) 100vw, 289px\" \/>Park<\/strong> racino nudged up 2%, as looser hold negated 5% higher coin-in. Slot grosses were $183, or $389\/win\/slot\/day, well above the historical average of $357\/slot\/day.
