If <strong>National Indian Gaming Association<\/strong> Chairman <strong>Ernest Stevens<\/strong> is correct, <strong>Internet<\/strong> gaming is so <img loading=\"lazy\" class=\"alignleft size-full wp-image-14860\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/10\/Brown.jpg\" alt=\"\" width=\"183\" height=\"275\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/10\/Brown.jpg 183w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/10\/Brown-99x150.jpg 99w\" sizes=\"(max-width: 183px) 100vw, 183px\" \/>yesterday in the Golden State and sports betting is where it&#8217;s at. And if, as studies show, the black market for sports betting is as high as $400 billion, that&#8217;s prime territory for all the major players in California, whether they be tribal casinos, card rooms or horse tracks. It&#8217;s not like California politicians haven&#8217;t been trying: In the last six years, four sports-betting bills were introduced but none ever made it to Gov. <strong>Jerry Brown<\/strong> (D). Assemblyman <strong>Adam Gray<\/strong> (D) is taking a different tack this time, calling for a constitutional amendment, which would require a popular referendum.<\/p>\n<p>If Gray&#8217;s proposal passes, the Lege would lustily set tax rates, as well as address such concerns as whether sports betting would be Web-based or not. <strong>DraftKings<\/strong> says yes, issuing a <!--more-->statement that it &#8220;will be able to harness our proven technology to provide our customers with innovative sports betting products &#8230;\u00a0the addition of online and mobile sports betting holds the potential to generate billions of dollars annually for cash-strapped state governments.\u201d That&#8217;s the kind of talk politicians like to hear. (Similar sentiments were uttered by <strong>FanDuel<\/strong>.)<\/p>\n<p>Characterizing sports betting as &#8220;casino-style games,&#8221; their sole purview, <strong>California Nations Indian Gaming Association<\/strong> Chairman <strong>Steve Stallings<\/strong> said,\u00a0\u201cLegalization of sports betting should <img loading=\"lazy\" class=\"alignright size-medium wp-image-5733\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/02\/california_state_flag-300x200.jpg\" alt=\"\" width=\"300\" height=\"200\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/02\/california_state_flag-300x200.jpg 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/02\/california_state_flag-150x100.jpg 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/02\/california_state_flag.jpg 384w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/>not become a back-door way to infringe upon that exclusivity.\u201d However, horse-track operator <strong>Stronach Group<\/strong> is already pushing hard for sports books and lobbyists for card rooms <a href=\"http:\/\/www.sandiegouniontribune.com\/business\/la-fi-sports-betting-casinos-20180514-story.html\" target=\"_blank\" rel=\"noopener noreferrer\">have also leapt right in<\/a>:\u00a0\u201cThe decision provides a pathway to help eliminate illegal gambling occurring outside of gaming facilities and create an open, transparent, and responsible industry with fair consumer protections for fans who seek to enhance their sports-watching experience.\u201d<\/p>\n<p>The <strong>Pechanga Band of Indians<\/strong> fired a warning shot across the card rooms&#8217; and tracks&#8217; bow, saying that sports betting was a &#8220;potential amenity&#8221; to casino. And if any attempt to breach tribal exclusivity is made, the indigenous peoples have a deep war chest with which to fight back. Further complicating matters, tribal compacts would have to be renegotiated to reflect the altered landscape.\u00a0\u201cThere was gridlock over Internet poker, so I shake my head, wondering whether the state <img loading=\"lazy\" class=\"alignleft size-medium wp-image-19599\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2017\/04\/californiastate-seal-300x225.jpg\" alt=\"\" width=\"300\" height=\"225\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2017\/04\/californiastate-seal-300x225.jpg 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2017\/04\/californiastate-seal-150x113.jpg 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2017\/04\/californiastate-seal-768x576.jpg 768w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2017\/04\/californiastate-seal.jpg 800w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/>gaming authorities and tribal gaming authorities can actually agree on something. I wouldn\u2019t necessarily bet on it,\u201d says gaming lawyer\u00a0<strong>Kate Lowenhar-Fisher<\/strong>. Even the players unions for the major sporting leagues are trying to get a piece of the action, stating that\u00a0\u201cthe athletes must also have a seat at the table to ensure that players\u2019 rights and the integrity of our games are protected.\u201d Unfortunately, with the major leagues using the word &#8216;integrity&#8217; to justify skimming sports-book proceeds, the unions&#8217; language takes on a hollow ring.<\/p>\n<p><strong>Las Vegas<\/strong> oddsmakers, meanwhile, are taking the potential threat to their $249 million bankroll rather casually. &#8220;To duplicate what Las Vegas does is very hard to do,\u201d warns the <strong>Westgate<\/strong>&#8216;s <strong>Jay Kornegay<\/strong>, who <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2018-05-17\/rip-las-vegas-please-sin-city-bookies-say-bring-it-on-america\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">runs the biggest sports book in Americ<\/a>a, so he ought to know. <img loading=\"lazy\" class=\"alignleft size-medium wp-image-20135\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2017\/08\/Westgate-300x200.jpg\" alt=\"\" width=\"300\" height=\"200\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2017\/08\/Westgate-300x200.jpg 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2017\/08\/Westgate-150x100.jpg 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2017\/08\/Westgate-768x512.jpg 768w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2017\/08\/Westgate.jpg 800w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/>Given the convergence of big-ticket sports events and spikes in Las Vegas tourism, Kornegay&#8217;s sanguine stance is understandable. Some don&#8217;t get it. Clueless <strong>Wynn Resorts<\/strong> CEO <strong>Matt Maddox<\/strong> likens his sports book to his buffet: a low-margin amenity he grudgingly supplies to an expectant public. (One hopes this clown is out of a job and soon.) Don&#8217;t worry, Matt: With at least $150 billion in black-market sports betting coming out of the shadows there will be plenty go around.<\/p>\n<p>* <strong>Lawrence Ho<\/strong> has a lot of irons in the fire. He&#8217;s breaking ground on <strong>City of Dream Mediterranean<\/strong>, on <strong>Cyprus<\/strong>, June 8. Not content to wait for the casino to open in 2021, Ho <a href=\"http:\/\/www.ggrasia.com\/melco-intl-plans-cyprus-ground-breaking-on-june-8\/\" target=\"_blank\" rel=\"noopener noreferrer\">will throw open the doors to temporary casinos<\/a> this summer. (Ho is something of an expert at this, <img loading=\"lazy\" class=\"alignright size-medium wp-image-5670\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/01\/Lawrence-Ho-206x300.jpg\" alt=\"\" width=\"206\" height=\"300\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/01\/Lawrence-Ho-206x300.jpg 206w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/01\/Lawrence-Ho-103x150.jpg 103w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/01\/Lawrence-Ho.jpg 350w\" sizes=\"(max-width: 206px) 100vw, 206px\" \/>thanks to his <strong>Mocha Club<\/strong> slot parlors in <strong>Macao<\/strong>.) COD Mediterranean will cost Ho and his joint-venture partners $652 million &#8230; a drop in the bucket compared to the over $10 billion Ho is prepared to spend in <strong>Japan<\/strong>. Speaking of which, he&#8217;s so gung-ho (pardon the pun) on getting approval from the government that he&#8217;s even promised to move <strong>Melco Resorts &amp; Entertainment<\/strong> HQ to Nippon if he gets the nod.\u00a0\u201cCity of Dreams Mediterranean will showcase our ability to customize our integrated resort development in a way that makes the integrated resort appropriate for the individual market,\u201d CFO <strong>Geoffrey Davis<\/strong> pointedly told a journalist. Melco&#8217;s lease, which expires in 2047, entitles it to one Cypriot megaresort, three slot parlors and one satellite casino.<\/p>\n<p>In a related note of low comedy, <strong>Sociedade de Jogos de Macau<\/strong> made its own pitch for the Japanese market, promising to bring its &#8220;integrity in gaming.&#8221; <a href=\"http:\/\/www.ggrasia.com\/sjm-group-sets-out-its-stall-for-a-japan-casino-bid\/\" target=\"_blank\" rel=\"noopener noreferrer\">That&#8217;s a good one<\/a>. Tell me another, <strong>Stanley Ho<\/strong>. But seriously, the Japanese government was candidates who understand the dynamics of the integrated resort and who can get the job done in a reasonable time frame, not sluggish grind-joint operators. The SJM candidacy pits one of Stanley Ho&#8217;s sons, <strong>Arnaldo Ho<\/strong>, against the more-celebrated Lawrence. May the best son win.<\/p>\n<p>* Net neutrality had a victory in the <strong>U.S. Senate<\/strong>, courtesy of breakaway lawmakers like Sen. <strong>Susan Collins<\/strong> (R) and <strong>Lisa Murkowski<\/strong> (R).
