Due to the exceptionally slow-moving nature of Macanese governmental paperwork, casino developers <a href=\"http:\/\/www.macaudailytimes.com.mo\/on-assignment\/5945-Gaming-Delays-Galaxys-land-grant-cost-MOP66-million.html\" target=\"_blank\" rel=\"noopener\" class=\"broken_link\">have been able to build on their sites for years, rent-free<\/a>. <strong>Las Vegas Sands<\/strong> was able to save at least $3 million on <strong>Venetian Macao<\/strong> (<em>left<\/em>) because it took bureaucrats nearly three years to finalize the lease. <strong>Galaxy Entertainment<\/strong> and <strong>Melco Crown Entertainment<\/strong> are named as other beneficiaries of governmental sloth.<\/p>\n<p>My favorite part of the expos\u00e9 is when it refers to Sands&#8217; stalled <strong>Cotai Strip&#x2122;<\/strong> sites, &#8220;where it pretends [<em>sic<\/em>] to build a total of three hotel and mixed use towers in Cotai.&#8221; No, but it must sometimes feel like a pretense to the <a href=\"http:\/\/www.macaudailytimes.com.mo\/macau\/8867-Sands-China-Hiring-locals-first.html\" target=\"_blank\" rel=\"noopener\" class=\"broken_link\">long-suffering Macanese<\/a>.<\/p>\n<p><strong>Here&#8217;s one way<\/strong> to keep the federal government <a href=\"http:\/\/www.washingtonpost.com\/wp-dyn\/content\/article\/2010\/02\/06\/AR2010020602190.html\" target=\"_blank\" rel=\"noopener\" class=\"broken_link\">out of the casino-taxing business<\/a>, regulate and tax <strong>Internet<\/strong> gambling <a href=\"http:\/\/www.lvrj.com\/news\/breaking_news\/california-considers-legalizing-internet-poker-84054117.html\" target=\"_blank\" rel=\"noopener\">at the state level<\/a>. The <strong>California<\/strong> proposal is more elaborate than the <em>Review-Journal<\/em> lets on and may prove too cumbersome to implement, but given Golden State lawmakers credit for taking a forward-thinking approach. This is a trend worth encouraging.<\/p>\n<p><strong>We&#8217;ve been taking<\/strong> a wait-and-see attitude on <strong>New Jersey<\/strong> Gov. <strong>Chris Christie<\/strong>, vis-a-vis gaming issues, and so far it&#8217;s been a mixed bag but mostly positive. His reversal of a <strong>Jon Corzine<\/strong> policy to have casinos police themselves in the event of another government shutdown was a sensible move. <em>S&amp;G<\/em> also took heart from his declaration that the state&#8217;s horse tracks would have to be self-sufficient, as that implicitly meant the horsey set would have to been itself from the $30 million\/year teat supplied by <strong>Atlantic City<\/strong>&#8216;s casinos.<\/p>\n<p>However, Christie &#8212; if not exactly flip-flopping &#8212; <a href=\"http:\/\/www.pressofatlanticcity.com\/news\/press\/new_jersey\/article_26d3143e-1469-11df-bda6-001cc4c03286.html\" target=\"_blank\" rel=\"noopener\">is starting to waffle a bit<\/a> where once he was flatly opposed to VLTs at tracks. Way to push Atlantic City under the bus, guv! Then again, if it&#8217;s going to require massive tax incentives to get <strong>Revel<\/strong> finished on the Boardwalk (as appears to be the case), slots at tracks may be the bitter pill Atlantic City has to swallow in order to sweet-talk additional development dollars out of <strong>Trenton<\/strong>&#8216;s grip.<\/p>\n<p><strong>Whoever takes<\/strong> the reins at <strong>Pinnacle Entertainment<\/strong> is going find themselves a lame duck. Supposedly interim CEO <strong>John Giovenco<\/strong> <a href=\"http:\/\/www.pressofatlanticcity.com\/news\/press\/atlantic_city\/article_5187d040-1273-11df-be6c-001cc4c002e0.html\" target=\"_blank\" rel=\"noopener\">continues to preempt major decisions<\/a> that ought to be the prerogative of his successor. There&#8217;s no dearth of available executive talent, so Pinnacle&#8217;s stalling tactics are a head-scratcher &#8230; unless Chairman <strong>Richard Goeglein<\/strong>&#8216;s endgame is land an obliging patsy who will carry out his (Goeglein&#8217;s) vision for the company.<\/p>\n<p><strong>Trouble in Rivers Casino<\/strong>. If business doesn&#8217;t continue to pick up at <strong>Pittsburgh<\/strong>&#8216;s downtown slot parlor, it&#8217;ll have to raid the casino cage to meet its commitments to the city and county.
