Bettors, meanwhile, are crying all the way to the bank. Among the games that tilted the balance was a <strong>Kansas City Chiefs<\/strong>\/<strong>Cleveland Browns<\/strong> contest that had only an eight-point spread. The elite <img loading=\"lazy\" class=\"alignleft size-full wp-image-15124\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/12\/NFL.jpg\" alt=\"\" width=\"200\" height=\"200\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/12\/NFL.jpg 200w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/12\/NFL-150x150.jpg 150w\" sizes=\"(max-width: 200px) 100vw, 200px\" \/>Chiefs blew out the lowly Browns by twice that number.\u00a0&#8220;We were pretty much done at that point. Disaster,&#8221; <strong>MGM Resorts International<\/strong> sports book boss <strong>Jay Rood<\/strong> told <strong>ESPN<\/strong>.\u00a0&#8220;Bad. Really bad.\u00a0We won one key decision today,&#8221; added <strong>Caesars Entertainment<\/strong>&#8216;s chief of risk operations, <strong>Jeff Davis<\/strong>. Similar wipeouts were reported in <strong>Mississippi<\/strong> and <strong>New Jersey<\/strong>. Among other things, last Sunday underscores how volatile and low-profit the sports book can be, and why states and leagues are unwise to look at it as the gravy train.<\/p>\n<p>* October was big for <strong>Maryland<\/strong>, which saw an 18.5% increase in casino revenue. <strong>MGM National Harbor<\/strong> posted a mind-boggling 41.5% blastoff ($73.5 million), while <strong>Maryland Live<\/strong> ($47 million) had to settle for 2.5% more business. Perhaps we were <img loading=\"lazy\" class=\"alignright size-medium wp-image-14276\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/08\/Horseshoe-Baltimore-300x200.jpg\" alt=\"\" width=\"300\" height=\"200\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/08\/Horseshoe-Baltimore-300x200.jpg 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/08\/Horseshoe-Baltimore-150x100.jpg 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/08\/Horseshoe-Baltimore.jpg 600w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/><br \/>\ntoo quick to write off <strong>Horseshoe Baltimore<\/strong>, which posted a 7.5% jump (and a $21 million gross), and <strong>Penn National Gaming<\/strong>&#8216;s red-headed stepchild, <strong>Hollywood Casino Perryville<\/strong> ($6 million)\u00a0slipped\u00a01.5%. <strong>Ocean Downs<\/strong> galloped 16% ahead to $6 million but <strong>Golden Entertainment<\/strong>&#8216;s <strong>Rocky Gap Casino<\/strong> stumbled 4% to $4.5 million. National Harbor owns 46.5% of market share, Maryland Live has 30% and Horseshoe is way back there with 13%. Over in <strong>West Virginia<\/strong>, it was deuces wild at <strong>Hollywood Casino Charles Town<\/strong>, down 2% on 2% less slot revenue and 2% less table win.<\/p>\n<p>*\u00a0Even as voters in <strong>Arkansas<\/strong> are casting ballots on whether or not to legalize casinos, <strong>Delaware North<\/strong> is trying to tip the scales <a href=\"https:\/\/talkbusiness.net\/2018\/11\/west-memphis-could-get-200-million-hotel-and-convention-center-if-casino-measure-passes\/\" target=\"_blank\" rel=\"noopener noreferrer\">with a last-minute promise<\/a>. Owner of <strong>Southland Gaming &amp; Racing<\/strong> in <strong>West Memphis<\/strong>, Delaware North said it is ready to build a $200 million hotel and convention center at the track, which would be juiced into <img loading=\"lazy\" class=\"alignleft size-full wp-image-22842\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2018\/11\/Southland_Greyhound_Park.jpg\" alt=\"\" width=\"220\" height=\"166\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2018\/11\/Southland_Greyhound_Park.jpg 220w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2018\/11\/Southland_Greyhound_Park-150x113.jpg 150w\" sizes=\"(max-width: 220px) 100vw, 220px\" \/>casino gambling if <strong>Issue 4<\/strong> passes. Of course, the hotel project will probably go away if the ballot question fails, so there&#8217;s definitely some <em>quid pro quo<\/em> in the works. Alas, whatever happens Southland will not end the inhumane sport of dog racing, which is almost enough to make you root against them. Issue 4 is coming down to the wire, with 49% support and 43% opposition, according to one poll. Proponents of the amendment are promising 6,000 new jobs (half of them indirectly created) and $5.8 higher GDP &#8212; not to mention the retention of all those gamblers presently headed for <strong>Tunica<\/strong> or <strong>Oklahoma<\/strong>.<\/p>\n<p>While <strong>Oaklawn<\/strong> horse racing track has remained officially natural on Issue 4, it has to like a provision cosseted within the amendment. Tax rates on wagering revenue would fall from their present 20% to 13% for the first $150 million in revenue, reverting to <img loading=\"lazy\" class=\"alignright size-full wp-image-14803\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/10\/caesarscasino_1.png\" alt=\"\" width=\"240\" height=\"240\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/10\/caesarscasino_1.png 240w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/10\/caesarscasino_1-150x150.png 150w\" sizes=\"(max-width: 240px) 100vw, 240px\" \/>20% on every dollar above that. With two casino licenses at large in Issue 4, interested parties like <strong>Warner Gaming<\/strong> and <strong>Mississippi<\/strong>&#8216;s <strong>Gulfside Casino<\/strong> have been funding pro-Issue 4 advertising. Ironically, voters in <strong>Pope County<\/strong> (one of the juiced-in jurisdictions) could vote in favor of Issue 4 yet also pass a ordinance that would require a local vote on casinos). A late and unlikely entrant in the underfunded anti-casino ranks is Caesars Entertainment, protecting its Tunica flank, but weighing in with only a week to go, perhaps too late to influence those swing voters. In 24 hours, when we tabulate today&#8217;s winners and losers, into which column will Caesars fall? It&#8217;s up to the electorate.<\/p>\n<p>* <strong>Hard Rock Atlantic City<\/strong> has had its first run-in with <strong>New Jersey<\/strong>\u00a0regulators. In hiring Asian-marketing executive <strong>Mann Lien<\/strong> it <a href=\"https:\/\/www.pressofatlanticcity.com\/news\/press\/casinos_tourism\/hard-rock-fined-by-division-of-gaming-enforcement\/article_7623dca9-d6a0-5f52-b6ec-6dc45a3d3e6d.html\" target=\"_blank\" rel=\"noopener noreferrer\">failed to notify<\/a> the Division of Gaming Enforcement, an absolute no-no. The sting of the fine &#8212; $5,000 &#8212; won&#8217;t cause Hard Rock to lose very much sleep but it does create questions about why <strong>Hard Rock International<\/strong> felt the need to be sneaky.
