The legislation would authorize five casinos in <strong>Bristol<\/strong>,\u00a0<strong>Danville<\/strong>, <strong>Portsmouth<\/strong>, <strong>Richmond<\/strong> and <strong>Norfolk<\/strong> <img loading=\"lazy\" class=\"alignleft size-full wp-image-12165\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/12\/Virginia-state-flag.jpg\" alt=\"\" width=\"266\" height=\"189\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/12\/Virginia-state-flag.jpg 266w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/12\/Virginia-state-flag-150x106.jpg 150w\" sizes=\"(max-width: 266px) 100vw, 266px\" \/>respectively and juices the <strong>Pamunkey Indian Tribe<\/strong> into one of the casinos. The latter has declared its willingness to waive sovereignty and operate a private-sector casino along the same rules as everyone else. Why? Because the Pamunkey tribe is pursuing federal recognition and <a href=\"https:\/\/www.indianz.com\/IndianGaming\/2018\/12\/19\/pamunkey-tribe-finds-welcoming-host-for.asp\" target=\"_blank\" rel=\"noopener noreferrer\">r<\/a>uns up against the same <em>Carcieri v. Salazar<\/em> hurdle that has stalled the <strong>Mashpee Wampanoag<\/strong> in <strong>Massachusetts<\/strong>. The Pamunkey had been looking at Richmond as a casino market but have lately shifted their courtship to Norfolk. How could they own a casino if not federally recognized? A concerned reader in Virginia reports\u00a0that they&#8217;ll transfer the title to <strong>Jon Yarborough<\/strong> of <strong>VGT Slots<\/strong>.<\/p>\n<p>Should the legislation makes its way to Gov. <strong>Ralph Northam<\/strong>&#8216;s desk it might not get inked, seeing as Northam thinks things are moving <!--more-->too swiftly. (A sports-betting bill got left behind in committee while the casino bill flew out.) Others in the Lege agree. \u00a0State Sen. <strong>Scott Surovell<\/strong> (D) balks at the proposed 10% tax rate, which would be the second-lowest on the East Coast. His Republican <img loading=\"lazy\" class=\"alignright size-medium wp-image-23337\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2019\/01\/Suetterlein-300x300.jpg\" alt=\"\" width=\"300\" height=\"300\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2019\/01\/Suetterlein-300x300.jpg 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2019\/01\/Suetterlein-150x150.jpg 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2019\/01\/Suetterlein.jpg 400w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/>colleague,\u00a0Sen. <strong>David Suetterlein <\/strong>(<em>pictured<\/em>)\u00a0thinks the gaming-study provision is too little, too soon:\u00a0\u201cIt looks like it\u2019s just a first step in a few-year process to making it happen. This is a gambling bill that has a small provision for a study in it,\u201d he <a href=\"https:\/\/www.richmond.com\/news\/virginia\/government-politics\/general-assembly\/casino-legislation-clears-first-hurdle-in-virginia-senate-after-significant\/article_3726cb95-4d93-5cdc-8228-69fb2687aa78.html\" target=\"_blank\" rel=\"noopener noreferrer\">told a Richmond newspaper<\/a>. Another concern that has been voiced is that all the casinos would be along Virginia&#8217;s southern tier, targeting <strong>North Carolina<\/strong> and <strong>Tennessee<\/strong>, rather than trying to claw back all that northern-Virginia money that is flowing into the coffers of <strong>MGM National Harbor<\/strong>. In its present form, the casino bill looks neither especially lucrative nor well-considered. As Surovell puts it,\u00a0\u201cAnd this bill\u2019s probably going to be amended by three or four committees and the governor by the time we get it.\u201d We hope so.<\/p>\n<p>* Speaking of <strong>MGM Resorts International<\/strong>, it undoubtedly was banking on the headline value of Lady Gaga when it signed her for a two-year residency at <strong>Park MGM<\/strong> and they&#8217;re getting that for which they bargained. Her Ladyship was tickling the ivories during a performance of <em>Enigma<\/em> when she stopped to <a href=\"https:\/\/boingboing.net\/2019\/01\/22\/lady-gaga-interrupts-her-conce.html\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">lay a verbal smackdown<\/a> on <strong>Donald Trump<\/strong> and <strong>Mike Pence<\/strong> (whose wife teaches at private school\u00a0which bans LGBT faculty and students).<\/p>\n<p>*\u00a0In a win for the home team, <strong>Melco Resorts &amp; Entertainment<\/strong> was <a href=\"http:\/\/www.ggrasia.com\/melco-resorts-gets-40-mass-gaming-tables-macau-regulator\/\" target=\"_blank\" rel=\"noopener noreferrer\">granted 40 new-to-market tables<\/a> (in addition to the 40 it was already moving) at <strong>Morpheus<\/strong>. The new tables will be dedicated to mass-market play. By contrast, <strong>MGM Cotai<\/strong> was only skedded for 25 new tables, valid for redemption on New Year&#8217;s Day. You might say that Morpheus isn&#8217;t sleeping on the job.<\/p>\n<p>* Can imagine a casino limping along for three years whilst operating at a loss? It happened at <strong>Vietnam<\/strong>&#8216;s <strong>Royal Casino<\/strong> (a &#8220;royal&#8221; casino in a Communist country?), which posted a revenue geyser of 48% last year. What accounts for the dramatic improvement? The completion of a highway to <strong>Haiphong<\/strong>, which evidently brought many more gamblers with it. (Some layoffs occurred, too.) Congratulations to <strong>Royal International Corp<\/strong>. for hanging in there and waiting for its investment to yield dividends. Incidentally, Vietnam&#8217;s first locals casino, <strong>Corona<\/strong> on <strong>Phu Quoc Island<\/strong>, opened last weekend and we&#8217;ll be reading the tea leaves intently. So will <strong>Las Vegas Sands<\/strong>, which mulled a Vietnamese casino but drew back at the thought of having to make a 100% ROI in three years or less.
