Not only do they want an early extension of their terra forma monopoly, which expires in 2024, they want <a href=\"https:\/\/www.theadvocate.com\/baton_rouge\/news\/politics\/legislature\/article_3510412c-78f3-11e9-9b46-d3269d06d680.html\" target=\"_blank\" rel=\"noopener noreferrer\">a big-ass tax rebate<\/a> <img loading=\"lazy\" class=\"alignright size-medium wp-image-21460\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2018\/04\/harrahs-hotel-front-300x230.jpg\" alt=\"\" width=\"300\" height=\"230\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2018\/04\/harrahs-hotel-front-300x230.jpg 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2018\/04\/harrahs-hotel-front-150x115.jpg 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2018\/04\/harrahs-hotel-front-768x590.jpg 768w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2018\/04\/harrahs-hotel-front.jpg 960w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/>to go with it. At stake is a 2001 law whereby hotels like Harrah&#8217;s are required to pay 9% to the state in sales and occupancy taxes. That adds up: $40 million over 18 years. Now Harrah&#8217;s <a href=\"https:\/\/www.theadvocate.com\/baton_rouge\/news\/politics\/legislature\/article_3510412c-78f3-11e9-9b46-d3269d06d680.html\" target=\"_blank\" rel=\"noopener noreferrer\">wants the money back<\/a>. It has written language into <strong>HB 544<\/strong> that would exempt it from those taxes, a sweet deal. However, neither the convention center nor the <strong>Superdome Commission<\/strong> is amused. Harrah&#8217;s\u2014which is planning\u00a0a 340-room ancillary hotel\u2014needs to resolve the matter first in a <strong>Baton Rouge<\/strong> court which will hear its contention that the taxes are unconstitutional.<\/p>\n<p>Gov. <strong>John Bel Edwards<\/strong> (D) balks at what looks like special treatment for Harrah&#8217;s. &#8220;I don\u2019t know how you would do that with respect to <!--more-->Harrah\u2019s and not all of the rest,\u201d he told reporters. Harrah&#8217;s has a lot practice: It has been litigating this since 2010.\u00a0\u201cHarrah\u2019s New Orleans doesn\u2019t comment on pending litigation, although we would note that no other state imposes a tax on comped rooms, nor do other casinos or hotels in <strong>Louisiana<\/strong> pay such a tax,\u201d the company said. We&#8217;ll see how much ice that cuts in court, since HB 544&#8217;s rebate is contingent upon a Harrah&#8217;s win.<\/p>\n<p>* With resort fees running rampant, <strong>Booking.com<\/strong> wants a piece of the action. It is pondering charging hotels a commission on resort fees and for-pay wifi. This could be a problem for resorts that use resort fees to claw back <a href=\"https:\/\/skift.com\/2019\/05\/20\/booking-to-charge-commission-on-resort-fees-in-major-shakeup-for-hotel-revenue\/\" target=\"_blank\" rel=\"noopener noreferrer\">what they&#8217;re losing to OTAs<\/a>. As <strong>Skift.com<\/strong> reports, &#8220;In <strong>Las Vegas<\/strong>, for <img loading=\"lazy\" class=\"alignleft size-medium wp-image-4478\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/08\/Circus-Circus-pic-300x193.jpg\" alt=\"\" width=\"300\" height=\"193\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/08\/Circus-Circus-pic-300x193.jpg 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/08\/Circus-Circus-pic-150x96.jpg 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/08\/Circus-Circus-pic.jpg 310w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/>example, resort fees are sometimes higher than the room charge.&#8221; Booking.com&#8217;s change of policy is supposed to go into effect next month, presuming that hotels cooperate. Our suspicion? The hospitality industry will try to make the money back\u2014by raising resort fees still higher. Call it a historically informed guess. Then there are those like <em>VitalVegas<\/em> author <strong>Scott Roeben<\/strong> who see an upside in this move, thinking it could be <a href=\"https:\/\/www.independent.co.uk\/travel\/news-and-advice\/resort-fees-extra-charges-hotels-booking-commission-las-vegas-new-york-a8923056.html\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">the beginning of the end of resort fees<\/a>. Given how passionately CEOs like <strong>Jim Murren<\/strong> cling to their resort-fee revenue I&#8217;m guardedly skeptical but let&#8217;s hope Roeven is right. As for resort-fee scofflaws, they include <strong>Donald Trump<\/strong>, whose English <strong>Trump Turnberry<\/strong> tried socking customers with a $25 impost until informed it was in violation of U.K. rules.<\/p>\n<p>* <strong>EB-5<\/strong> investors in the <strong>Lucky Dragon Casino<\/strong> find themselves <a href=\"https:\/\/www.reviewjournal.com\/business\/casinos-gaming\/lucky-dragons-foreign-investors-demand-refund-1666732\/\" target=\"_blank\" rel=\"noopener noreferrer\">doubly out in the cold<\/a>, being bereft of their $550,000 investments and the green cards they were promised. Ditto a Canadian high roller who paid $400,000 for one <img loading=\"lazy\" class=\"alignright size-medium wp-image-16752\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/09\/Lucky-Dragon-Allure-300x300.jpg\" alt=\"\" width=\"300\" height=\"300\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/09\/Lucky-Dragon-Allure-300x300.jpg 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/09\/Lucky-Dragon-Allure-150x150.jpg 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/09\/Lucky-Dragon-Allure-1024x1024.jpg 1024w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/09\/Lucky-Dragon-Allure.jpg 1030w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/>night&#8217;s exclusive use of the casino. Forty investors are suing on the grounds that they are &#8220;entitled&#8221; to their money. They probably have as much as getting blood from a stone but can&#8217;t be faulted for trying.\u00a0\u201cLosing your money is awful; on the other hand, if you don\u2019t get a green card, that\u2019s double punishment,\u201d said their attorney. Between construction costs and suspicious-sounding &#8220;administrative fees,&#8221; the EB-5 crowd is out $98.5 million.<\/p>\n<p>The lawsuit seemed to come as news to <strong>CBRE<\/strong> broker <strong>Michael Parks<\/strong>, who told <strong>Sheldon Adelson<\/strong>&#8216;s <em>Las Vegas Review-Journal<\/em>,\u00a0\u201cWe were always under the impression that the bankruptcy wiped everyone out.\u201d (Snow Covered Capital sold the property through CBRE.) They&#8217;ll see about that in court.<\/p>\n<p>* <strong>Nevada<\/strong> continues to outpace the national in job growth, adding 49,600 last month. <strong>Reno<\/strong> was fastest, at 5.5%, while <strong>Las Vegas<\/strong> employment grew 2.4%. The national average is just under 2%. Unemployment rates only shrank incrementally, suggesting an influx of new workers. Still, every little bit helps.<\/p>\n<p>* Congratulations to attorney <strong>Steve Cohen<\/strong>, <a href=\"https:\/\/lasvegassun.com\/news\/2019\/may\/17\/las-vegas-lawyer-appointed-to-nevada-gaming-commis\/\" target=\"_blank\" rel=\"noopener noreferrer\">named<\/a> by Gov. <strong>Steve Sisolak<\/strong> (D) to the <strong>Nevada Gaming Commission<\/strong>. Sisolak needs to be careful: Cohen is the second straight lawyer he&#8217;s named to the NGC, running the risk of repeating Gov. <strong>Jim Gibbons<\/strong>&#8216; mistake of packing the <strong>Nevada Gaming Control Board<\/strong> with lawyers at a time when the casino industry&#8217;s problems cried out for a forensic accountant instead.<\/p>\n<p>* Las Vegas buffets have managed to maintain civility around the crab legs. Other cities have <a href=\"https:\/\/www.insideedition.com\/media\/videos\/why-so-many-people-are-fighting-over-crab-legs-buffets-53041\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">not been so lucky<\/a>. The solution? Rationing.
