Literally. In an almost-unheard-of development in gaming, Bidask put a &#8220;sell&#8221; recommendation on low-priced CZR shares. Perhaps this reflects caution over Caesars&#8217; still-massive debt overhang or of the additional debt that would be <img loading=\"lazy\" class=\"alignleft size-full wp-image-14817\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/10\/carl_icahn.jpg\" alt=\"\" width=\"250\" height=\"211\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/10\/carl_icahn.jpg 250w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/10\/carl_icahn-150x126.jpg 150w\" sizes=\"(max-width: 250px) 100vw, 250px\" \/>undertaken in an <strong>Eldorado Resorts<\/strong> takeover. Either way, we&#8217;re glad to see somebody on <strong>Wall Street<\/strong> telling it like it is with the Roman empire, whose best years appear to be behind it. Meanwhile, having subjugated Caesars, <strong>Carl Icahn<\/strong> is <a href=\"https:\/\/www.reuters.com\/article\/us-occidental-icahn-lawsuit\/investor-icahn-sues-occidental-petroleum-over-misguided-anadarko-deal-idUSKCN1T01YE\" target=\"_blank\" rel=\"noopener noreferrer\">poised to do the same<\/a> to <strong>Occidental Petroleum<\/strong>, threatening to depose the board and sell off assets. (Sound familiar?) Icahn&#8217;s umbrage is motivated by a\u00a0\u201cfundamentally misguided and hugely overpriced\u201d purchase of <strong>Andarko<\/strong> for $38 billion. In addition to faulting the Occidental executive team for being excessively compensated, Uncle Carl says the board\u00a0<!--more-->\u201cmade numerous blunders in recent months and might continue to trip over their feet if &#8230;\u00a0not strengthened.\u201d Since he controls $1.6 billion in Occidental stock, Icahn can say whatever he likes. Occidental shares have\u00a0been way off since the first whiff of the deal with fellow fracker Andarko, so Icahn can be said to know whereof he speaks.<\/p>\n<p>* Speaking of Caesars, a player going by the handle of &#8220;<strong>jacu<\/strong>&#8221; (short for <em>j&#8217;accuse<\/em>?) says <strong>Paris-Las Vegas<\/strong> welshed on a promotional offer for a $200 <strong>Home Depot<\/strong> gift card because jacu used the check-in kiosk rather than<br \/>\n<img loading=\"lazy\" class=\"alignright size-medium wp-image-1365\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2009\/11\/paris-las-vegas-300x271.jpg\" alt=\"\" width=\"300\" height=\"271\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2009\/11\/paris-las-vegas-300x271.jpg 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2009\/11\/paris-las-vegas-150x135.jpg 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2009\/11\/paris-las-vegas.jpg 553w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/>waiting in the typical, endless check-in line at the desk. An attempt to get $200 of free play from a casino host entailed 30 minutes of argument and &#8220;the guy was a total prick about the whole thing.&#8221; A different host reportedly covered the resort fees (nice guy) and a pizza, although the fact that jacu was playing blackjack at $200\/hand probably helped. (Now you know what to do in order to get your resort fees comped.) &#8220;Customer service is atrocious in <strong>Las Vegas<\/strong> at the moment,&#8221; declares jacu, saying <strong>Aria<\/strong> cocktail servers who weren&#8217;t in the high-limit rooms &#8220;looked\/acted like they were ready to jump off a bridge&#8221;\u2014the first manifestations of <strong>MGM 2020<\/strong>?\u2014while those over at <strong>The Cosmopolitan of Las Vegas<\/strong> &#8220;seemed a bit disgruntled, but they weren&#8217;t blatantly rude.&#8221; However, up at the <strong>Golden Nugget<\/strong> &#8220;everyone seemed to be enjoying themselves, hosts were actively talking to people &#8230; the strip [<em>sic<\/em>] has some soul-searching to do.&#8221; I guess the moral of this story is that if you&#8217;re going to play, do it <strong>Downtow<\/strong>n.<\/p>\n<p>* Gaming expansion in <strong>Illinois<\/strong> is becoming totally out of hand. Thanks to the Christmas tree that was the recent omnibus bill from the Lege, the Illinois lottery will be allowed to establish 2,500 sports-betting kiosks in Year One, followed by another 2,500 in Year Two. This will probably siphon off so much betting that the casinos will have to settle for the dregs. The only drawback <img loading=\"lazy\" class=\"alignleft size-full wp-image-9188\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2012\/06\/Illinois.jpg\" alt=\"\" width=\"225\" height=\"224\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2012\/06\/Illinois.jpg 225w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2012\/06\/Illinois-150x149.jpg 150w\" sizes=\"(max-width: 225px) 100vw, 225px\" \/>(for the lottery) is that you have to make a three-game parlay bet, so it&#8217;s not completely the end of the world. The Lottery is shopping around for a betting operator\u2014paging <strong>Scientific Games<\/strong>\u2014while we agree with state Rep. <strong>David McSweeney<\/strong> (R) that this is \u201ca massive expansion of gambling that goes way too far.\u201d State Rep. <strong>Allen Skillicorn<\/strong> (R) concurred, predicting that wide-open sports betting would \u201coversaturate the market and frankly, not get as much revenue as the state expects.\u201d Unfortunately, his argument was grounded in tiresome anti-gambling rhetoric such as \u201cFor every dollar that goes in, how many dollars go out to deal with people that no longer can afford their rent or food and have to apply for food stamps or other welfare?\u201d Wouldn&#8217;t one ask the same about the lottery?<\/p>\n<p>Having been shut out of Illinois, <strong>DraftKings<\/strong> must now face being put on ice in <strong>West Virginia<\/strong> until the guvmint can ensure <a href=\"https:\/\/apnews.com\/190bfef2d334402b9e91208d47a3d5b4\" target=\"_blank\" rel=\"noopener noreferrer\">that it&#8217;s in compliance<\/a> with the <strong>Federal Wire Act<\/strong>, which itself is somewhat in flux at the moment.<\/p>\n<p>* Few good ideas come out of <strong>Carson City<\/strong> but here&#8217;s one. Thanks to a new law signed by Gov. <strong>Steve Sisolak<\/strong>\u00a0(D), casinos will have to file emergency-response <img loading=\"lazy\" class=\"alignleft size-full wp-image-14730\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/10\/Sisolak.jpg\" alt=\"\" width=\"210\" height=\"201\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/10\/Sisolak.jpg 210w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/10\/Sisolak-150x143.jpg 150w\" sizes=\"(max-width: 210px) 100vw, 210px\" \/>plans <a href=\"https:\/\/apnews.com\/497005dba7f04538838ac97f39658eee\" target=\"_blank\" rel=\"noopener noreferrer\">on a yearly basis<\/a>. The <strong>Mandalay Bay Massacre<\/strong> inspired this heightened awareness whereas beforehand the casino industry probably would have been allowed to slide. Now casinos that flout the law will get fined by the <strong>Nevada Gaming Control Board<\/strong>. The legislative action follows an embarrassing revelation by the <em>Las Vegas Review-Journal<\/em> that some casinos hadn&#8217;t revised their emergency plans in as much as five years. As for gaming, it can take consolation in the fact that local governments will be held to the same safety stance now.<\/p>\n<p>* Even though casino revenue just hit a record level in the U.S., the rising tide is not lifting all boats. Just ask the <strong>Eastern Shoshone Tribe<\/strong>, who are having to lay off employees and shutter entire departments at <strong>Shoshone Rose Casino &amp; Hotel<\/strong> due to fading business. On <a href=\"https:\/\/www.azcentral.com\/story\/news\/local\/arizona\/2019\/06\/06\/construction-new-casino-fort-mcdowell-yavapai-nation-schedule-opening-2020\/1358339001\/\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">a happier note<\/a>, the <strong>Yavapai Nation<\/strong> topped off construction of $120 million, 900-slot\u00a0<strong>We-Ko-Pa Casino Resort<\/strong>\u00a0last week. The casino is scheduled to open next year.\u00a0&#8220;I didn&#8217;t think I would ever see this because I&#8217;m going on 24 years serving this tribe,&#8221; said\u00a0<strong>Bernadine Burnette<\/strong>, president of the <strong>Fort McDowell Yavapai Nation<\/strong>. The project had been kicking around for the better part of 20 years and through several changes of tribal government before breaking ground in 2018.
