{"id":24721,"date":"2019-08-19T08:35:32","date_gmt":"2019-08-19T16:35:32","guid":{"rendered":"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/?p=24721"},"modified":"2020-05-11T07:54:36","modified_gmt":"2020-05-11T15:54:36","slug":"chicago-lightfoots-folly-penn-mulls-trop-expansion","status":"publish","type":"post","link":"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/chicago-lightfoots-folly-penn-mulls-trop-expansion\/","title":{"rendered":"Chicago: Lightfoot&#8217;s folly; Penn mulls Trop expansion"},"content":{"rendered":"<p>Between 72% taxes and 30% operating costs, a <strong>Chicago<\/strong> casino is a money-losing proposition, at best one <a href=\"https:\/\/www.chicagobusiness.com\/greg-hinz-politics\/chicago-casino-likely-dead-unless-someone-agrees-take-less\" target=\"_blank\" rel=\"noopener noreferrer\">eking out\u00a0a 3% profit<\/a>. <strong>Union Gaming Group<\/strong> <a href=\"https:\/\/ggbnews.com\/article\/chicago-casino-toddlin\/\" target=\"_blank\" rel=\"noopener noreferrer\">minced few words<\/a>, reporting, \u201cThe [$15 million] reconciliation fee alone would wipe out any profits generated for <img loading=\"lazy\" class=\"alignleft size-medium wp-image-24311\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2019\/06\/Lightfoot-200x300.jpg\" alt=\"\" width=\"200\" height=\"300\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2019\/06\/Lightfoot-200x300.jpg 200w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2019\/06\/Lightfoot-100x150.jpg 100w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2019\/06\/Lightfoot-768x1152.jpg 768w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2019\/06\/Lightfoot-683x1024.jpg 683w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2019\/06\/Lightfoot.jpg 1200w\" sizes=\"(max-width: 200px) 100vw, 200px\" \/>many years, if not decades. The return on investment profile for all five sites is subpar, if not negative over the five years projected.\u201d Translation: You&#8217;d have to be awfully desperate to bid on this project. The hits kept on coming.\u00a0\u201cTourists generally will not patronize a casino in an area that is inconvenient relative to where they are staying or perceived as unsafe, nor will tourists be eager to book a room at a casino\u2019s hotel if there are no other easily accessed attractions nearby.\u00a0For these reasons and more we would not expect a material number of tourists to patronize any of the five sites analyzed herein. Instead, these sites will primarily draw patrons from persons living within close proximity.\u201d Which, since Mayor <strong>Lori Lightfoot<\/strong> (D) wants to put the casinos in the slums, means the &#8220;persons living within close proximity&#8221; won&#8217;t have much money with which to gamble.<\/p>\n<p>Lightfoot <a href=\"https:\/\/www.reuters.com\/article\/us-chicago-casino\/high-taxes-fees-make-chicago-casino-not-financially-feasible-idUSKCN1V31YH\" target=\"_blank\" rel=\"noopener noreferrer\">tried to paper<\/a> over the negative finding with happy talk about <!--more-->looking forward &#8220;to working with the governor and legislative leaders to revise the legislation.\u201d That got precisely nowhere with state Sen. <strong>Terry Link<\/strong> (D), who said no to any tax reduction, adding that the casino would wonderfully profitable, no matter who built it. Even Lightfoot isn&#8217;t willing to take a penny less than the 33% gross-receipts tax that goes directly to the Windy City.<\/p>\n<p>Lightfoot doesn&#8217;t want to put the casino anywhere near (a logical location) <strong>McCormick Center<\/strong>, for fear it would siphon off conventioneers from the older property. Also, Lightfoot may opt for a city-owned casino, which doesn&#8217;t make much sense if you&#8217;re going to run it as a big-ass\u00a0loss-leader. More promise is shown by the 500-machine slot routes at <strong>Midway Airport<\/strong> and <strong>O&#8217;Hare International<\/strong>, which could net $37 million a year. However, unless the Lege (and Lightfoot) are willing to temper their greed for taxes, that Chicago casino is going to get mighty few peeps of interest.<\/p>\n<p>* <strong>Louisiana<\/strong> gaming revenues took a swan dive last month, down 9% for a $202 million gross. <strong>JP Morgan<\/strong> analyst <strong>Joseph Greff<\/strong> fingers <strong>Hurricane Barry<\/strong> as the culprit. It closed <strong>Boomtown New Orleans<\/strong> for a weekend, just when it would hurt the most. Boomtown took in $9 million (-10%), while <strong>Treasure Chest<\/strong> grossed $8.5 million (-9%) and <strong>Fair Grounds<\/strong> racino was flat at $3.5 million. <strong>Amelia Belle<\/strong> fell 12% to $3.5 million and <strong>Harrah&#8217;s New Orleans<\/strong>\u00a0spiraled downward 13% to $20.5 million. In <strong>Lake Charles<\/strong> the hardest-hit was <strong>L&#8217;Auberge du Lac<\/strong>, plunging 19% to $25 million, while <strong>Golden Nugget<\/strong> shed 5.5% to finish at $28 million. <strong>Delta Downs<\/strong> faded 8.5% to $15 million while <strong>Isle Grand Palais<\/strong> slid 14.5% to $8 million.<\/p>\n<p>The snakebitten <strong>Baton Rouge<\/strong> market did almost better than expected. One says &#8220;almost&#8221; because <strong>Belle of Baton Rouge<\/strong> toppled 33% to $2 million (how low do the grosses have to get before <strong>Eldorado Resorts<\/strong>\u00a0shutters the place?). <strong>Casino Rouge<\/strong> slipped 8% to $4 million and <strong>L&#8217;Auberge Baton Rouge<\/strong> was down 3% to $11.5 million. As for <strong>Shreveport<\/strong>\/<strong>Bossier City<\/strong>, market leaders <strong>Horseshoe Bossier City<\/strong> ($15 million) and <strong>Margaritaville<\/strong> ($14 million) were both down 6%. <strong>Diamond Jack&#8217;s<\/strong> ($3 million) and <strong>Harrah&#8217;s Louisiana Downs<\/strong> ($4 million) were both flat, while <strong>Eldorado Shreveport<\/strong> shed 8% to $10 million and <strong>Boomtown Bossier<\/strong> fell 10% to $4 million. <strong>Sam&#8217;s Town<\/strong> was the lone gainer, up 6.5% to $6 million.<\/p>\n<p>* In investor meetings, <strong>Penn National Gaming<\/strong> pouted a bit, saying <strong>Wall Street<\/strong> insufficiently appreciated its <strong>Prairie State Gaming<\/strong> slot routes and <img loading=\"lazy\" class=\"alignright size-medium wp-image-12178\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/12\/TROPICANA-VIEW-1B_LO-042010-300x206.jpg\" alt=\"\" width=\"300\" height=\"206\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/12\/TROPICANA-VIEW-1B_LO-042010-300x206.jpg 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/12\/TROPICANA-VIEW-1B_LO-042010-150x103.jpg 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/12\/TROPICANA-VIEW-1B_LO-042010.jpg 500w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/>the <strong>Tropicana Las Vegas<\/strong>. As for the latter, Penn is still brainstorming how to monetize the 4.5 vacant acres it owns but &#8220;has no plans to expand the property using its own balance sheet.&#8221; Penn is sky-high on sports betting, which it thinks will benefit <strong>Charles Town Races<\/strong> in particular. And, since most bettors are not <strong>myChoice<\/strong> members, their business will be incremental to what Penn already enjoys.<\/p>\n<p>* As long as Penn customers are sports betting, they might be interested in the Super Bowl odds posted by <strong>BookMaker.eu<\/strong>. The latter has the <strong>New England Patriots<\/strong>\u00a0favored to win the big game (4\/1), narrowly edging out the <strong>Kansas City Chiefs<\/strong>\u00a0and <strong>Indianapolis Colts<\/strong>. Worst odds (200\/1) were posted for the thuggish <strong>Cincinnati Bengals<\/strong>, who have never won a playoff game under <strong>Marvin Lewis<\/strong>, a trend that seems unlikely to change anytime soon. Also, forget about mortgaging the house to buy <strong>Las Vegas<\/strong>\/<strong>Oakland Raiders<\/strong> playoff tickets: They&#8217;re at 140\/1.<\/p>\n<p>* While the Senate takes it easy, the <strong>House of Representatives<\/strong> has thrown a lifeline to the <strong>Ysleta Del Sur Pueblo<\/strong> and <strong>Alabama-Coushatta<\/strong> tribes in <strong>Texas<\/strong>, approving them for Class II gaming, which will keep the doors of Alabama-Coushatta&#8217;s <strong>Naskila Entertainment Center<\/strong> open, presuming that the legislation keeps on moving.<\/p>\n<p>* <strong>Oklahoma<\/strong> Gov. <strong>Kevin Stitt<\/strong> (R) has issued another mass mailing to the state&#8217;s gaming tribes, calling for autumn negotiations on compact renewal. However, he appears to have softened his stance, making no reference to compact expiry on New Year&#8217;s Day.
