His decision not to seek racino status for <strong>Arlington International Racecourse<\/strong> has set the <strong>Illinois<\/strong> gaming industry and political establishment\u00a0on <img loading=\"lazy\" class=\"alignright size-full wp-image-13730\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/06\/Des-Plaines.jpg\" alt=\"\" width=\"279\" height=\"181\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/06\/Des-Plaines.jpg 279w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/06\/Des-Plaines-150x97.jpg 150w\" sizes=\"(max-width: 279px) 100vw, 279px\" \/>its ear. &#8220;<a href=\"https:\/\/ggbnews.com\/article\/illinois-expansion-no-sure-thing\/\" target=\"_blank\" rel=\"noopener noreferrer\">We can&#8217;t make this work<\/a>,&#8221; he said of the &#8220;financially untenable&#8221; <strong>Illinois Gaming Act<\/strong>. Why? One of the reasons is a tilted playing field: Racinos would have to pay a substantial surtax, to fatten racing purses, a requirement not imposed on casinos. <strong>Arlington Heights<\/strong> Mayor <strong>Tom Hayes<\/strong>, while generally conciliatory, noted that Churchill Downs probably didn&#8217;t want to compete with itself at nearby <strong>Rivers Casino Des Plaines<\/strong>, of which it owns 61%.<\/p>\n<p>The <strong>Illinois Thoroughbred Horsemen<\/strong>\u2019s Association was not so amicable. It pointed out that Arlington had been <!--more-->pursuing racino status for a decade. Calling itself &#8220;stunned and profoundly disappointed,&#8221; the association fumed that Churchill Downs &#8220;evidently plans to instead abandon its commitment to racing in Illinois and focus solely on its stake in the Rivers Casino and potentially other Illinois casinos not yet developed. Churchill has snubbed not only the working men and women of thoroughbred horse racing whose collective livelihood depends on live racing, but also all of the elected officials it has so intensely lobbied over the last decade.\u201d ITHA wants Arlington&#8217;s tax breaks rescinded as punishment.<\/p>\n<p>Arlington Park falls within the jurisdiction of state Rep. <strong>Mark Walker<\/strong>, who called Churchill&#8217;s move &#8220;risky,&#8221; raising the possibility that this was a negotiating tactic on the company&#8217;s <img loading=\"lazy\" class=\"alignleft size-medium wp-image-5523\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/01\/Des-Plaines-casino2tr4-300x169.jpg\" alt=\"\" width=\"300\" height=\"169\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/01\/Des-Plaines-casino2tr4-300x169.jpg 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/01\/Des-Plaines-casino2tr4-150x84.jpg 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/01\/Des-Plaines-casino2tr4.jpg 600w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/>part. &#8220;It doesn\u2019t seem to be, but we\u2019ll see,&#8221; he concluded. \u00a0Former governor <strong>Jim Edgar<\/strong> piled on, saying,\u00a0\u201dI wish Churchill would sell the track to somebody else if they don\u2019t want to be in the horseracing business &#8230;\u00a0I think it\u2019s pretty obvious they\u2019re in the casino business. They own a big chunk of the casino down the road in <strong>Des Plaines<\/strong> and they\u2019d rather do that.\u201d State Sen. <strong>Terry Link<\/strong> (<em>below<\/em>) claimed to be unsurprised by events.\u00a0\u201dAll these developers want more. If we would\u2019ve said no taxes, they probably still would\u2019ve asked for more,&#8221; he shrugged.<\/p>\n<p>Churchill Downs, meanwhile, is a long shot in its bid for a casino in <strong>Waukegan<\/strong>. The fix seems to be in for a <strong>Warner Gaming<\/strong> project, which has juice in the form of four aldermen whose election bids <img loading=\"lazy\" class=\"alignright size-full wp-image-21789\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2018\/05\/Link.jpeg\" alt=\"\" width=\"193\" height=\"262\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2018\/05\/Link.jpeg 193w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2018\/05\/Link-110x150.jpeg 110w\" sizes=\"(max-width: 193px) 100vw, 193px\" \/>were funded in part by <strong>Tap Room Gaming<\/strong> owner <strong>Michael Bond<\/strong> or video-gaming interests. The former has much support in the African-American community, some of it reluctant.\u00a0\u201cWe do know a casino will be coming to Waukegan, a reality that the community must accept,&#8221; sighed <strong>Missionary Baptist Church<\/strong> Pastor <strong>Arthur Gass<\/strong>, who encouraged alderman to consider Warner\/Tap Room and toss all five other bids outright. Mayor <strong>Sam Cunnigham<\/strong>&#8216;s intent is to recommend as many as four proposals to the state for final consideration.<\/p>\n<p>&#8220;City Attorney <strong>Bob Long<\/strong> said Waukegan could not recommend a single developer even if it wanted to. That would risk the <strong>Illinois Gaming Board<\/strong> rejecting the bid, and opening up the process again, to be run by the gaming board, or possibly selecting another community to host the casino,&#8221; reported <em>Global Gaming Business.<\/em> If selected, Churchill Downs and <strong>Rush Street Gaming<\/strong> would convert a defunct shopping mall to a 1.625-position casino but it looks like they&#8217;ve got an uphill climb.<\/p>\n<p>* So you&#8217;ve bought some ganja weed as a souvenir of your trip to <strong>Las Vegas<\/strong> and want to <a href=\"https:\/\/www.wsj.com\/articles\/the-baffling-legal-gray-zone-of-marijuana-at-the-airport-11567589405?mod=djemTECH_h\" target=\"_blank\" rel=\"noopener noreferrer\">get it through the airport<\/a>. Forget about it. Unlike <strong>Los Angeles<\/strong>, <strong>Boston<\/strong> and <strong>Seattle<\/strong>, which allow limited quantities on board, <strong>McCarran International<\/strong> is among the vast majority of airports where wacky tobacco is no-go. Also, it&#8217;s still illegal to transport pot across state lines, so there&#8217;s that. Heck, in Vegas the marijuana industry can&#8217;t even advertise in an airport where you can play slots and watch video footage of <strong>Carrot Top<\/strong>. (The taxicab industry is apparently cleaning up on marijuana ads.)<\/p>\n<p>While the <strong>Transportation Safety Administration<\/strong> isn&#8217;t acting as the pot police &#8220;TSA X-ray scanners sometimes flag organic material, which sometimes can have the same density as organic materials,&#8221; reports the <em>Wall Street Journal<\/em>. Some airports will <img loading=\"lazy\" class=\"alignleft wp-image-5366\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/12\/cosmopolitan_las_vegas_terrace_studio_view.jpg\" alt=\"\" width=\"209\" height=\"156\" \/>bust you, others\u00a0will confiscate it and still others (mostly in <strong>California<\/strong>) will let it go. Smoke it while you&#8217;ve got it seems like the answer, but there are hidden snares there also. If you do it in your <strong>Aria<\/strong> or <strong>Mandalay Bay<\/strong> hotel room you&#8217;ll get socked with a $500 deep-cleaning fee. Maybe you&#8217;re thinking of staying at <strong>The Cosmopolitan of Las Vegas<\/strong>, where the hotel rooms have balconies. But the Cosmo bars open-air pot smoking. As long as the casinos defer to federal bans on marijuana, wacky-weed tourism will be something of a mixed blessing for Sin City.<\/p>\n<p>*\u00a0Unless I missed it, casino gambling has yet to be legitimized in <strong>Brazil<\/strong>. However, the government seems to have other ideas in that regard.\u00a0<strong>Gilson Machado Neto<\/strong>, president of the <strong>Brazilian Tourism Board<\/strong> is coming to Las Vegas next week, &#8220;seeking new investments and partnerships for tourism promotion projects in Brazil, including casinos.&#8221; Hmmmm. Very interesting.<\/p>\n<p>* Going to the <strong>Meadowlands<\/strong> to place a sports bet is going to get a lot more difficult. Long-troubled <strong>Xanadu<\/strong> is finally going to open as <strong>American Dream Mall<\/strong>, right next to the home of the <strong>New York (Football) Giants<\/strong>. Already the area is characterized <img loading=\"lazy\" class=\"alignright size-full wp-image-4394\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/08\/xanadu.jpg\" alt=\"\" width=\"300\" height=\"231\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/08\/xanadu.jpg 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/08\/xanadu-150x115.jpg 150w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/>as subject to &#8220;the nation\u2019s worst urban traffic and road conditions,&#8221; according to the <strong>Reason Foundation<\/strong>. Throw in the traffic generated by the megamall and &#8220;It&#8217;s going to be Carmageddon,&#8221; says <strong>Jeff Tittel<\/strong>, director of the <strong>New Jersey<\/strong> chapter of the <strong>Sierra Club<\/strong>. American Dream is just the latest in <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2019-09-03\/n-j-s-dream-mall-40-million-people-and-a-traffic-nightmare?cmpid=BBD090319_BIZ&amp;utm_medium=email&amp;utm_source=newsletter&amp;utm_term=190903&amp;utm_campaign=bloombergdaily\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">a series of transportation nightmares<\/a> for the area.
