The mood, however, <a href=\"https:\/\/www.theadvocate.com\/baton_rouge\/news\/business\/article_90ae63a6-dfb9-11e9-a54c-ef6c579ed18a.html\" target=\"_blank\" rel=\"noopener noreferrer\">is far from celebratory<\/a> as the city&#8217;s riverboats remain mired in a two-year slump, thanks to the Baton Rouge smoking ban. Some also blame a lack of capex <img loading=\"lazy\" class=\"alignleft size-medium wp-image-7958\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/11\/Louisiana_Flag-300x193.jpg\" alt=\"\" width=\"300\" height=\"193\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/11\/Louisiana_Flag-300x193.jpg 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/11\/Louisiana_Flag-150x96.jpg 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/11\/Louisiana_Flag.jpg 448w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/>maintenance at the three casinos, as well as stronger competition from <strong>Mississippi<\/strong>, which has\u2014unlike <strong>Louisiana<\/strong>\u2014<a href=\"https:\/\/www.legalsportsreport.com\/33420\/louisiana-sports-betting-bill-fails\/\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">sports betting<\/a>. Ironically, the downward slalom began just as Baton Rouge were at their apogee: $309 million at the end of fiscal year 2017. By the end of FY2019 that number had dwindled to $235.5 million. Not chicken feed but a lot less than the good old days.<\/p>\n<p>Not surprisingly, the casino that has defended its market share the best is also the newest: <!--more--><strong>L&#8217;Auberge Baton Rouge<\/strong>, down 16%, compared to 21.5% less at <strong>Hollywood Belle<\/strong> and 48% at <strong>Belle of Baton Rouge<\/strong>. The latter is faulted for being too far from parking and both it and Hollywood are on the same barges which arrived 25 years ago. L&#8217;Auberge&#8217;s 1.4 million FY2019 visitors are more than its two competitors combined.<\/p>\n<p>Also, while there&#8217;s a fair amount of new development along Mississippi&#8217;s Gulf Coast, there&#8217;s nothing happening in Louisiana, where taxes are considerably higher: 26% vs. 11.5% and where comps are taxed.\u00a0\u201cLouisiana has not kept regulations current in the face of changing demographics and changing competition,\u201d concluded <strong>Spectrum Gaming<\/strong>&#8216;s <strong>Matt Roob<\/strong>. Another problem is that two of the three Baton Rouge operators\u2014<strong>Penn National Gaming<\/strong> and <strong>Eldorado Resorts<\/strong>\u2014lack an economic initiative to be competitive there.<\/p>\n<p>&#8220;Those operators can make more money by encouraging good customers to gamble in Mississippi [where their casino investments <a href=\"http:\/\/www.americangaming.org\/resources\/casinos-communities-mississippi\/\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">are considerably larger<\/a>], where they get a bigger cut of the money that is lost and don\u2019t have to pay taxes on a free hotel room,&#8221; writes reporter <strong>Timothy Boone<\/strong>. Penn and <strong>Gaming &amp; Leisure Properties<\/strong> have also spent a combined $3.4 million on capex maintenance last year, putting them near the bottom for the state. Casino staffing has also plummeted over the last several years.<\/p>\n<p>Unlike most major cities in Louisiana, to say nothing of <strong>Lake Charles<\/strong>, casinos in Baton Rouge are overwhelming dependent on locals, for whom the novelty of gaming has worn off (and <img loading=\"lazy\" class=\"alignright size-medium wp-image-10108\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2012\/11\/Auberge-BR-casino-floor-300x199.jpg\" alt=\"\" width=\"300\" height=\"199\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2012\/11\/Auberge-BR-casino-floor-300x199.jpg 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2012\/11\/Auberge-BR-casino-floor-150x99.jpg 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2012\/11\/Auberge-BR-casino-floor.jpg 450w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/>where there aren&#8217;t the additional amenities to draw visitation). Diversification of appeal might be possible if casinos accept the Lege&#8217;s 2018 invitation to move their facilities on shore. (<strong>Pinnacle Entertainment<\/strong> promised lavish amenities at L&#8217;Auberge that included a golf course, spa and 400 homes; Pinnacle never followed through and Penn has axed the concept.)<\/p>\n<p>Whether operators have the willingness to make that investment remains to be seen. A similar initiative in <strong>Illinois<\/strong> several years ago found no takers. Only Belle General Manager <strong>Jim Rigot<\/strong> is openly in favor of moving onshore but Eldorado, which is barely making peanuts at the casino, is wishy-washy about it. For Penn, it makes no sense because L&#8217;Auberge is only 12 years old.<\/p>\n<p>In lieu of new amenities, L&#8217;Auberge has focused on new table games and slots, as well as an open-air slot deck for smokers. Belle of Baton Rouge is the only casino not to make a concession to smokers. Explained Rigot,\u00a0&#8220;We&#8217;re saving our powder if we go land-based.&#8221; (A big &#8216;if,&#8217; as the casino is ripe for spinoff by Eldorado.)\u00a0\u201cMost folks feel like there will be an adjustment for the smoking ban,\u201d says <strong>Louisiana Gaming Control Board<\/strong> Chairman <strong>Ronnie Jones<\/strong>. Yes, but we&#8217;ve been waiting for it a long time now.<\/p>\n<p>* Sports betting hit a speed bump in <strong>Washington, D.C<\/strong>., where a Superior Court judge has enjoined it, due to a <img loading=\"lazy\" class=\"alignleft wp-image-15710\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/03\/capitolhill-300x199.jpg\" alt=\"\" width=\"250\" height=\"166\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/03\/capitolhill-300x199.jpg 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/03\/capitolhill-150x99.jpg 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/03\/capitolhill.jpg 800w\" sizes=\"(max-width: 250px) 100vw, 250px\" \/>complaint that <strong>Intralot<\/strong>&#8216;s contract with the District is <a href=\"https:\/\/www.wusa9.com\/article\/features\/producers-picks\/sports-betting-in-dc-gets-temporary-block\/65-17d68711-d720-427c-b663-c5a66f5c663d\" target=\"_blank\" rel=\"noopener noreferrer\">a protected monopoly<\/a>. Intralot is out (at least temporarily) the $30 million it was to have been paid yesterday to incept sports-betting operations in D.C. Council member <strong>David Grosso<\/strong> has already faulted the Intralot deal as\u00a0\u201cA rush to tax the poor, a rush to skirt procurement rules, and rush to retain a company that was recently downgraded by Moody\u2019s to a &#8216;B3&#8217; status, which is a speculative grade and considered a high credit risk.\u201d We await further developments with bated breath.<\/p>\n<p>* Another casino came to <strong>Arkansas<\/strong>\u00a0last Monday\u00a0with the debut of the temporary version of <strong>Saracen Casino<\/strong>. <a href=\"https:\/\/www.publicradiotulsa.org\/post\/oklahoma-tribe-opens-arkansas-casino\" target=\"_blank\" rel=\"noopener noreferrer\">It&#8217;s pretty basic<\/a>: 300 slots and a bar. However, it should build up some nice cash flow while the 80,000-square foot permanent casino (and 300-room hotel) are built with an eye to a December 2020 debut.<\/p>\n<p>* Congratulations to <strong>Gaming Hall of Fame<\/strong> inductees <strong>Elaine Hodgson<\/strong> of <strong>Incredible Technologies<\/strong>, <strong>Ernie Moody<\/strong> of <strong>Action Gaming<\/strong> and developer <strong>Stanley Mallin<\/strong>. Hodgson founded Incredible in a basement in 1985 and moved into the slot-machine domain in 2007. Moody is the inventor of <em>Triple Play Poker<\/em> and many other popular games besides, which you can find resident on 20,000 machines nationwide. Mallin was <strong>Jay Sarno<\/strong>&#8216;s partner in <strong>Caesars Palace<\/strong> and <strong>Circus Circu<\/strong>s. S&amp;G salutes\u00a0all of the honorees.
