The <em>Boston Globe<\/em> asks &#8220;whether the industry didn\u2019t fully understand how tough it would be to attract gamblers in a regional market that has <img loading=\"lazy\" class=\"alignleft size-medium wp-image-24222\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2019\/05\/MGM-Springfield-300x225.jpg\" alt=\"\" width=\"300\" height=\"225\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2019\/05\/MGM-Springfield-300x225.jpg 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2019\/05\/MGM-Springfield-150x113.jpg 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2019\/05\/MGM-Springfield.jpg 640w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/>become increasingly competitive.&#8221; Both <strong>Encore Boston Harbor<\/strong> and <strong>MGM Springfield<\/strong> are looking at $100 million revenue-projection shortfalls, and Encore has been gobbling up some of <strong>Plainridge Park<\/strong>&#8216;s business. The <strong>Massachusetts Gaming Commission<\/strong>&#8216;s <strong>Enrique Zuniga<\/strong> seems to have grasped <a href=\"https:\/\/www.bostonglobe.com\/business\/2019\/11\/04\/massachusetts-casinos-keep-missing-their-revenue-targets-what-wrong\/BIpmtxnV0LuBmit1YVbBqM\/story.html?et_rid=753721489&amp;s_campaign=todaysheadlines:newsletter\" target=\"_blank\" rel=\"noopener noreferrer\">the dreaded Penn National Effect<\/a> when he observes,\u00a0\u201cFundamentally, the theme that I glean is that everybody may have overestimated how easy it was going to be to .\u00a0.\u00a0. get a new player.\u201d<\/p>\n<p>Thanks to confiscatory tax rates, however, the commonwealth is $460 million richer than it was before casinos were legalized in 2011.\u00a0State Representative <strong>Aaron Michlewitz<\/strong>, who chairs the Ways &amp; Means Committee remarked that\u00a0<!--more-->\u201cWe are capturing revenue that was being sent off to other areas &#8230;\u00a0at the end of the day the bill that was crafted has produced a net positive so far.\u201d<\/p>\n<p><strong>Lucy Dadayan<\/strong>, a researcher with <strong>Beltway<\/strong> think tank the <strong>Urban Institute<\/strong> isn&#8217;t impressed with the tax haul.\u00a0\u201cAt the end of the day, it doesn\u2019t really matter whether casinos\u2019 tax revenue overestimates are honest projections <img loading=\"lazy\" class=\"alignright size-medium wp-image-15390\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/01\/Wynn-Everett-300x164.jpeg\" alt=\"\" width=\"300\" height=\"164\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/01\/Wynn-Everett-300x164.jpeg 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/01\/Wynn-Everett-150x82.jpeg 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/01\/Wynn-Everett.jpeg 500w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/>or driven by political gimmicks,\u201d she told the <em>Globe<\/em>.\u00a0\u201cWhat matters is that casino tax revenues are behind the projections and not meeting the promises.\u201d Count on anti-gambling scold <strong>Les Bernal<\/strong> to put a moral spin on it:\u00a0\u201cThey deliberately oversell how much revenue they\u2019re going to bring into the state because there&#8217;s no merit to the business.&#8221; I don&#8217;t believe it. Why would you hype your revenue numbers knowing that you&#8217;d be asked <em>ad infinitum<\/em> why you&#8217;re not hitting them once you open?<\/p>\n<p>Gaming analyst <strong>Harry Curtis<\/strong> counsels patience, saying these properties need time too mature. That may be true for Encore but what&#8217;s MGM&#8217;s excuse, having been open a year already? Already some are pointing to <img loading=\"lazy\" class=\"alignleft size-medium wp-image-24877\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2019\/09\/MGM-Springfield-300x166.jpeg\" alt=\"\" width=\"300\" height=\"166\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2019\/09\/MGM-Springfield-300x166.jpeg 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2019\/09\/MGM-Springfield-150x83.jpeg 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2019\/09\/MGM-Springfield.jpeg 700w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/>sports betting to be a game-changer but it would take a lot of lost wagers to fill the gap between what <strong>MGM Resorts International<\/strong> and <strong>Wynn Resorts<\/strong> projected and what they&#8217;re actually making. <strong>Clyde Barrow<\/strong> seems closer to the mark when he says that casino companies have to predict their financial outcome &#8220;in the sunniest\u00a0possible light&#8221; to appear more attractive than whoever they&#8217;re competing against for the casino concession. \u201cYou\u2019ve got to make your forecast sound better than everybody else\u2019s.\u201d\u00a0Also, no matter how good the economy is, consumer spending at casinos has been more conservative since the Great Recession.<\/p>\n<p>Regulators didn&#8217;t help matters with botched studies of their own. The\u00a0MGC\u00a0predicted $500 million in <strong>Springfield<\/strong> by mid-2021 and $705 million-$825 million for Encore by the end of Year Three (Encore might still eke out that $705 million).\u00a0\u201cThe commission just got dazzled by the bells and whistles that Wynn and MGM dangled in front of them,\u201d says Barrow. MGM spun its response to <img loading=\"lazy\" class=\"alignright size-full wp-image-11289\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/08\/Plainridge5.jpg\" alt=\"\" width=\"289\" height=\"114\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/08\/Plainridge5.jpg 289w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/08\/Plainridge5-150x59.jpg 150w\" sizes=\"(max-width: 289px) 100vw, 289px\" \/>the <em>Globe<\/em> to emphasize its non-gaming amenities while Wynn Resorts and <strong>Penn National Gaming<\/strong> clammed up entirely. The MGC went on the defensive, saying\u00a0\u201cGaming as an economic development tool is a long-term play.\u00a0It is a dynamic industry that is accustomed to market and regulatory changes and gaming expansions. It will take time to truly assess the economic outcomes of the Commonwealth\u2019s decision to authorize expanded gaming.\u201d Yes, but how much time? At least Massachusetts is better off than upstate <strong>New York<\/strong>, where gaming expansion has been all but an abject failure. The moral of the story is, whatever your revenue projections are, distrust them.<\/p>\n<p>* Did <strong>Carl Icahn<\/strong> put one over on <strong>Steven Witkoff<\/strong> when Icahn bought <strong>Fontainebleau<\/strong> for $150 million and sold it to Witkoff for four times that amount (and let&#8217;s not forget depreciation)? Also, does the $3.1 billion &#8220;cost&#8221; reflect work already done or the considerable amount of construction that remains undone?
