Morgan<\/strong> analyst <strong>Joseph Greff<\/strong>, who came &#8220;away from these meetings incrementally positive on MGM\u2019s asset <img loading=\"lazy\" class=\"alignleft size-medium wp-image-25240\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2019\/10\/Bellagio-1-300x227.jpg\" alt=\"\" width=\"300\" height=\"227\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2019\/10\/Bellagio-1-300x227.jpg 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2019\/10\/Bellagio-1-150x114.jpg 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2019\/10\/Bellagio-1-768x581.jpg 768w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2019\/10\/Bellagio-1-1024x775.jpg 1024w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2019\/10\/Bellagio-1.jpg 1283w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/>monetization plans, ability to meet its 2020 targets, and a healthy LV Strip market.&#8221; Among other things, the <strong>Bellagio<\/strong> sale was described as an initial, not late, step in deriving money from real estate sales. In case you were wondering what MGM was going to do with all that money, its priorities are &#8220;(1) reduce debt, (2) repurchase shares (on its 3Q call, MGM said it will repurchase $750m of shares by year-end 2019), and (3) provide dry powder for growth investments down the road.&#8221; #3 is a very low priority as no major capex projects are planned. Getting leverage down to 1X equity was described as &#8220;paramount.&#8221;<\/p>\n<p>Mergers and acquisitions are &#8220;off the table,&#8221; so that evidently means MGM won&#8217;t be <!--more-->a potential buyer for <strong>Caesars Entertainment<\/strong> surplus assets. MGM would prefer to sell <strong>MGM Grand<\/strong> to <strong>MGM Growth Properties<\/strong> but &#8220;multiple parties are interested and it will inevitably come down to price; MGM hopes to conclude the sale process sooner than later.&#8221; It wants to have &#8220;a conversation&#8221; with <strong>Dubai World<\/strong> about the future of <strong>CityCenter<\/strong> but nothing is happening on that front. The company is bullish on 2020, looking forward to <strong>Con\/Agg Expo<\/strong> and the <strong>NFL<\/strong> draft. (Let&#8217;s hope the latter goes better for Sin City than the <strong>NBA<\/strong> all-star game did.)<\/p>\n<p>In other business, the company looks to upgrade brand-new <strong>MGM Cotai<\/strong> to attract more mass-market business, as it &#8220;expects the VIP market to <img loading=\"lazy\" class=\"alignleft size-medium wp-image-22781\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2018\/10\/MGM-Cotai-300x190.jpg\" alt=\"\" width=\"300\" height=\"190\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2018\/10\/MGM-Cotai-300x190.jpg 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2018\/10\/MGM-Cotai-150x95.jpg 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2018\/10\/MGM-Cotai.jpg 625w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/>remain weak for the foreseeable future.&#8221; Its cash-flow targets in <strong>Macao<\/strong> are $500 million in annual cash flow per casino, with <strong>MGM Macau<\/strong> already there and MGM Cotai on the way. As for all-important <strong>Japan<\/strong>, we must possess our souls in patience: Management doesn&#8217;t expect concession awards until summer of next year. At best there will be a &#8220;tight timeframe&#8221; to meet the <strong>2025 World Expo<\/strong>. &#8220;Suffice it to say, MGM likes its chances given its steady and consistent Osaka First strategy and local partner(s).&#8221; Greff predicts a mid-teens return on investment, which should be music to MGM&#8217;s ears.<\/p>\n<p>* We overlooked at least one gaming-specific election race this week: <strong>Terre Haute<\/strong> voters <a href=\"https:\/\/www.tribstar.com\/news\/local_news\/vigo-voters-say-yes-to-casino\/article_17e30058-002a-11ea-b350-bbbbb22e3ace.html\" target=\"_blank\" rel=\"noopener noreferrer\">approved a casino<\/a> for their area. It wasn&#8217;t even close, with 64% in favor. Would-be operators now have less than a month to get <img loading=\"lazy\" class=\"alignright size-full wp-image-15312\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/01\/Indiana.png\" alt=\"\" width=\"253\" height=\"199\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/01\/Indiana.png 253w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/01\/Indiana-150x117.png 150w\" sizes=\"(max-width: 253px) 100vw, 253px\" \/>their applications in to the state.\u00a0&#8220;There&#8217;s no doubt that had we not seized this opportunity, other communities in <strong>Indiana<\/strong> were ready to come after this license,&#8221; remarked state Sen. <strong>Jon Ford<\/strong> (R). Terre Haute Mayor <strong>Duke Bennett<\/strong> concurred, saying\u00a0&#8220;Communities have been wanting to do this for years but got no traction\u2014couldn&#8217;t even get a vote in the House or Senate.&#8221; A <strong>Casino Association of Indiana<\/strong> study predicts 819,000 annual visits to the projected casino, for which <strong>Spectacle Entertainment<\/strong> is the frontrunner, with <strong>Full House Resorts<\/strong> also in the hunt. It will be subject to both and admissions tax and a wagering tax, with 40% going to Terre Haute, 30% to <strong>Vigo County<\/strong>, 15% to <strong>Vigo County School Corp<\/strong>. and 15% to economic promoter <strong>West Central 2025<\/strong>. Congratulations, Indiana.<\/p>\n<p>An OTB initiative in <strong>Danville<\/strong>, <strong>Virginia<\/strong>, <a href=\"https:\/\/www.godanriver.com\/news\/local\/pari-mutuel-passes-gibson-wins-clerk-of-court-race\/article_dded8549-18c1-5576-bb69-f96da1668ce5.html\" target=\"_blank\" rel=\"noopener noreferrer\">eked out a win<\/a>, 52% to 48%, meaning that a\u00a0<strong>Rosie\u2019s Gaming Emporium<\/strong> will be coming to town. <strong>Colonial Downs<\/strong>, parent of Rosie&#8217;s, will be offering live-simulcast wagering as well as &#8220;historic racing,&#8221; just a step away from slot machines.\u00a0\u201cThis was an important first step, and now we\u2019ll begin in earnest the process of working with Danville city leaders to determine exactly what project the community would like to see,\u201d said a Colonial Downs spokesman.<\/p>\n<p>In <strong>Kentucky<\/strong>, state Attorney General\u00a0<strong>Andy Beshear<\/strong> (D) lengthened his narrow lead over Gov. <strong>Matt Bevin<\/strong>\u00a0(R), the least-popular governor in these United States. Beshear favors sports betting, DFS, Internet <img loading=\"lazy\" class=\"alignright size-full wp-image-25303\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2019\/11\/Beshear.jpeg\" alt=\"\" width=\"225\" height=\"225\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2019\/11\/Beshear.jpeg 225w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2019\/11\/Beshear-150x150.jpeg 150w\" sizes=\"(max-width: 225px) 100vw, 225px\" \/>gambling and 10 casinos in the Bluegrass State, pointing out how neighboring states are siphoning dollars from across the borders. Whether any of that will be possible in a state whose power structure is deeply GOP remains to be seen. Getting through the General Assembly is possible but the state Senate has vowed to shoot down any casino-legalization attempts. It may take a serious budget crisis for Beshear to make good on these campaign promises. (<em>Update<\/em>: Bevin hopes to steal the election result by having it nullified in the Lege.)<\/p>\n<p>In <strong>Colorado<\/strong>, voters in <strong>Cripple Creek<\/strong>, <strong>Black Hawk<\/strong> and <strong>Central City<\/strong> voted <a href=\"https:\/\/www.thedenverchannel.com\/news\/politics\/proposition-dd-which-would-legalize-sports-gambling-in-colorado-too-close-to-call-tuesday-night\" target=\"_blank\" rel=\"noopener noreferrer\">in favor of sports books<\/a>. But don&#8217;t rush out to have a fiddle just yet. The state <strong>Division of Gaming<\/strong> has until May to formulate rules and safeguards. Olympic Games, professional sports, some collegiate sports and motor races will be eligible for wagering.<\/p>\n<p>* American casino operators would be well-advised to steer clear of the crooked Southeast Asian\u00a0gaming industry. Latest case in point: <strong>Donaco International<\/strong> <a href=\"http:\/\/www.ggrasia.com\/donaco-eyes-freeze-on-stakes-of-shareholders-disputing-board\/\" target=\"_blank\" rel=\"noopener noreferrer\">wants to punish<\/a> dissident shareholders <strong>Gerald Tan<\/strong> and <strong>Patrick Tan<\/strong>, and is asking the <strong>Australian Government Takeovers Panel<\/strong>\u00a0to freeze their shares. Why? Because they had the temerity to demand that the Donaco board of directors <a href=\"http:\/\/www.ggrasia.com\/call-to-replace-donaco-board-to-be-aired-at-stockholder-meet\/\" target=\"_blank\" rel=\"noopener noreferrer\">be replaced<\/a>. It accused the two Tans of being\u00a0\u201cassociated by reason of entering into a scheme for the purpose of controlling or influencing the composition of the Donaco board and the conduct of Donaco\u2019s affairs.\u201d Like, duh! Donaco also accused them of being closely tied to former CEO <strong>Joey Lim<\/strong>. Donaco operates casinos in <strong>Vietnam<\/strong> and <strong>Cambodia<\/strong>, the former a graveyard of U.S. investment and the latter <a href=\"http:\/\/www.ggrasia.com\/casinos-still-money-laundering-risk-for-cambodia-watchdog\/\" target=\"_blank\" rel=\"noopener noreferrer\">hopelessly corrupt<\/a>.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>MGM Resorts International\u00a0CFO Corey Sanders and Chief Strategy Officer Aaron Fischer met with J.P.
