{"id":25483,"date":"2019-11-27T12:41:02","date_gmt":"2019-11-27T20:41:02","guid":{"rendered":"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/?p=25483"},"modified":"2020-10-19T06:50:38","modified_gmt":"2020-10-19T14:50:38","slug":"small-thinking-big-in-oklahoma-smoke-gets-in-their-lungs","status":"publish","type":"post","link":"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/small-thinking-big-in-oklahoma-smoke-gets-in-their-lungs\/","title":{"rendered":"Small thinking big in Oklahoma; Smoke gets in their lungs"},"content":{"rendered":"<p>In <strong>Oklahoma<\/strong>, Council of Public Affairs President <strong>Jonathan Small<\/strong> went to the mat for Gov. <strong>Kevin Stitt<\/strong> (R), <a href=\"https:\/\/journalrecord.com\/2019\/11\/21\/free-market-friday-stitt-makes-strong-case-on-casino-rates\/\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">backing Stitt&#8217;s demand<\/a> for higher\u2014much <img loading=\"lazy\" class=\"alignright size-full wp-image-25484\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2019\/11\/Small-Jonathan.jpg\" alt=\"\" width=\"300\" height=\"300\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2019\/11\/Small-Jonathan.jpg 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2019\/11\/Small-Jonathan-150x150.jpg 150w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/>higher\u2014exclusivity fees. To his credit, Stitt has put sports betting on the table as an incentive. Small implies that 6%, which Sooner State tribes pay, is far too little and that <strong>Connecticut<\/strong>&#8216;s 25% (which only applies to slots) would be fairer. He also cites Florida, but that state isn&#8217;t getting <em>any<\/em> gaming-tax revenue from the <strong>Seminole Tribe<\/strong> at present, so I don&#8217;t know if that particular dog will hunt. For their part, the tribes say they&#8217;re still waiting for a concrete proposal from Stitt, who has been exquisitely vague about what he wants from them.\u00a0\u201cWhat is that written proposal? What do they have to offer of interest?\u201d asked Choctaw Chief <strong>Gary Batton<\/strong>, who likened Stitt to a used-car salesman, the unkindest cut possible.<\/p>\n<p>Neither side seems to be able to get off the dime as regards <!--more-->the question of whether the tribal compacts expire on January 1 (as compact language seems to indicate). Perhaps a court of law should be consulted. Stitt&#8217;s office says it&#8217;s been ready to talk with the <strong>Five Tribes<\/strong> for <img loading=\"lazy\" class=\"alignleft size-full wp-image-24593\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2019\/07\/Stitt.jpeg\" alt=\"\" width=\"183\" height=\"275\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2019\/07\/Stitt.jpeg 183w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2019\/07\/Stitt-100x150.jpeg 100w\" sizes=\"(max-width: 183px) 100vw, 183px\" \/>quite some time but got kicked out of a meeting when it was finally ready to discuss\u00a0terms. Tribal leaders dissent, saying that the conference foundered on Attorney General <strong>Mike Hunter<\/strong>&#8216;s insistence upon binding arbitration, an all-or-nothing gambit of which the tribes are rightly suspicious. Another stratagem that Stitt could employ would be to threaten to invite non-tribal casinos into the state next year. That might be pretty effective. He could also insist on the tribes upgrading to totally (instead of mostly) Class III machines, which are taxed, unlike Class II devices. But he&#8217;s going to have to give something in return if he wants that.<\/p>\n<p>* Casino companies dove under the table when the <em>Las Vegas Sun<\/em> came asking about secondhand smoke in the workplace. <a href=\"https:\/\/lasvegassun.com\/news\/2019\/nov\/24\/casino-workers-health-battle-secondhand-smoke\/\" target=\"_blank\" rel=\"noopener noreferrer\">It&#8217;s a sore point<\/a> with <strong>United Auto Workers Local 3555,<\/strong> which represents dealers. \u201cIt\u2019s one of the biggest complaints other than abusive guests that [the union] has. When you\u2019re sick, you get sicker, or you\u2019re sicker longer,\u201d said organizer and dealer <strong>Kanie Kastroll<\/strong>, who presumably knows whereof she speaks. And, let&#8217;s face it, attempts to mitigate secondhand smoke\u2014like the ludicrous &#8220;smoke-free corridors&#8221; at <strong>Palazzo<\/strong>\u2014are ineffectual.<\/p>\n<p>The <strong>Nevada Resort Association<\/strong> insists that Silver State casinos are state of the art when it comes to smoke abatement. Health advocates aren&#8217;t buying that. \u201cThere\u2019s nothing that can clean the air to remove secondhand smoke,\u201d said <strong>Maria Azzarelli<\/strong> of the <strong>Southern Nevada Health District<\/strong>. Added <strong>Nevada Agricultural Experiment Station<\/strong> Director <strong>Chris Pritsos<\/strong>, \u201cThe particle size of the constituents of smoke <img loading=\"lazy\" class=\"alignleft size-medium wp-image-19896\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2017\/06\/flamingo3-300x203.jpg\" alt=\"\" width=\"300\" height=\"203\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2017\/06\/flamingo3-300x203.jpg 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2017\/06\/flamingo3-150x102.jpg 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2017\/06\/flamingo3-768x521.jpg 768w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2017\/06\/flamingo3.jpg 982w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/>are so small that these air filters don\u2019t do a thing.\u201d There&#8217;s an interesting dissent from <strong>Paula Larson-Schusster<\/strong>, a <strong>Flamingo<\/strong> dealer and union member who&#8217;s developed a smoker&#8217;s cough and various other bronchial ailments over the years. She opposes a smoking ban: &#8220;The bottom line is, if we don&#8217;t have customers, I don&#8217;t have a job.&#8221; Of smokers themselves, she says, \u201cProbably 80 percent of them are much more aware of secondhand smoke or are more careful, but there are still going to be individuals that just don\u2019t care, and they\u2019ll blow it right in your face.\u201d How charming.<\/p>\n<p>Mind you, casino companies have been only too eager to set up shop in jurisdictions from <strong>Massachusetts<\/strong> to <strong>Macao<\/strong> where smoking is banned. As waitress and cancer victim <strong>Lysa Buonanno<\/strong> observes, \u201cIt\u2019s proof that they can still survive and still make money.\u201d<\/p>\n<p><em><strong>Jottings<\/strong><\/em>: Eyeing the nearby <strong>Tennessee<\/strong> market, <strong>Hard Rock International<\/strong> is <a href=\"https:\/\/wtvr.com\/2019\/11\/25\/hard-rock-casino-bristol\/\" target=\"_blank\" rel=\"noopener noreferrer\">pushing for a casino<\/a> in <strong>Bristol<\/strong>, <strong>Virginia<\/strong>. The new hardware enables players to buy more chips <em>at<\/em> the table game. Its initial deployment will be at the <strong>Palms<\/strong>, although problem-gambling pundits are raising red flags.
