Placing a resort casino in northern Virginia would be, he says, &#8220;complete folly.&#8221; Instead, Old <img loading=\"lazy\" class=\"alignleft size-full wp-image-23619\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2019\/02\/Virginia.png\" alt=\"\" width=\"160\" height=\"160\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2019\/02\/Virginia.png 160w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2019\/02\/Virginia-150x150.png 150w\" sizes=\"(max-width: 160px) 100vw, 160px\" \/>Virginny will have to put its hopes on that traditional cash cow, <strong>Richmond<\/strong>. A study conducted in part by <strong>The Innovation Group<\/strong> projects <a href=\"https:\/\/ggbnews.com\/article\/virginia-casino-study-more-speculation-than-certainty\/\" target=\"_blank\" rel=\"noopener noreferrer\">$970 million in annual casino revenue<\/a> and $260 million in taxes from gambling houses placed in Richmond,\u00a0<strong>Norfolk<\/strong>, <strong>Portsmouth<\/strong>, <strong>Danville<\/strong> and <strong>Bristol<\/strong>. Casinos would be taxed at a stiff 27%. Also scrutinized were sports betting, which was predicted to yield $55 million a year for the state (optimistic) and Internet gambling, projected to yield $82 million in taxes.<\/p>\n<p>While the remit of the study was confined to lower Virginia it volunteered that a casino in the northern tier <a href=\"https:\/\/www.bizjournals.com\/washington\/news\/2019\/11\/26\/what-would-be-the-impact-of-a-northern-virginia.html?ana=smartbrief\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">would claw back<\/a> <!--more-->$100 million in gambling revenues and generate $155 million in taxes. That&#8217;s what sent Norment off his rocker, for fear that MGM and <strong>Maryland Live<\/strong> would squash the new casino like a bug. The horsey set is umbrageous, too, wanting a shot at the five casino licenses and <img loading=\"lazy\" class=\"alignleft size-medium wp-image-25507\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2019\/12\/Cox-300x200.png\" alt=\"\" width=\"300\" height=\"200\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2019\/12\/Cox-300x200.png 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2019\/12\/Cox-150x100.png 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2019\/12\/Cox-768x512.png 768w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2019\/12\/Cox-1024x683.png 1024w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2019\/12\/Cox.png 1920w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/>predicting dire financial consequences for racetracks and &#8220;historical racing&#8221; parlors (slots in drag, which could lost 45% of their business) if casinos are legalized.\u00a0\u201cThis would send a terrible message to other job creators and capital providers looking to invest in Virginia,\u201d harrumphed mouthpiece <strong>Mark Hubbard<\/strong>. Median wages would be a <a href=\"https:\/\/apnews.com\/6f0d3df0542843749d5ea18afa0cd2b2\" target=\"_blank\" rel=\"noopener noreferrer\">subpar $33,000\/year<\/a>. As Speaker of the House <strong>Kirk Cox<\/strong> (R, <em>above<\/em>) sagely noted,\u00a0\u201cIt is certainly not a panacea.\u201d The casino-revenue model is also predicated upon drawing heavily from out of state.<\/p>\n<p>Throw in the <strong>Virginia Lottery<\/strong> and you have quite an anti-casino coalition. The lottery figures it would lose $30 million of its $600 million annual profit and complains that it is also besieged by rampant, black-market slots. The <strong>Pamunkey Tribe<\/strong> wants a shot at a Norfolk or Richmond casino. It complained of the study,\u00a0\u201cThe Pamunkey Tribe has been marginalized for centuries and deserve some protections as they seek to gain financial independence and improve the lives of their members. The study recommendations do not sufficiently protect Virginia\u2019s only tribe with federal gaming rights.\u201d Geez, some days you can&#8217;t please <em>anybody<\/em>.<\/p>\n<p>Especially not when the moral-majoritarians get into the act. <strong>Family Foundation<\/strong> President <strong>Virginia Cobb<\/strong> wailed that legalizing casinos, under the auspices of the Lottery,\u00a0\u201cwould only ensure that state government has <img loading=\"lazy\" class=\"alignright size-full wp-image-25506\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2019\/12\/Charniele_Herring_VA_Delegate_Dec_2010.jpg\" alt=\"\" width=\"220\" height=\"293\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2019\/12\/Charniele_Herring_VA_Delegate_Dec_2010.jpg 220w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2019\/12\/Charniele_Herring_VA_Delegate_Dec_2010-113x150.jpg 113w\" sizes=\"(max-width: 220px) 100vw, 220px\" \/>a vested interest in promoting harmful and irresponsible gambling in perpetuity &#8230; The negative effects of a casino\u2014including higher crime, addictions, sex trafficking, decreasing home values, financial losses, and broken families\u2014will be felt broadly.\u201d Cobb can take a chill pill, as incoming House Majority Leader <strong>Charniele\u00a0Herring<\/strong> (D, <em>pictured<\/em>) confesses that the Dems have done no in-depth study of the issue, which is hardly a done deal in the Lege. She said, \u201cOther investors are going to look when bringing businesses to Virginia: Are we a state that creates volatility in the market?\u201d\u00a0Norment gloomily predicts a stalemate.\u00a0\u201cThat\u2019s not a partisan comment, that is based on institutional history,\u201d he forecast, adding &#8220;there should not be an assumption that we really had the expertise to know what we were doing.\u201d Duly noted.<\/p>\n<p>* You can&#8217;t take the subway to the casino in <strong>Cincinnati<\/strong>\u2014but not because the Queen City doesn&#8217;t have one. A line was constructed back in 1920 &#8230; but <a href=\"https:\/\/www.atlasobscura.com\/articles\/cincinnati-built-a-subway-system-100-years-ago-but-never-used-it\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">never put into use<\/a>.
