Thankfully, Rep.\u00a0<strong>Guy Reschenthaler<\/strong> (R) and Rep. <strong>Bennie Thompson<\/strong> (D) are trying to breathe <img loading=\"lazy\" class=\"alignright size-medium wp-image-15718\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/03\/Capitol-Hill-300x200.jpg\" alt=\"\" width=\"300\" height=\"200\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/03\/Capitol-Hill-300x200.jpg 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/03\/Capitol-Hill-150x100.jpg 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/03\/Capitol-Hill.jpg 500w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/>new life into the comatose <strong>Congressional Gaming Caucus<\/strong>. Reschenthaler is from <strong>Pennsylvania<\/strong>, Thompson from <strong>Missouri<\/strong>, two states where casinos are major players. <strong>Nevada<\/strong> is, as you might expect, well-represented with Rep. <strong>Mark Amodei<\/strong> (R), Rep. <strong>Steven Horsford<\/strong> (D) and Rep. <strong>Dina Titus<\/strong> (D) all in the caucus. (Poor <strong>Susie Lee<\/strong> [D] gets left out in the rain.) The GOP needs to show more love for Big Gaming, though: only <!--more-->11 of the 19 members come from Republican districts, although that number was swelled a bit when Rep. <strong>Jeff Van Drew<\/strong> (R) recently swapped party affiliation. While gaming-related issues rarely manifest themselves in the halls of Congress, it&#8217;s nice to know that the industry has a caucus at its back when they do.<\/p>\n<p>* <strong>Hard Rock International<\/strong> CEO <strong>Jim Allen<\/strong> has been looking around <strong>Atlantic City<\/strong> and doesn&#8217;t like what he sees: like defunct traffic lights on <strong>Pacific Avenue<\/strong> that the city can&#8217;t bothered to fix. Referring to the former <img loading=\"lazy\" class=\"alignleft size-medium wp-image-11333\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/08\/Allen-Cassidy-300x295.jpg\" alt=\"\" width=\"300\" height=\"295\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/08\/Allen-Cassidy-300x295.jpg 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/08\/Allen-Cassidy-150x147.jpg 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/08\/Allen-Cassidy-1024x1009.jpg 1024w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2013\/08\/Allen-Cassidy.jpg 1669w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/><strong>Trump Taj Mahal<\/strong>, Allen said, &#8220;frankly the town&#8217;s in worse shape today than it was when we bought the building.&#8221; He added, &#8220;When you&#8217;re in a resort environment where safety and security is so important, if the city can&#8217;t get something fixed as simple as the street lighting, then maybe a change is needed.&#8221; To that end, he said he wasn&#8217;t yet supportive but was &#8220;aware&#8221; of a push to oust Mayor <strong>Marty Small<\/strong> (D) in favor of a city manager, and to downsize the city council from nine members to five.<\/p>\n<p>Allen knows Atlantic City, having broken into the industry in a low-level job at <strong>Bally&#8217;s<\/strong> back in 1980. Extending an olive branch to Small, Allen offered to meet with Hizzoner, an invitation Small said he was open to <img loading=\"lazy\" class=\"alignright size-medium wp-image-21697\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2018\/05\/hard-rock-lobby-1-300x194.jpg\" alt=\"\" width=\"300\" height=\"194\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2018\/05\/hard-rock-lobby-1-300x194.jpg 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2018\/05\/hard-rock-lobby-1-150x97.jpg 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2018\/05\/hard-rock-lobby-1.jpg 704w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/>accepting. Small told reporters,\u00a0&#8220;I&#8217;ve been in office 103 days and we&#8217;ve already made changes, with plenty to come &#8230; [I] will meet with anyone that has the city&#8217;s best interest, which Jim Allen does.&#8221; The latter remains bullish on <strong>Hard Rock Atlantic City<\/strong>, announcing $15 million in capex investments, including an upgrade of the sports book, considered one of the areas in which Hard Rock lags the competition.<\/p>\n<p>He also <a href=\"https:\/\/www.roi-nj.com\/2020\/01\/21\/lifestyle\/show-tell-hard-rock-international-announced-it-will-give-more-than-2-million-in-bonuses\/\" target=\"_blank\" rel=\"noopener noreferrer\">busted out $2 million in bonuses<\/a>, $250 apiece for the rank and file, salary-indexed for managers. Even though Hard Rock had missed its revenue target by 10%, Allen was in an expansive mood and said he hoped <img loading=\"lazy\" class=\"alignleft size-medium wp-image-21551\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2018\/04\/Hard-Rock-Atlantic-City-300x152.jpg\" alt=\"\" width=\"300\" height=\"152\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2018\/04\/Hard-Rock-Atlantic-City-300x152.jpg 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2018\/04\/Hard-Rock-Atlantic-City-150x76.jpg 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2018\/04\/Hard-Rock-Atlantic-City.jpg 600w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/>to double the bonuses next year. While Hard Rock brass never had any illusions about overtaking <strong>Borgata<\/strong>, they&#8217;ve achieved their goal of securing the second spot in the market (third behind <strong>Golden Nugget<\/strong> when online-gambling income is counted). He did have one complaint: The gravy in the buffet was so coagulated\u00a0&#8220;we could plug a hole in a boat with it.&#8221; We&#8217;re confident his words didn&#8217;t go unheeded.<\/p>\n<p>* As if they don&#8217;t have enough trouble, <strong>New York State<\/strong>&#8216;s four newest casinos were informed they have unpaid regulatory bills. The fault is not theirs: The state failed to notify them of the arrearage. Said state <img loading=\"lazy\" class=\"alignleft size-full wp-image-25882\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2020\/01\/DiNapoli.jpeg\" alt=\"\" width=\"225\" height=\"225\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2020\/01\/DiNapoli.jpeg 225w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2020\/01\/DiNapoli-150x150.jpeg 150w\" sizes=\"(max-width: 225px) 100vw, 225px\" \/>Comptroller <strong>Thomas DiNapoli<\/strong>, &#8220;The costs to regulate casinos in New York State is supposed to be shouldered by the casinos themselves, but the state Gaming Commission has let some of them slide on this responsibility. That has unfairly shifted expenses to taxpayers. The commission should bill all casinos for oversight costs in a timely manner and come up with a plan to handle disputes with casinos over these charges as soon as possible.&#8221;<\/p>\n<p>The timing is unfortunate for the casino quartet, which has been whingeing for tax cuts from the Lege. As part of their deal with the Empire State, salaries for on-site regulators are supposed to be picked up by the casinos. <strong>Resorts World Catskills<\/strong> and its three brethren were <img loading=\"lazy\" class=\"alignright size-medium wp-image-20029\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2017\/08\/Resorts-World-Catskills-300x212.jpeg\" alt=\"\" width=\"300\" height=\"212\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2017\/08\/Resorts-World-Catskills-300x212.jpeg 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2017\/08\/Resorts-World-Catskills-150x106.jpeg 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2017\/08\/Resorts-World-Catskills.jpeg 550w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/>not billed for this. That translates <a href=\"https:\/\/buffalonews.com\/2020\/01\/14\/dinapoli-state-failed-to-bill-commercial-casinos-for-millions-owed-albany\/\" target=\"_blank\" rel=\"noopener noreferrer\">into an uncollected, $13 million tab<\/a>. The state is SOL for the interest payments these monies could have accrued, had they properly collected. The <strong>New York Gaming Commission<\/strong> has belatedly filed the paperwork to get the money. The agency responded,\u00a0&#8220;The Commission appropriately waited for the conclusion of the regulatory process, which established rules and methodologies for regulatory fee assessment, before issuing its invoices.&#8221; Either way, it&#8217;s a bill that casino owners like <strong>Jeff Gural<\/strong> will not be looking forward to paying.<\/p>\n<p>* Chronically unstable <strong>Venezuela<\/strong> would seem like nearly the last place you&#8217;d want to open a casino. But President <strong>Nicolas Maduro<\/strong> has green-lit one for <strong>Caracas<\/strong>&#8216; <strong>Humboldt Hotel<\/strong>. There&#8217;s a very big catch. Betting would have to be done in petros, the cryptocurrency that&#8217;s pegged to the fortunes of Venezuela&#8217;s oil industry. We don&#8217;t think Big Gaming will be making a land-rush to Caracas.<\/p>\n<p>* <strong>Oscar<\/strong> odds lines haven&#8217;t budged despite the recent spate of awards ceremonies. <em>Parasite<\/em> was the surprise winner at the <strong>Screen Actors Guild<\/strong> awards but its increased mojo have have been canceled out by the <strong>Producers Guild<\/strong>, which gave its best-picture award to <em>1917<\/em>. (The PGA is 79% predictive of the <strong>Academy Award<\/strong> for Best Picture.) The wife and I saw <em>Parasite<\/em> last weekend and agreed that it is\u2014dare I say it?\u2014the best film of 2019. (It was also very well attended, happy to say.) All acting categories are a virtual lock. And with due respect to the estimable <strong>Joaquin Phoenix<\/strong>, <em>Parasite<\/em> may be the real joker in the Oscar deck.<\/p>\n<p><iframe loading=\"lazy\" src=\"https:\/\/www.youtube.com\/embed\/4Y8-K4h9L5U\" width=\"450\" height=\"253\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\"><\/iframe><\/p>\n<p>It may not be the only one. <strong>PlayUSA.com<\/strong> analyst\u2014and accredited film historian\u2014<strong>Jessica Welman<\/strong> says, \u201cWe saw last year that bettors were less motivated by the favorites and more interested in backing their favorite films and movie stars.&#8221; So far <strong>DraftKings<\/strong> is the only Atlantic City betting outlet to post odds <a href=\"https:\/\/www.playusa.com\/sports-betting\/oscars\/\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">but they seem to be taking their cues<\/a> from offshore bookmakers. It&#8217;s got <em>Once Upon a Time in &#8230; Hollywood<\/em> and <em>1917<\/em> neck-and-neck for Best Picture, with everything else playing out to previous expectations.
