The <strong>Massachusetts Gaming Commission<\/strong>\u2014unlike its counterparts in <strong>Nevada<\/strong> and <strong>New Jersey<\/strong>\u2014is empowered to weigh the economic impact of such a move, a question over which it has been agonizing for months. Now residents of\u00a0<strong>Bristol<\/strong>, <strong>Plymouth<\/strong>, <strong>Nantucket<\/strong>, <strong>Dukes<\/strong> and <strong>Barnstable<\/strong> counties <a href=\"https:\/\/www.southcoasttoday.com\/news\/20200225\/gaming-commission-wants-public-input-on-southeast-casino\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">are being asked to weigh in<\/a>.\u00a0\u201cWe want to see how likely it is that there could be a good proposal or a good viable license in that region,\u201d explained Commissioner <strong>Enrique Zuniga<\/strong>. This discussion could lead to <strong>Neil Bluhm<\/strong>&#8216;s $677 million <strong>Brockton<\/strong> casino project being resurrected from the ashcan to which it was consigned four years ago.<\/p>\n<p>Since then, the <strong>Mashpee Wampanoags<\/strong> have lost their land-into-trust application in <strong>Taunton<\/strong> and their casino financier, <strong>Genting Group<\/strong>. Their <strong>Project First Light<\/strong> ought to be called <!--more-->Project Life Support, as it&#8217;s currently hooked up to a ventilator in the form of the court system. The MGC seems to be counting the Mashpee Wamps out, hence the reconsideration. As Zuniga said,\u00a0\u201cThis is effectively what we are trying to determine at this point through public responses is whether we should take another look at it.\u201d We say: Go for it.<\/p>\n<p>* Add <strong>Pennsylvania<\/strong> to the list of states coping with a runaway problem in the form of <a href=\"https:\/\/lancasteronline.com\/news\/local\/games-of-skill-debate-goes-national-as-casino-industry-and\/article_69d837d4-5750-11ea-9d9e-b7fcd644c1eb.html\" target=\"_blank\" rel=\"noopener noreferrer\">black-market slots<\/a>. At least 15,000 machines are estimated to be operating in the Keystone State under the rubric &#8220;Pennsylvania Skill.&#8221; <img loading=\"lazy\" class=\"alignright size-medium wp-image-15715\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/03\/Coat_of_arms_of_Pennsylvania.svg_-300x178.png\" alt=\"\" width=\"300\" height=\"178\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/03\/Coat_of_arms_of_Pennsylvania.svg_-300x178.png 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/03\/Coat_of_arms_of_Pennsylvania.svg_-150x89.png 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/03\/Coat_of_arms_of_Pennsylvania.svg_.png 340w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/>Another operator, <strong>Pace-O-Matic<\/strong>, has its &#8216;skill machines&#8217; in 12 states, including <strong>Virginia<\/strong>, <strong>Wyoming<\/strong> and <strong>Texas<\/strong>, all states with extremely little or no casino presence.\u00a0&#8220;We understand that there are groups that don&#8217;t want to see competition and they&#8217;re mostly from out of state,&#8221; huffed Pace-O-Matic&#8217;s <strong>Mike Barley<\/strong>, who added,\u00a0\u201cWe have gone to the legislature and asked to be taxed.\u00a0They&#8217;re not too many industries that do that.&#8221; The <strong>Pennsylvania Gaming Control Board<\/strong>, however, is reversing its previous neutrality, siding with the <strong>American Gaming Association<\/strong> and <strong>Association of Gaming Equipment Manufacturers<\/strong> against &#8216;skill&#8217; machines.<\/p>\n<p>* Sports betting is speeding its way to the floor of the state Senate in <strong>Washington Stat<\/strong>e, from whence it&#8217;s a quickstep to Gov. <strong>Jay Inslee<\/strong>&#8216;s desk. <img loading=\"lazy\" class=\"alignleft size-full wp-image-26218\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2020\/02\/Walsh.jpeg\" alt=\"\" width=\"194\" height=\"259\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2020\/02\/Walsh.jpeg 194w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2020\/02\/Walsh-112x150.jpeg 112w\" sizes=\"(max-width: 194px) 100vw, 194px\" \/>The speedy movement of the bill is prompting criticism, along with a contention that it will juice the state&#8217;s tribal casinos into a tax-free monopoly. (The state House added a special clause that will enable sports betting to bypass the customary popular referendum, which would require a 60% supermajority.) State Sen. <strong>Maureen Walsh<\/strong> (R) was among the detractors, saying &#8220;what\u2019s good for the goose is good for the gander. If in fact you think there are social ills involved with gambling, why in the world would you let the tribes do it and not everybody else?\u201d<\/p>\n<p>Walsh&#8217;s arguments appear purely moralistic, unlike those of <strong>Maverick Gaming<\/strong> lobbyist <strong>Vicki Christopherson<\/strong>, who would like to see her company&#8217;s 19 card rooms (and 25 others) dealt into the action.\u00a0\u201cWe \u2026 cannot fathom why there needs to be a monopoly provided on a system to bet on sports and that it constitutes an \u2018emergency,\u2019\u201d she said, pertinently. \u00a0<img loading=\"lazy\" class=\"alignright size-full wp-image-26217\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2020\/02\/Washington-State.png\" alt=\"\" width=\"291\" height=\"173\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2020\/02\/Washington-State.png 291w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2020\/02\/Washington-State-150x89.png 150w\" sizes=\"(max-width: 291px) 100vw, 291px\" \/>She added that\u00a0the argument that only tribes could properly oversee sports wagering was\u00a0\u201cfrankly insulting and not true,\u201d and even offered to foreswear mobile wagering in perpetuity in order to keep it from spreading statewide. Both sides produced legal opinions supporting their interpretation of the validity of the emergency clause, with former Attorney General <strong>Rob McKenna<\/strong> opining on behalf of the tribes that the Lege was acting to protect the state from a rapid and all-out spread of black-market sports betting. We&#8217;re trying to get some face time with Maverick, so we&#8217;ll let you know more if and when that happens.<\/p>\n<p>* While yesterday&#8217;s cash-flow\u00a0numbers out of <strong>Caesars Entertainment<\/strong> were reassuring, today&#8217;s net-revenue ones from <strong>Eldorado Resorts<\/strong> are anything but. Except for flat net revenues in the Midwest ($72 million), every region was down. In Eldorado&#8217;s stronghold, the West, revenue fell 7% to $127.5 million. The Central region slipped $1.5 million from a year ago, to $117 million, the South got slammed (-12%), falling to $10.5 million. And there was a tiny slippage (1.5%) in the East, where net revenues were $129.5 million.
