If you&#8217;re returning from Macao through infected <strong>Guangdong Province<\/strong>, you face a 14-day quarantine upon returning home, which could send Macanese tourism into even more of a tailspin. Also, unless you have a visa predating the February shutdown (since lifted) or a business one, <a href=\"https:\/\/ggbnews.com\/article\/another-grim-month-in-macau\/\" target=\"_blank\" rel=\"noopener noreferrer\">you can&#8217;t visit the gambling capital of the world<\/a>. Visitors from outside <strong>China<\/strong> are banned outright.<\/p>\n<p>Playing at a Macanese casino is hardly conducive to a good time. You have to wear a mask and have your temperature taken. Private VIP gambling salons are reputed to be <!--more-->taking a heavy beating. <strong>Morgan Stanley<\/strong> analysts reported glumly,\u00a0\u201cWhile the casinos are now operational, we believe visitation and play levels will remain depressed for the foreseeable future.\u201d Heavy cancellation of conventions and meetings should hurt <strong>Sands China<\/strong> in particular.<\/p>\n<p>Reports the one source, &#8220;analysts expect revenues may fall near zero in April.&#8221; That&#8217;s as a second wave of <strong>Coronavirus<\/strong> ravages Macao yet casinos remain open. &#8220;This isn\u2019t because gamblers need to gamble, though. It\u2019s because workers need to work,&#8221; opines <strong>CalvinAyre.com<\/strong>. That&#8217;s not speculation, <a href=\"https:\/\/calvinayre.com\/2020\/04\/03\/casino\/macau-casinos-to-remain-operational-as-covid-19-strikes-again\/\" target=\"_blank\" rel=\"noopener noreferrer\">it&#8217;s the stated position<\/a> of\u00a0<img loading=\"lazy\" class=\"alignleft size-medium wp-image-17139\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/11\/Studio-City-5-300x200.jpg\" alt=\"\" width=\"300\" height=\"200\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/11\/Studio-City-5-300x200.jpg 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/11\/Studio-City-5-150x100.jpg 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2015\/11\/Studio-City-5.jpg 500w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/>Secretary for Economy &amp;\u00a0Finance <strong>Lei Wai Nong<\/strong>. Casinos also have a financial necessity to stay open, since they&#8217;ve been redlined from economic relief. Nong is sanguine, expecting April revenues to be just fine. Even without government assistance, casinos will have no trouble staying open, according to a trio of <strong>Sanford C. Bernstein<\/strong>\u00a0analysts, who write, &#8220;All operators have at least six months or so of breathing room before needing to draw on any additional debt financing, which all operators will be able to do via their revolvers at a minimum (before needing to find other liquidity). If the no-revenue environment were to last longer, all operators have at least 15 months or so of breathing room (except for <strong>Studio City<\/strong>, which has only a year) before running out of existing liquidity.\u201d <strong>Galaxy Entertainment<\/strong> has so much cash on hand it could keep running for 40 months without revenue.<\/p>\n<p><strong>JP Morgan<\/strong> boffins <a href=\"https:\/\/www.fool.com\/investing\/2020\/04\/03\/analysts-predict-macau-casino-revenue-may-fall-to.aspx\" target=\"_blank\" rel=\"noopener noreferrer\">were less assured<\/a>, noting that Macao could see its worst gross gaming revenue month since the <strong>Sands Macao<\/strong> opened in 2004.\u00a0&#8220;We wouldn&#8217;t be surprised to see Macau printing near-zero GGR until the restrictions at the Guangdong border are lifted.&#8221; Bernstein predicts an 87% to 92% drop-off in April. Stock pickers are now looking to 2021\u2014a full year&#8217;s postponement\u2014for recovery.<\/p>\n<p>* No quick fix of Internet gambling. That&#8217;s the word from <strong>Connecticut<\/strong> Gov. <strong>Ned Lamont<\/strong> (D) to <strong>Mohegan Sun<\/strong> and <strong>Foxwoods Resort Casino<\/strong>. Lamont says he lacks the authority to grant &#8216;Net betting unilaterally. The\u00a0<img loading=\"lazy\" class=\"alignright size-full wp-image-24124\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2019\/05\/Lamont.jpeg\" alt=\"\" width=\"183\" height=\"275\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2019\/05\/Lamont.jpeg 183w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2019\/05\/Lamont-100x150.jpeg 100w\" sizes=\"(max-width: 183px) 100vw, 183px\" \/><strong>Southeastern Connecticut Council of Governments<\/strong> has been pressuring Lamont to issue an executive order, saying, &#8220;We need to do everything we can to assure that [the casinos]\u00a0are able to survive now and thrive again in the future.&#8221; Replied Lamont,\u00a0&#8220;While I very much share the concerns you express about the financial distress the pandemic is causing our Tribal partners &#8230;\u00a0Authorizing online gaming and enabling consumers to more easily access gambling is a significant policy decision that has not yet been embraced or acted upon by our legislature.&#8221; (Sports betting is a moot point, for obvious reasons.) Lamont is deferring the tribes&#8217; slot-revenue obligation to the state and its regulatory assessment while quarantine is in effect.<\/p>\n<p>&#8220;We&#8217;re careful not to be opportunistic, but we have suggested to the governor that he could allow it temporarily and sunset it until when the pandemic is over and then revisit it,&#8221; said <strong>Mohegan Sun<\/strong> Chief of Staff <strong>Chuck Bunnell<\/strong>, offering a compromise.\u00a0&#8220;We&#8217;re not going to come out of this quickly. During the pandemic, from a public safety point of view, it makes sense.&#8221; Casino ally state Sen. <strong>Cathy Osten<\/strong> (D), however, took a hard line, saying the authorization should be permanent. It would be easy to do, since both casinos maintain online, free-play sites. Very forward-thinking of them.<\/p>\n<p>* Casino legalization, says authoritarian Brazilian President <strong>Jair Bolsonaro<\/strong>, is \u201cexclusively up to the executive branch. In fact, it is my sole responsibility to deal with this matter; it is covered by the constitution.\u201d And with that he nixed the prospect of casinos in <strong>Brazil<\/strong>. His stated motivation was money laundering but others blame the power of the country&#8217;s religious right. \u201cCasinos in my government\u2014this issue is not discussed,&#8221; said the strongman. &#8220;Twenty, 30, 40 years from now is another story.\u201d Bolsonaro <a href=\"https:\/\/ggbnews.com\/article\/brazil-president-no-casinos-for-at-least-20-years\/\" target=\"_blank\" rel=\"noopener noreferrer\">has been flip-flopping back and forth<\/a> on the legitimization of casinos ever since his presidential candidacy. As late as last week, politicians were discussing the prospect of a <strong>Manaus<\/strong> casino, among other ideas.<\/p>\n<p>Losers in this scenario include <strong>Las Vegas Sands<\/strong> and <strong>Caesars Entertainment<\/strong>, both of which lobbied hard for gambling in Brazil, understandably tempted by the prospect of resorts in <strong>Rio de Janeiro<\/strong>. Ditto <strong>MGM Resorts International<\/strong> and <strong>Hard Rock International<\/strong>. Trying to read Bolsonaro on gaming issues is a difficult proposition: He tried (and failed) to keep lottery houses open during Coronavirus as &#8220;essential services.&#8221; (!) He&#8217;s totally against slot machines yet has left the door open for tourist-only casinos. Confusing much? Bolsonaro seems deaf to the appeals of advocates like <strong>C\u00e9lio Avelino<\/strong>, who said,\u00a0\u201cIf you legalize the casino, you will have tourism development in the region, provide jobs and raise billions of reais per year.\u201d A persuasive argument &#8230; except where it really counts.<\/p>\n<p>* Anticipating another extension of Gov. <strong>Steve Sisolak<\/strong>&#8216;s statewide quarantine, <strong>Wynn Resorts<\/strong> is <a href=\"https:\/\/www.usatoday.com\/story\/travel\/2020\/04\/02\/coronavirus-shutdown-vegas-sands-wynn-resorts-employees\/5116139002\/\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">prolonging employee pay<\/a> through May 15\u2014<img loading=\"lazy\" class=\"alignright size-full wp-image-24164\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2019\/05\/maddox.jpg\" alt=\"\" width=\"240\" height=\"180\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2019\/05\/maddox.jpg 240w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2019\/05\/maddox-150x113.jpg 150w\" sizes=\"(max-width: 240px) 100vw, 240px\" \/>two weeks longer than Las Vegas Sands, although <strong>Sheldon Adelson<\/strong> <a href=\"https:\/\/nypost.com\/2020\/04\/01\/adelson-im-paying-all-my-workers-for-2-months-so-should-any-business-that-can\/\" target=\"_blank\" rel=\"noopener noreferrer\">has hinted<\/a> at another fortnight&#8217;s relief. Stated Wynn CEO <strong>Matt Maddox<\/strong>,\u00a0&#8220;It is our shared responsibility\u00a0to follow the direction of health and safety professionals to stay home, and limit social contact.\u00a0We owe it to each other, our families and to our community.&#8221; We can think of at least half a dozen careless states that could use that kind of thinking in the governor&#8217;s mansion.<\/p>\n<p>No such largesse for <strong>Atlantic City<\/strong>, where 16K casino employees <a href=\"https:\/\/calvinayre.com\/2020\/04\/03\/casino\/16000-casino-employees-out-of-work-in-atlantic-city\/\" target=\"_blank\" rel=\"noopener noreferrer\">are at the mercy of unemployment insurance<\/a>. Rehirings have been promised <img loading=\"lazy\" class=\"alignleft size-medium wp-image-21551\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2018\/04\/Hard-Rock-Atlantic-City-300x152.jpg\" alt=\"\" width=\"300\" height=\"152\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2018\/04\/Hard-Rock-Atlantic-City-300x152.jpg 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2018\/04\/Hard-Rock-Atlantic-City-150x76.jpg 150w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2018\/04\/Hard-Rock-Atlantic-City.jpg 600w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/>when the casinos reopen but, depending on the level of business, some ex-workers may find themselves out in the cold, so to speak. CalvinAyre.com minces fewer words: &#8220;This could be a perfect opportunity for casino operators to review their staffing requirements and cut their workforces going forward.&#8221; <strong>Hard Rock Atlantic City<\/strong> President <strong>Joe Lupo<\/strong> has already promised &#8220;incredibly difficult decisions made now and in the future.\u201d <strong>Ocean Casino Resort<\/strong> has also hinted darkly at cutbacks. Atlantic City can never seem to get out from behind the 8-ball.<\/p>\n<p>* There&#8217;s some <a href=\"https:\/\/www.travelpulse.com\/news\/entertainment\/nevada-extends-casino-closures-through-april.html\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">revisionist history afoot<\/a> at MGM Resorts International. &#8220;While this will undoubtedly have a significant negative effect on our business in the near-term, we are well-positioned to emerge from the current crisis in light of our strong liquidity position and valuable asset portfolio,&#8221; remarked CEO <strong>Bill Hornbuckle<\/strong>. Valuable assets? Haven&#8217;t they sold them all? Wasn&#8217;t it just yesterday (metaphorically) that MGM was trumpeting its new, &#8216;asset-light&#8217; identity?<\/p>\n<p><em><strong>Jottings<\/strong><\/em>: Add <strong>Russia<\/strong>&#8216;s pioneering <strong>Tigre de Cristal<\/strong> to the ranks of gambling houses that have closed their doors because of <strong>Covid-19<\/strong> &#8230; No <img loading=\"lazy\" class=\"alignright size-full wp-image-4758\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/10\/Great_Seal_of_Maryland_reverse.png\" alt=\"\" width=\"261\" height=\"256\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/10\/Great_Seal_of_Maryland_reverse.png 261w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2010\/10\/Great_Seal_of_Maryland_reverse-150x147.png 150w\" sizes=\"(max-width: 261px) 100vw, 261px\" \/>sports betting <strong>Maryland<\/strong> for another two years. If we&#8217;re lucky this will actually happen during our lifetimes &#8230; <strong>Frank III<\/strong> and <strong>Lorenzo Fertitta<\/strong> are waiving their <strong>Station Casinos<\/strong> cash salaries for as long as Covid-19 is rampant. They won&#8217;t be paupers, though: They&#8217;ll be compensated in equity and will go back on the payroll when their casinos reopen.
