{"id":26789,"date":"2020-04-20T10:38:18","date_gmt":"2020-04-20T18:38:18","guid":{"rendered":"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/?p=26789"},"modified":"2020-10-12T07:54:20","modified_gmt":"2020-10-12T15:54:20","slug":"sisolak-vs-goodman-round-two-wynns-recovery-plan","status":"publish","type":"post","link":"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/sisolak-vs-goodman-round-two-wynns-recovery-plan\/","title":{"rendered":"Sisolak vs. Goodman, Round Two; Wynn&#8217;s recovery plan"},"content":{"rendered":"<p><strong>Nevada<\/strong> Gov. <strong>Steve Sisolak<\/strong> (D), while acknowledging that his state&#8217;s unemployment-aid infrastructure is swamped (although initial jobless claims declined to 58,641 last week), is taking a steady-as-she-goes approach to reopening the Silver State, <a href=\"https:\/\/lasvegassun.com\/news\/2020\/apr\/15\/sisolak-nevada-nowhere-close-easing-restrictions\/\" target=\"_blank\" rel=\"noopener noreferrer\">relying heavily on medical advice<\/a>.\u00a0\u201cThis is not going to be a political decision for as to when to open,&#8221; <img loading=\"lazy\" class=\"alignleft size-full wp-image-14730\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/10\/Sisolak.jpg\" alt=\"\" width=\"210\" height=\"201\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/10\/Sisolak.jpg 210w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2014\/10\/Sisolak-150x143.jpg 150w\" sizes=\"(max-width: 210px) 100vw, 210px\" \/>he said, refraining from giving a firm, back-to-business date. The state&#8217;s infection rate continues to ramp upward, with 3,088 cases and 137 deaths. Sisolak&#8217;s caution <a href=\"https:\/\/vegas.eater.com\/2020\/4\/16\/21223634\/las-vegas-nevada-shutdown-coronavirus-impact-economy-covid-19\" target=\"_blank\" rel=\"noopener noreferrer\">has brought him into open conflict<\/a> with <strong>Las Vegas<\/strong> Mayor <strong>Carolyn Goodman<\/strong> (D), who prizes dollars over lives.\u00a0\u201cThose whom we\u2019ve lost represent less than a half of 1 percent of our population, which has caused us to shut down our entire state and everything that makes Nevada unique,\u201d Goodman bloviated.\u00a0\u201cFrom my perspective, we must open our city, we must open Southern Nevada, and we must open the state of Nevada.\u201d<\/p>\n<p>Great. The first spike of <strong>Covid-19<\/strong> hasn&#8217;t <!--more-->passed and Her Honor wants to flood Sin City with infected or at-risk people. What&#8217;s worse, Goodman is <a href=\"https:\/\/lasvegassun.com\/news\/2020\/apr\/15\/mayor-goodman-virus-deaths-dont-warrant-economic-s\/\" target=\"_blank\" rel=\"noopener noreferrer\">now spouting the meme<\/a> that <strong>Coronavirus<\/strong> is nothing worse than the <img loading=\"lazy\" class=\"alignright size-full wp-image-7158\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/07\/Carolyn-Goodman.jpg\" alt=\"\" width=\"175\" height=\"204\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/07\/Carolyn-Goodman.jpg 175w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/07\/Carolyn-Goodman-128x150.jpg 128w\" sizes=\"(max-width: 175px) 100vw, 175px\" \/>common flu. (As an at-risk person ourselves, we beg to differ.) We&#8217;ve not always been fans of Councilman <strong>Cedric Crear<\/strong> (D) but when he approves of the shutdown although his own business interests are hurting, we pay attention.\u00a0\u201cOne death is just too many, and I think as we get more testing into the market, we\u2019re going to realize there are more people who are infected,\u201d remarked Crear. We agree. Added Sisolak,\u00a0&#8220;I don&#8217;t know who she&#8217;s relying on for her experts, because none of my experts give me anything near that information. I rely on the experts I have.&#8221; By the way, thanks <strong>California<\/strong> for the loan of 50 state-owned ventilators for three weeks, cost-free.<\/p>\n<p>Sisolak got a surprise endorsement from <strong>Donald Trump<\/strong>, who attempted to split the difference between governor and mayor.\u00a0&#8220;They closed a big hotel down in Nevada that I have in Las Vegas. It\u2019s a very severe step he took. I\u2019m OK with it,&#8221; he said.\u00a0&#8220;But you could call that one either way.\u00a0I\u2019m not involved with that. I could be if I wanted to,&#8221; he said. &#8220;I know the mayor is very upset with it. Some\u00a0owners are very upset with it. Some of the developers out there are upset. Others say, \u2018Hey, we have to get rid of [Coronavirus].\u2019 I can see both sides of that.&#8221;<\/p>\n<p>* Even with no available foresight as to when exactly <strong>Wynncore<\/strong> will reopen, <strong>Wynn Resorts<\/strong> is not just twiddling its thumbs. It has developed a <a href=\"https:\/\/www.8newsnow.com\/wp-content\/uploads\/sites\/59\/2020\/04\/Wynn-Health-Plan.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">23-page healthy and safety program<\/a>. Some of its <a href=\"https:\/\/www.8newsnow.com\/news\/local-news\/wynn-resorts-unveils-health-and-safety-plan-for-reopening\/\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">salient points<\/a> include: <strong>1)<\/strong> guests will have to don masks upon entry; <strong>2)<\/strong> every other slot machine and <img loading=\"lazy\" class=\"alignleft size-full wp-image-7167\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/07\/wynn-pic.jpg\" alt=\"\" width=\"300\" height=\"227\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/07\/wynn-pic.jpg 300w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2011\/07\/wynn-pic-150x113.jpg 150w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/>table game will be out of service; <strong>3)<\/strong> visitors must maintain six feet of social distancing, especially at pools; <strong>4)<\/strong> <a href=\"https:\/\/news.yahoo.com\/wynn-resorts-ceo-calls-las-173135758.html\" target=\"_blank\" rel=\"noopener noreferrer\">elevators will be rationed to four guests at a time<\/a>; <strong>5)<\/strong> thermal cameras will monitor visitors&#8217; temperature as they enter; <strong>6)<\/strong> sanitization of table-game rails every time a guest leaves a game, etc. (Covid-19 might be great cover for casinos to go smoke-free but I suppose that&#8217;s being too optimistic.) Bad news for high rollers: No more <strong>Baccarat Buffet<\/strong>! (Similar measures <a href=\"https:\/\/losangeles.cbslocal.com\/2020\/04\/16\/vegas-dealers-to-wear-masks-casino-patrons-to-get-temps-checked-in-reopening-plan\/\" target=\"_blank\" rel=\"noopener noreferrer\">are being contemplated<\/a> by the rest of the Big Four.) It looks you&#8217;ll have to get used to having your cards dealt by someone wearing gloves and a mask, at least for the time being.<\/p>\n<p>It of course remains to be seen how well Wynncore will be able to enforce these new rules once the rubber meets the road but, as CEO <strong>Matt Maddox<\/strong> wrote,\u00a0\u201cThe only way to cross this river is one stone at a time and we need to put our feet in the water before it is too late.\u201d In an editorial in the <em>Nevada Independent<\/em>, Maddox also threw shade on Goodman, writing, &#8220;Some of our elected officials have questioned the [casino] closure, calling it &#8216;insanity.&#8217; That opinion has no basis in data or science and should be ignored.&#8221;<\/p>\n<p>\u201cOur economy is in a free fall,\u201d Maddox elaborated.\u00a0\u201cNevada will likely be one of the hardest hit states in the nation and suffer very high unemployment. It is imperative to flatten this curve so we can re-emerge in a safe, sustainable way.\u201d He added,\u00a0\u201cWe all need to wear a mask.\u201d<\/p>\n<p>Looking on the bright(er) side, Maddox writes, &#8220;We passed our &#8216;peak&#8217; hospitalizations based on most national models and our hospitals were not overrun. Our COVID-19 related deaths per million are below the national average. We have also acquired enough personal protective equipment through a public-private partnership to sufficiently supply our <img loading=\"lazy\" class=\"alignright size-full wp-image-24164\" src=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2019\/05\/maddox.jpg\" alt=\"\" width=\"240\" height=\"180\" srcset=\"https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2019\/05\/maddox.jpg 240w, https:\/\/www.lasvegasadvisor.com\/stiffs-and-georges\/wp-content\/uploads\/2019\/05\/maddox-150x113.jpg 150w\" sizes=\"(max-width: 240px) 100vw, 240px\" \/>medical community &#8230; for months.&#8221; Although generally supportive of Sisolak, Maddox <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2020-04-19\/wynn-calls-for-reopening-of-nevada-early-may-followed-by-strip\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">goes on to lay out his own program<\/a> for bringing Nevada back on line. His lengthy set of nostrums includes <strong>A)<\/strong> an early May reopening\u2014partial\u2014of the Silver State economy, coupled with reduced occupancy\u2014probably one-third\u2014as well as the measures outlined above; <strong>B)<\/strong> increases in testing velocity, <strong>C)<\/strong> a mid- to late-May reopening of the <strong>Las Vegas Strip<\/strong>, &#8220;with extensive safety measures in place,&#8221; and <strong>D)<\/strong> <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2020-04-19\/wynn-calls-for-reopening-of-nevada-early-may-followed-by-strip?srnd=premium\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"broken_link\">pull back or advance<\/a> that target, based on daily monitoring of disease data. Like Sisolak, Maddox acknowledges that there are a lot of moving parts, but it&#8217;s as sensible plan as we&#8217;ve seen. Would that people in <strong>Washington, D.C.<\/strong>, were approaching the problem as thoughtfully.<\/p>\n<p>* One casualty of Coronavirus has been big production shows. If <strong>Broadway<\/strong> is any barometer, they might not be back until September. That&#8217;s what <strong>Broadway League<\/strong> President <strong>Charlotte St. Martin<\/strong> says of the Great White Way. But she holds out <a href=\"https:\/\/deadline.com\/2020\/04\/reopening-broadway-charlotte-st-martin-broadway-league-candid-conversation-1202910054\/\" target=\"_blank\" rel=\"noopener noreferrer\">this reed of hope<\/a>: &#8220;you\u2019ve got some states like <strong>Arizona<\/strong> and Nevada that have very little coronavirus cases and they can probably open sooner than <strong>Los Angeles<\/strong> and <strong>San Francisco<\/strong>.&#8221; Indeed, <em>Le Reve<\/em> is <a href=\"https:\/\/vitalvegas.com\/wynn-resorts-takes-the-lead-on-reopening-plans\/\" target=\"_blank\" rel=\"noopener noreferrer\">already set to reope<\/a>n, albeit just one show per day.<\/p>\n<p>* There may be a recondite reason behind the <strong>Small Business Administration<\/strong>&#8216;s denial of financial relief to most small casinos and gambling-dependent modest businesses (which led directly to the permanent closure of the <strong>Lakeside Inn &amp; Casino<\/strong> in <strong>Lake Tahoe<\/strong>): politics. Former <strong>George W. Bush<\/strong> speechwriter <strong>David Frum<\/strong> <a href=\"https:\/\/www.theatlantic.com\/ideas\/archive\/2020\/04\/trump-trading-lives-poor-economic-growth\/610264\/\" target=\"_blank\" rel=\"noopener noreferrer\">has run the numbers<\/a> on SBA grant-approvals and finds a disproportionate number of them targeted toward &#8220;red&#8221; states, which also tend to be ones that don&#8217;t lean heavily on gaming for their economy.<\/p>\n<p><em><strong>Jottings<\/strong><\/em>: Add <strong>Circa<\/strong> to the list of casino projects touched by Coronavirus. One worker has been diagnosed, although Circa proceeds as scheduled &#8230; Eight <strong>Florida<\/strong> citizens gathered regularly\u00a0to play poker. All contracted Covid-19. Three have died, <strong>Casino.org<\/strong> reports. Still think we&#8217;re taking this too seriously? &#8230; Suppose you&#8217;re a dealer at <strong>Crown Melbourne<\/strong> and upload a &#8220;risqu\u00e9 homemade hip-hop track&#8221; to the casino&#8217;s official <strong>Facebook<\/strong> page and then are surprised to get grief for it? <strong>Harkirat &#8220;Harry King&#8221; Singh<\/strong> lost his job and just funked\u00a0a lawsuit for unfair dismissal. Gee, we can&#8217;t imagine why &#8230; Two conventions are returning to Las Vegas: The <strong>Raving Loyalty Player Development Conference<\/strong> and the <strong>Casino Marketing &amp; Technology Conference<\/strong> will both be at <strong>Bally&#8217;s<\/strong> Nov. 9-12.
